Sole Source Justification for CFD++ Software Licenses

This is a RFO FAR Part 12 Sole Source Justification for Commercial Acquisitions documenting the Army's procurement of six CFD++ software licenses from Metacomp Technologies, Inc. The Flight Sciences Branch of the Weapon Sciences Division at DEVCOM ARL (Aberdeen Proving Ground) is requesting a firm-fixed price contract with the small business contractor located in Westlake Village, California (CAGE Code: 020P4). The contract period spans five years, with a base year from June 2026 to May 2027 and four option years extending through May 2031. All pricing has been redacted from the document.

The justification establishes that Metacomp Technologies, Inc. is the sole source, developer, and distributor of proprietary CFD++ software in the United States, with no authorized third-party resellers in the commercial marketplace. Market research conducted in April 2026 and previous research from a 2025 purchase of the CFD++ Thermal Non-Equilibrium add-on module confirm no alternative software can meet the government's minimum requirements. CFD++ serves as a foundational computational multiphysics simulation tool for Army flight munitions research, including missiles and gun-launched projectiles, supporting priority research areas in foundational hypersonics and massive response fires. The software provides computational fluid dynamics, rigid body dynamics, thermal nonequilibrium, chemistry, and conjugate heat transfer capabilities essential for analyzing flight envelopes from low subsonic to hypersonic speeds. A Notice of Intent to Sole Source will be published on SAM.gov. The Contracting Officer is Shanna Dellinger, and the projected award date is June 2026 using fiscal year 2026 FSB mission funds. Cost will be determined using Independent Government Estimate (IGE) as a commercial item acquisition.

5. Reason for Authority Cited:

The Flight Sciences Branch (FSB) of the Weapon Sciences Division requires purchase of CFD++ Software Licenses from vendor Metacomp Technologies, Inc. For over two decades, CFD++ has been a foundational tool for the DEVCOM ARL, serving as a workhorse in our research and enabling critical computational multiphysics simulations for Army flight munitions, including missiles and gun-launched projectiles.

Previously, DEVCOM ARL accessed CFD++ through floating licenses purchased and provided by the DoD High-Performance Computing Modernization Program (HPCMP).

However, recent HPCMP budget cuts have resulted in the cancellation of these licenses.

To prevent disruption to mission-critical research and ensure the continuity of customer

Supply/Service: Six (6) CFD++ Software Licenses programs, FSB must now procure its own dedicated licenses. Without access to CFD++, our ability to support key research initiatives would be severely impeded.

CFD++ is an indispensable tool that directly supports Army Priority Research Areas through its application in programs such as Foundational Hypersonics and Massive Response Fires. The software provides a unique, mature, and efficient suite of industry-leading simulation capabilities essential for our work. Its capabilities include computational fluid dynamics, rigid body dynamics, thermal nonequilibrium, chemistry, and conjugate heat transfer, which are vital for analyzing and simulating flight envelopes from low subsonic to hypersonic speeds. The software is backed by excellent vendor support, ensuring its effective implementation.

Metacomp Technologies, Inc. is the sole source, developer and distributor of the proprietary CFD++ software in the United States. This has been confirmed by recent market research conducted in April 2026, as well as by previous market research from a 2025 purchase of a CFD++ Thermal Non-Equilibrium (TNE) add-on module. No other vendor, software, vehicle, or substitution can fulfill this requirement.

6. Efforts to Obtain Competition:

Metacomp Technologies, Inc. is the sole source, developer and distributor of the proprietary CFD++ software in the United States. No other vendor, software, vehicle, or substitution can fulfill this requirement.

Because Metacomp Technologies, Inc. retains exclusive proprietary rights to the CFD++ software and its required add-on modules, and does not utilize authorized third-party resellers, competition could not be obtained. A Notice of Intent to Sole Source will be published on SAM.gov in accordance with RFO 5.201 to allow any other potential sources to express interest

7. Actions to Increase Competition:

Metacomp Technologies, Inc. is the sole source, developer and distributor of the proprietary CFD++ software in the United States. This has been confirmed by recent market research conducted in April 2026, as well as by previous market research from a 2025 purchase of a CFD++ Thermal Non-Equilibrium (TNE) add-on module. No other vendor, software, vehicle, or substitution can fulfill this requirement. The government shall continue to research available software and will open this requirement to competition should an alternative be found.

8. Market Research:

Market Research was conducted by [REDACTED], Aerospace Engineer (15 years), Flight Sciences Branch, Weapon Sciences Division in conjunction with his supervisor, [REDACTED]. Internet searches were completed along with research into previous market research efforts, which confirm that there are no other alternative software available at this time that can meet the Governments minimum requirements.

Supply/Service: Six (6) CFD++ Software Licenses

Market research included direct written communication with Metacomp Technologies, Inc. by Contract Specialist on June 2026. The vendor formally confirmed that they are the sole developer, creator, and exclusive distributor of the CFD++ base software and its specialized add-on modules (MM+RBD and TNE+TEA). Furthermore, Metacomp confirmed that these modules are strictly proprietary to their company and that no authorized third-party resellers exist in the commercial marketplace.
