8. Description:

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with AVL Powertrain Engineering, Inc., located at 47519 Halyard Drive, Plymouth, MI, 48170-2429, CAGE code: 3Y1K3 for a six (6) month subscription to AVL-Fire software.

This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is W911QX-18-Q-0024. This acquisition is issued as a request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97.

(iv) The associated NAICS code is 541715. The small business size standard is 1,000 employees.

(v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):

CLIN 0001: a six (6) month subscription to AVL-Fire software

(vi) Description of requirements: A six (6) month subscription for AVL-Fire software, which is capable of predicting the unsteady, transient properties of internal flow surface erosion, able to analyze the effect of cavitation on engines in real time, and compatible with the Government’s high performance computing (HPC) platforms.

(vii) Delivery is required No Later Than (NLT) three (3) months After Received Order (ARO). Delivery shall be made to US Army Research Laboratory, Logistics Warehouse, 6340 Rodman Road, Rm 216-17A Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at 6340 Rodman Road, Rm 216-17A Aberdeen Proving Ground, MD 21005. The FOB point is Destination.

(viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE

(ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: NONE.

(x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.
