Performance Work Statement (PWS)
Labview Software Architecture and Programming
C.1 Background
The US Army Research Laboratory’s research mission in propulsion drives involves experimental test of mechanical components and systems simulating conditions of military vehicle drivetrains. Test stands for this research include alternating current (AC) motors and with variable speed drives (VFDs), pneumatic load actuators, heaters, lubrication systems, all of which must be controlled according to user instructions or through an automated test script. Test stand and research specimen instrumentation is monitored, analyzed, displayed and recorded at various rates during the experiments.
Supervisory control and data acquisition (SCADA) for these test stands is provided by National Instruments CompactRIO programmable automation controllers, including c-RIO-9022, cRIO-9024, and cRIO-9039 series controllers. These controllers are coupled with eight to ten signal conditioning modules containing both inputs and outputs. The Government requires a Certified Labview Architect to provide onsite support configuring the controller hardware, reviewing test stand control and data acquisition functions to develop a recommended software architecture that is flexible, modular and scalable across the four current test stands.
C.2 Objective
The Contractor shall develop overall system configurations and software architecture for Government-provided National Instruments CompactRIO programmable automation controllers.
C.3 Requirement
C.3.1 The contractor shall provide 80 hours of on-site Labview software programming at the Vehicle Research Laboratory (Bldg 4603) at Aberdeen Proving Ground, MD.
This support shall include:
C3.1.1 Configure at least one (1) and up to four (4) National Instruments CompactRIO programmable automation controllers.
C3.1.2 Review control and data acquisition applications for the CompactRIO controllers, and recommend software architectures best suited to meet applications needs.
C.3.1.3 Write scalable and modular example Labview code to achieve the control and data acquisition requirements recommended by the Contractor and approved by the Government in C.3.1.2.
C.3.1.4 Develop documentation of the hardware configuration and software developed under this contract.
C.3.2 The Contractor shall possess a current Certified Labview Architect (CLA) certification from the National Instruments Corporation.
C.4 Deliverables
C.4.1 The Contractor shall deliver to the Government all software, configuration files, and source code written during this onsite support. The Government shall have unlimited rights to this data. No proprietary, trade secret, or otherwise restricted code will be provided by the Contractor in the performance of this effort. Contractor format is acceptable. Software shall be delivered electronically in a media selected by the Government at time of delivery. Media types which can be accepted include: FTP (File Transfer Protocol), CD-ROM and DVD-ROM.
C.4.2 The Contractor shall deliver to the Government a concise final report summarizing the software architecture implemented and a list of recommended next steps and freely available information and training sources relevant to the architecture and application. Contractor format is acceptable. Documentation shall be delivered electronically in a media selected by the Government at time of delivery. Media types which can be accepted include: FTP (File Transfer Protocol), CD-ROM and DVD-ROM.
C.5 Government Furnished Information (GFI) The Government will supply all controller hardware, signal conditioning modules, wiring, power, and a suitable workspace. The Government shall supply a single computer and Labview software capable of programming the hardware, primarily for the use of Government employees during the performance of this contract. The Contractor shall supply his/her own personal computer and Labview software license for use while onsite.
C.5 Option
The Contractor shall provide an additional 80 hours of on-site Labview software programming at the Vehicle Research Laboratory (Bldg 4603) at Aberdeen Proving Ground, MD, to further configure the hardware controllers and develop the application software modules. This support may be continuous or part time over a period of one year.
C.6 Security Requirements C.6.1 All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 15 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 15 calendar days after completion of training by all employees and subcontractor personnel. C.6.2 Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of
Contractor Personnel) as directed by DOD, Headquarters Department of the Army (HQDA) and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
