Performance Work Statement (PWS)
Preventative Maintenance Service Agreement for a Transmission Electron Microscope 04 April 2024 C.1 Background
In support of mission and customer programs, the Sciences of Extreme Materials Division (SEMD) of the Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL) Army Research Division (ARD) relies upon a JEM-2100F transmission electron microscope (TEM) instrument manufactured by JEOL USA, Inc. (JEOL). The TEM is a complex instrument requiring periodic routine maintenance to remain fully operational and meet the original performance specifications as defined in the original procurement action (W911QX-07-P-0511). The TEM may also require emergency repair to remain fully operational. Furthermore, it is important to avoid any lapse in maintenance contract coverage because the out-of-pocket costs of repairs and replacement can be very high, resulting in prolonged periods of inoperability and additional expenses associated with recertifying the instrument performance and re-covering the specialized electron source. The current contract (W911QX-22-P-0004) expires on 25 October 2024.
