5. ESTIMATED TOTAL VALUE: (includes base plus 3 option years)

6. STATUTORY AUTHORITY JUSTIFYING LIMITATION OF SOURCES:

(PER FAR 8.405-6(b)) Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer.

A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

7. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:

This requirement is for software maintenance and license renewal of existing Solidworks brand software (developed and owned by Dassault Systems). This brand of software is a key component for CAD design and analysis in support of mission programs involving the design and analysis of structural components of weapon systems vital to the US Army. This acquisition is for the renewal for one (1) base year with three (3), one (1) year options.

This brand of the Solidworks CAD software suite has been in use by the WMRD for over 15 years. The software is used on a daily basis as a CAD design tool for numerous models of Army materiel including Excalibur 155-mm smart artillery projectile, Small Caliber weapon designs, as well as other models under active development. This CAD tool is also used to design equipment used in the laboratory for measurement and testing of proposed designs.

The software allows seamless integration and operation with facilities which are used to construct these designs. It also allows interoperability with external customers in Government (e.g. various RDECs, e.g.TARDEC, and other organizations), Industry (through SBIR and other collaborations) and Academia (Centers of Excellence, for example) which use this CAD software.

Various component modules of the SolidWorks software suite, including the Simulation and

Flow simulation components are used daily by WMRD researchers to analyze proposed designs. The SolidWorks software brand is also interoperable with other existing software suites that are used by researchers. Changing to any other brand of software would require purchasing new software and licenses, and regenerating all previous data files and the loss of this interoperability would result in delays to analysis and design of components required by other mission programs. At a minimum, the Government would have to procure a technically comparable software suite and then train current users in the use of the new product. A rough estimate is that it would potentially require one (1) week of off-site training for each current user. At a minimum, this SolidWorks license supports two hundred (200) Government personnel, this could result in an expenditure of over $500K just for retraining of personnel alone as a substantial duplication of cost. Using another brand of CAD package would also cause disruptions in the exchange of information with the previously mentioned agencies.

While it is difficult to quantify the exact impact of these disruptions, it is not unreasonable to assume that at a minimum another one (1) week per user at ARL and at the other agency would result with the subsequent loss of time. Thus, in monetary terms, this implies an additional $500K in losses. Consequently, while other brands of CAD software suites could be procured, along with training, changing to new software will cause substantial delays due to reconfiguring ongoing Government programs that have utilized the software resulting in a loss of productivity, and potentially mission failure for current WMRD programs.

In addition, ARL provides consultation services to many current Government and Department of Defense (DoD) customers. These customers have standardized the use of the SolidWorks CAD software suite. They cannot change their internal processes to accommodate a change by ARL researches to a different CAD software suite. Failure by ARL researchers to continue using the SolidWorks CAD software suite would lead to loss of productivity and interoperability with these external customers.

While, Dassault Systems is the original developer and holds the proprietary and license rights of SolidWorks brand of software, it is not a distributer of SolidWorks as the software licenses and maintenance are only available from licensed resellers (only two (2) resellers exist for the Maryland region and are detailed in Market Research and Efforts to Obtain Competition below) due to the proprietary nature of the software and licensing agreements in place with the resellers.

8. MARKET RESEARCH CONDUCTED/EFFORTS TO OBTAIN COMPETITION:

Market research was conducted on July 2, 2018 to July 31, 2018, by , Mechanical Engineer, of the Materials Response and Design branch within WMRD. has 31 years of experience as a member of the Army Research Laboratory’s engineering staff. A search was conducted on the internet for resellers of SolidWorks CAD and simulation software products. Sources included General Services Administration (GSA) websites and other government contract databases. Market Research concluded that Lyme Computer Systems is the sole reseller offering SolidWorks software under the GSA license, GS-35F-465GA. Lyme Computer Systems is the only vendor that is able to meet the government’s requirements.

9. FAIR AND REASONABLE PRICE DETERMINATION:

It has been determined that the anticipated cost to the Government will be fair and reasonable and that approval of this recommendation is in the best interest of the government. This justification is accurate and complete to the best of my knowledge and belief.
