Total:
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: BVLD requires Target Geometry services to support the generation of target geometry for ground combat, aviation, munitions, and future force systems and data administration support to archive analysis results, perform maintenance and update classified (as applicable) and unclassified archive databases.
The effort includes various methods for applying major editing and mending techniques of Computer-Aided Design (CAD) geometry, developing geometry, and converting existing commercial geometries provided by various sources. Target Geometry services include gathering, researching, verifying and analyzing facts; skilled use of basic survivability, lethality and vulnerability (SLV) tools, Commercial CAD software major editing and mending techniques and use of CAD conversion tools and techniques for use in the ballistic SLV analysis field. Without these support services, BVLD will be unable to accomplish the critical tasks identified above that support the Army ballistic SLV analyses.
The conducted market research determined that only one (1) source (a HUBZone – Dalcom LLC) is capable of meeting the above-mentioned requirements as they specifically have the requisite expertise in Computer-Aided software design needed to fulfill SLV modeling and simulation requirements within BVLD. Specifically, the expertise required comprises knowledge of various methods of developing target descriptions (includes Creo, NX, Rhino3D, Spaceclaim and BRL-CAD); creation of conception models utilizing commercial and CAD software that includes FaroArm, COMPASS, Geomagic, and theodolite); technical engineering knowledge of Government/Military vehicles and the use of metrology system equipment to create target descriptions; and knowledge of SQL and MYSQL in the development and maintenance of an unclassified database for new and historical projects and documentation.
The technical engineering knowledge of Government/Military vehicles is a specific skill set with regards to developing military vehicle geometric models for vulnerability/ lethality (V/L) modeling, which requires technical engineering understanding of military vehicle design at the chemical, mathematical and geometric level that is not applicable outside of the military environment. This includes the design of armors, the location of components to enhance survivability, and the CAD formats required for V/L modeling.
This experience is unique to Dalcom, who has the experience with these processes on these vehicles. These modeling processes were developed by Dalcom and the Army during the performance of contract W911QX-16-P-0054 (please see Section 10 below
Supply/Service: Data Admin and Target Geometry Services the synopsis. Knowledge of other target geometry development methods to include BRL- CAD, Creo, NX and SpaceClaim and the use of different CAD software to include FaroArm, COMPASS, and theodolite are essential to the Government’s mission to accurately model ground system platforms, both foreign and domestic, for use in Survivability, Lethality, and Vulnerability analyses that are critical to U.S. Army. In the response from , there is no reference to having knowledge of SQL and MYSQL, which is necessary in maintaining past and present target geometry information for future reference and comparative analyses. The proper skill set, experience and qualifications is integral in understanding, implementing, and completing the required tasks. Engineers with military experience and IT expertise may not be the best fit if they do not possess subject matter expertise regarding the intricate details of target descriptions and the methods and CAD software required to build them. The lack of knowledge and inability to use these methods and software models will hinder the performance/progress of assigned tasks until they have gained this competency, which would take an estimated 3-5 years as detailed in section five (5) above.
Based on the response received from , the technical evaluation determined that the proposed solution cannot fulfill the Government’s requirement.
a. Effective Competition: Due to this action being sole source, effective competition is not applicable
b. Subcontracting Competition: The contractor will not be required to provide a subcontracting plan in accordance with FAR 19.702(b)(1) as Dalcom is a small business concern. There are no subcontracting possibilities for this action.
7. Actions to Increase Competition: The requiring activity will continue to monitor the market for possible competitors. However, competition for this specific requirement is unlikely due to the specialized experience and knowledge of the program required for acceptable performance.
As the requirement exists at the current time, there is not a possibility of competition.
The requiring activity can only foresee four (4) years of the requirement but cannot see beyond that. It is not in the Government’s best to invest beyond four (4) if the required methodologies will not be effective in the future due to a rapidly changing environment of commercial software and research and development of military applications. Hence the flexibility of the proposed option years.
However, should the state of the market, or the requirement itself change or evolve over the coming years, the following ideas for competition may become possible:
In order to increase possible competition, the requirement would need to change in such a way that would allow for use of subcontractors who might, in time, become competitors themselves. Right now the scale of the project doesn’t allow for such opportunities, but in the future, if the requirement were to grow in scope and specifically required manpower, there might be such opportunities for subcontracting.
Supply/Service: Data Admin and Target Geometry Services posted 04 September 2019 through 10 September 2019. One (1) company, Allied Express Solutions, responded to the synopsis, both initial and amendment.
Preliminary information submitted by in response to the FedBizOpps notice has been reviewed by the requiring activity who have advised that Allied Express Solutions does not appear to meet the requirements in the RFP. The requiring activity noted that “Core Competencies” make no reference to target description development or previous experience with CAD geometry software. Allied Express Solutions only stated knowledge and experience of two (2) of nine (9) of the required software/methods (Rhino3D and Geomagic) listed in section 9 of the synopsis. Army. In the response from , there is also no reference to having knowledge of SQL and MYSQL which is necessary in maintaining past and present target geometry information for future reference and comparative analyses. The proper skill set, experience and qualifications is integral in understanding, implementing, and completing the required tasks. Engineers with military experience and IT expertise may not be the best fit if they do not possess subject matter expertise regarding the intricate details of target descriptions and the methods and CAD software required to build them. The lack of knowledge and inability to use these methods and software models would hinder the performance/progress of assigned tasks until they have gained this competency.
Based on the response received from , the technical evaluation determined that the proposed solution cannot fulfill the Government’s requirement.
