Performance Work Statement (PWS) Dynamic Test Systems 22 May 2024

C.1 Background Dynamic testing is essential for the Army’s need to investigate materials’ performance under high loading rate conditions. Results from these studies provide understanding of material behavior at high strain rates, development of constitutive material models, and improvement for the optimization of materials.

C.2 Objective The Materials Response and Design Branch (MRDB) of the Army Research Laboratory (ARL) requires the procurement of one (1) torsion Kolsky bar system and one (1) dynamic indenter systems from REL, Inc (Calumet, MI) to conduct materials testing at high strain rate conditions.

C.3 Requirements C.3.1 The Contractor shall provide (1) Torsion Kolsky bar material test system and one (1) Dynamic Indenter materials test system. This acquisition will include the following sub-components and action:

· Flat Double Wide Base System - 30' long

· Bar End Conditioner Module for Split-Hopkinson Pressure Bars

· Data Acquisition Package

· 8 feet long, 0.75-inch Compression Bars, C350 Maraging Steel

· 12 feet long, 1.5-inch Compression Bars, 7075 Aluminum

· Freight Shipping, Installation and Training C.3.2 The Contractor shall provide onsite installation of the Torsion Kolsky bar and the Dynamic Indenter systems on the double wide base platform. Installation shall commence within 4 weeks of freight delivery to Government location. Installation site is at the available laboratory space L1193, Rodman Materials Research Laboratory (6300 Rodman Road, building 4600, Aberdeen Proving Ground, MD 21005). Installation includes base platform leveling and alignment, positioning and mounting of bar supports, and affixing breach/barrel to platform.

C.3.3 Upon completion of the installation, the Contractor shall provide visual and mechanical inspection to ensure the Torsion Kolsky bar and the Dynamic Indenter systems are functional under safe operational conditions.

C.3.4 Upon completion of inspection and system checks, the Contractor shall provide one (1) day onsite training for five (5) ARL personnel for the Torsion Kolsky bar systems and the Dynamic Indenter systems.

C.3.5 The Contractor shall provide all relevant documentation related to the Torsion Kolsky bar and the Dynamic Indenter systems including sub-components such as operation manuals and technical drawings.

C.4 Government Furnished Property C.4.1 The Government will provide hardline plumbing for Nitrogen gas supply and standard 115v electric service as Government Furnished Property. Onsite overhead 2-ton lift crane is available if necessary to move and lift heavy components. Annual inspection of 2-ton lift crane was completed on 30 January 2024.

C.4.2 The Government will provide test samples to validate the operational status of the Torsion Kolsky bar and the Dynamic Indenter systems.

C.5 Distribution Statement A:

Determination of Contract submission documents: Distribution Statement A. Approved for public release; distribution is unlimited.

Determination of information generated from the performance of the contract: Distribution Statement A. Approved for public release; distribution is unlimited.

C.6 Delivery C.6.1 Delivery Date:

16 weeks ARO (After Receipt of Order)

C.6.2 Delivery Location Rodman Materials Research Laboratory 6300 Rodman Road, building 4600 Aberdeen Proving Ground, MD 21005

C.7 Anti-terrorism and OPSEC Review – Required Paragraphs for Contract Document Submissions:

C.6.1 Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
