8. Description:

This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Adelphi Contracting Division is conducting market research to determine if there are potential sources with the capability to provide DoD Information Network Services. The Government invites all types of businesses and academic organizations to respond to this RFI notice. In accordance with FAR 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. No contract award is intended as a result of this request. The Government WILL NOT reimburse respondents for any cost associated with any response to this notice.

This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government may request additional information in the future; there is no intent to proceed with a procurement at this time. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. This RFI is not an authorization to begin work, and the Government will not pay any costs that contractors may incur in response to this RFI. Contractors are not required to respond to this announcement but may do so at their own cost.

9. Requirement:

The Government is looking for assistance to develop, secure, manage, enhance, test, integrate, and maintain an accredited DoD Information Network (DODIN). The network provides defense and interagency partners with an accredited platform that enables secure unclassified information sharing, joint analysis, and advanced Research Development Test & Evaluation (RDT&E) in support of critical operational missions on a global scale. The network currently supports 5000+ active users and more than a dozen sponsoring agencies with a range of missions, including but not limited to research and analysis of publicly available information, Phase 0 shaping, informing and influencing; building partner capacity; and enables rapid, iterative development and fielding of artificial intelligence and machine learning.

The network is a hybrid architecture that combines on-premises deployment of infrastructure in approved commercial datacenters and authorized connections to cloud environments. The authorization boundary includes complex internal and external subsystems and can support data up to Controlled Unclassified Information (CUI). Rested on the network are mission specific enclaves.

The infrastructure includes all components that make up the Internet Access Point (IAP), Boundary Cloud Access Point (BCAP), security assessment and security monitoring tools, management networks, approved infrastructure services, switches, firewalls, storage and backups, and devices used for point-to-point connections for internal or external sub-systems.

Enclaves are a logically segmented collection of compute and storage resources under the control of a mission partner. Enclaves are provisioned to Mission Partners for development and operational activities conducted within the accreditation boundary.
