Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.
**Important Note: if anything listed in the salient characteristics below is not available in the commercial marketplace, please contact the Contracting Officer to discuss alternative methods of procurement. In addition, the salient characteristics must not be a “copy/paste” or duplicate of a particular vendor’s commercial item specifications. They must be the requiring activities’ minimum requirements.

The Lethal Mechanisms Branch, Weapons and Materials Research Directorate (WMRD) of The Army Research Laboratory (ARL) requires one (1) Photonic Doppler Velocimeter (PDV) Receiver system that meets the following minimum specifications:
1. A rack standard 19” rack mounted chassis module for up to eight (8) individual receiver channels.
2. Input accepts a single fixed connection/angle-polished physical contact (FC/APC) laser input for a five (5) watt, 1530 to 1570 nanometer single frequency LASER
3. One (1) each of 1x2 and two (2) each of 1x5 splitters for the single frequency laser described above with FC/APC connections that result in ten (10) FC/APC outputs of 0.5 watt
4. Eight (8) independent Doppler channels with FC/APC optical connectors and SMA (SubMiniature version A) connectors with alternating Current (AC) coupled detectors with Bandwidth of up to twenty (20) gigahertz that can operate at wavelengths ranging from 1530 to 1570 nanometers.
5. Includes a controller that interfaces with a windows 7 or 10 computer and includes a preconfigured graphical user interface that can be used for Manual or automatic adjustment. This controller should allow automatic control of MEMS based Variable Optical Attenuators (VOA) to prevent an overpower situation during operation along with simultaneous monitoring of inserted reference and doppler shifted power, as well as returned doppler shifted power.
6. Compatible with non-back-reflecting, collimating probes
7. Internal timing for each PDV channel specified (manufactory must specify)
8. Use standard 110-120 volt (V) AC power.
9. 12 month warranty covering all parts and service.
Delivery required within 120 days after contract award (ACA) to Aberdeen Proving Ground (APG), MD Contracting Officer:
