(11) A. Objective:
To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.
B. Salient Characteristics The Contractor shall provide six (6) portable optical fiber delay lines, and shipping and handling, meeting the following requirements:
· The Contractor shall provide six (6) spools of optical fiber. Each spool shall be in its own metal or plastic enclosure that fully encases the spool.
· The total volume of each individual enclosure shall be no greater than 15 Liters (L) and with no single side of the enclosure exceeding 50 centimeters (cm) in length.
· Each fiber shall be fixed within its enclosure with an adhesive such as a glue or epoxy to eliminate vibrational sensitivity.
· There shall also be thermally insulating material within the enclosure to provide thermal insulation for the fiber spool against environmental temperature fluctuations outside of the enclosure.
· This could be fulfilled by the adhesive if it is thermally insulating, or it could be fulfilled with a second material.
· The two (2) ends of each fiber spool shall have ferrule connector / angled physical contact (FC/APC) connectors. There shall be fiber mating sleeves going through the wall of the fiber enclosure to allow easy mating of external FC/APC fibers to the fiber spool inside the enclosure.
· Six (6) of the above-described fiber + enclosure systems shall be provided, following these specifications:
· Two (2) units of fiber + enclosure, each containing one (1) kilometer of Coherent 780-HP fiber
· Two (2) units of fiber + enclosure, each containing two (2) kilometers of Coherent 780-HP fiber
· One (1) unit of fiber + enclosure containing five (5) kilometers of Coherent 780-HP fiber
· One (1) unit of fiber + enclosure containing ten (10) kilometers of Corning HI1060 fiber
· At the time of delivery, the spools of Coherent 780-HP fiber shall maintain an insertion loss of less than four (4) decibels per kilometer (dB/km) with an optical input with a wavelength of 780 nanometers (nm) and less than two (2) dB/km with an optical input with a wavelength of 1000 nm. The spool of Corning HI1060 shall maintain an insertion loss of less than two and one half (2.5) dB/km with an optical input with a wavelength of 980 nm at the time of delivery. This insertion loss requirement does not include insertion loss of the mating sleeves at the input / output of the fiber enclosure. The loss of these connections shall be less than two (2) dB per facet when tested with mating FC/APC fiber of the same type at the input and output of the enclosure.
C. Responses:
All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include:
(I) To what extent each of the specifications can be met.
(II) Include the following in your response:
a. Include your type of business (i.e. commercial, academia)
b. Whether your organization is classified as a large or small business based on the 1,000 employee standard that accompanies NAICS code 335921.
i. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
(III) Past experience / performance through the description of completed projects.
(12) Responses to this sources sought are due no later than 11:59AM eastern standard time five (5) business days after posting. Submissions should be emailed to Mina Haque at mina.m.haque.civ@army.mil . Please be advised that .zip and .exe files cannot be accepted.
(13) Place of Contract Performance: Army Research Lab (ARL), Adelphi Maryland
(14) Estimated Delivery Timeframe or Period of Performance: Four (4) Weeks After Contract Award.
