Performance Work Statement (PWS)
Two Year Maintenance Agreement
27 June 2022 C.1. Background
In 2018, under contract W911QX18C0018 Army Research Lab (ARL) purchased an Ordered Powder Lithography (OPL) machine from Grid Logic Incorporated (Grid Logic). The OPL is an additive manufacturing machine that produces parts through the iterative deposition of multiple powders inside a suitable “build box” on a layer-by-layer basis. Once all layers have been deposited, the entire build box is placed in suitable sintering furnace and the part is sintered to near full density. Upon cooling the part is removed from the build box for inspection and/or testing.
At the time of purchase, ARL was the only location outside Grid Logic facilities that had an OPL machine. ARL has the first commercially built/supplied OPL machine and as a result, ARL and Grid Logic maintained purchase agreements under W911QX18C0018 and W911QX21P0066 and discussions which included (2) annual maintenance agreements. During the three (3) years subsequent to purchase / installation, Grid Logic Inc continued to support ARL in both hardware and software updates / upgrades for the OPL machine. Furthermore, Grid Logic scientists serve as expert consultants on questions from ARL scientists related to machine operations as well as processing related issues.
C.2. Objective
The objective is to ensure the continued support by the contractor Grid Logic Inc., for OPL operations at ARL through a maintenance agreement with a base period of performance of two (2) years. During the 24-month base period, appropriate hardware and software updates / upgrades will be provided as they become available / certified. Furthermore, Grid Logic scientists and engineers (S&Es) will continue to provide technical support to ARL S&Es on operations / processing related questions. A two-year option period has also been included for this effort.
C.3. Requirement
The contractor shall provide updates for both OPL software and hardware as revisions are developed and certified suitable for distribution. Software updates will be obtained through a secured download option available at the Grid Logic web site by ARL scientists. The software will then be uploaded to a stand-alone computer system (e.g., no access to any ARL network) by the proper ARL representative. Hardware updates would be shipped to ARL and installed by ARL scientist under guidance from Grid Logic engineers as necessary. The contractor shall provide onsite visit(s) for any necessary hardware modifications that require a Grid Logic engineer’s review and expertise. On site visits consists of a minimum of one (1) to a maximum two (2) software updates to occur roughly twice a year through a download portal on the Grid Logic website. Onsite visit(s) would be handled in accordance with existing APG/ARL visitor guidelines.
