Q1. Do you require the principle investigator to be a US citizen or permanent resident?
A1. There is no requirement for US citizenship or permanent resident, assuming the contractor performer in not considered an on-client site employee or does not have access to client IT infrastructure. However, since this is a Department of Defense effort, there are restrictions that may impede successful performance of the contract if the contractor employee is a Representative of Foreign Interest (RFI), which includes contractor employees having dual citizenship or foreign nationals. While not automatically disqualifying, the RFI must explain in detail to the Contracting Officer (KO) the connection with the foreign interest. Upon review of the explanation, consideration by the KO includes compliance with United States law and regulation. For example, United States law and regulation controls foreign person access to information and technology even beyond strictly classified information. Moreover, violation of these export control restrictions may result in substantial civil or even criminal liability. Also of consideration is notification provided to the Foreign Disclosure Office as well as review by the Principal Disclosure Authority.
Q2. I am a state government employee. Can I apply this grant as an employee of the state-owned university? Or I have to be employed by the federal government?
A2. Anyone registered in SAM is eligible to provide an offer. However, this does not take into consideration compliance with state government regulations.
Q3. What is the relationship between the BAA solicitation and the contract with Abt to conduct analysis of the impact of deployment of using the MilCo Family Study data?
A3. There is no connection at this time with this specific requirement. Historical investigators of the Millennium Cohort Family Study have included uniformed scientists from the Army, Navy, Air Force, as well as scientist from the Department of Veterans Affairs, New York University, Duke University, Abt Associates, and other leading academic institutions.
Q4. Is the BAA solicitation intended to continue the work conducted under the Abt contract?
A4. No. The current BAA solicitation is intended to invite preproposals for the Millennium Cohort Family Study which includes literature searches which may lead to the creation of analysis plans. Whether that is Abt or not has yet to be determined.
Q5. The following paper states that medical claims data is available for Millennium Cohort Family Study participants. What is the number of families with linked claims data? http://onlinelibrary.wiley.com/doi/10.1002/mpr.1446/epdf
A5. Not relevant to responding sufficiently to this posting.
Q6. Is that possible for researchers from degree-granting universities to have access de-identified study data?
A6. In the context of this requirement, access to only de-identified study data may not be sufficient to achieve successful performance on this specific scope. Generally speaking, de-identified study data may be made available within the procedures associated with the Freedom of Information Act.
