About this file
This document outlines the salient characteristics for two fast tunable C-band laser sources required by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The lasers must be capable of supplying continuous wave polarization maintained laser light across a wavelength span of 1480 to 1640 nanometers with an extinction ratio of at least 15 decibels. Additional requirements include a fiber coupled optical power greater than +10 decibel-milliwatts across most of the wavelength span and exceeding +7 dBm in the remainder. The lasers must also be capable of stepping and rapidly sweeping wavelengths at 200 nanometers per second or faster, maintaining output power stability within 0.01 decibels and setting wavelengths within 5 picometers of accuracy. Additional characteristics such as side mode suppression ratio, relative intensity noise, signal to noise ratio, and laser linewidth are also specified. This opportunity is a total small business set-aside for the two lasers with reference made to additional attachments providing further details.

The Contractor shall provide two (2) Fast tunable C-band laser source for integrated photonics testing, which meets the following minimum requirements:
1) Capable of supplying continuous wave polarization maintained laser light to a standard optical polarization-maintaining fiber via an FC/APC connector across a wavelength span of 1480 nanometers (nm) to 1640 nm with a polarization extinction ratio of at least 15 decibels (dB).
2) Fiber coupled optical power must be settable to greater than +10 decibel-milliwatts (dBm) across a predominate portion of the wavelength span given in salient characterstic (1) and must be capable of exceeding +7 dBm in the remainder.
3) The optical power referred to in salient characteristics (1) and (2) must be mode-hop free and have a flatness of better than ±0.2 dB.
4) Must be capable of both stepping to specified wavelengths as well as repeatedly rapidly sweeping from one (1) wavelength to another at a rate of up to at least 200 nm/second across the span in salient characteristic (1).
5) The output optical power must be stable to within a minimum of ±0.01 dB once set.
6) Laser must be capable of being set to all chosen wavelengths to within an absolute accuracy of ±5 picometers (pm) or better.
7) Side Mode Suppression Ratio (SMSR) must exceed 45 dB.
8) Relative Intensity Noise (RIN) must be better than -140 dB/Hz.
9) Signal to Noise Ratio (SNR) must be >= 90 dB/0.1 nm.
10) Laser linewidth must be <= 200 kilohertz (kHz).
11) Must be computer controllable via General Purpose Interface Bus (GPIB) or Universal Serial Bus (USB) control ports and come with a descriptive command set.
12) Must be powered by a North American standard 120 VAC 60 Hz 15A outlet.
13) Delivery shall be made no later than (NLT) four (4) to six (6) weeks after the Award date.
