Performance Work Statement (PWS)
Lead Abatement of Indoor Firing Facility at Aerodynamics Experimental Facility
27 March 2017
C.1 BACKGROUND
The Flight Sciences Branch (FSB) in the Weapons and Materials Research Directorate (WMRD) at the U.S. Army Research Laboratory (ARL) has previously and routinely required lead abatement services over the past ten (10) years. Previously, the ARL Safety Office required that lead abatement be performed to the high standards set by the U.S. Department of Housing and Urban Development, requiring lead levels be reduced to conspicuously low levels. The services required will decontaminate the floor and center rail surfaces of its indoor firing facilities within its Aerodynamics Experimental Facility (AEF).
C.2 OBJECTIVE
The Government requires lead abatement services for ranges R16 and R17 of the Aerodynamics Experimental Facility within the Flight Sciences Branch of WMRD. Per the ARL Safety Office, the services required shall reduce lead and other heavy metals contamination so that surfaces within each range produce no visible lead, contaminants, or stains on a clean, white towel.
C.3 REQUIREMENT
The Contractor shall provide lead abatement services for two (2) indoor firing facilities, Ranges R16 and R17, at the AEF, Area B328, Aberdeen Proving Ground (APG), Maryland. The contractor shall decontaminate all floor and center rail surfaces to the extent that post-cleanup wet-wiping of the decontaminated surfaces by use of a clean, white towel produces no visible lead, contaminants, or stains on the towel. In the instance that the facility fails the wet-wipe test, the Contractor shall be responsible for completely re-cleaning the facility until the facility has been decontaminated to the Government’s specified requirements. Government personnel will verify whether minimum requirements have been met by conducting a wet-wipe check of three (3) random surfaces, minimum, in each range once the abatement has been completed.
C.3.1 General Requirements.
C.3.1.1 For the purposes of this contract, all Contractor employees shall be United States citizens.
C.3.1.2 The Contractor shall ensure the on-site supervisor is fluent in English, and able to fully comprehend and openly communicate during discussions related to the required services.
C.3.1.3 The services required will be performed in a controlled access area. Access will require one (1) Government escort for every five (5) contractor personnel at all times. Any Contractor personnel requiring access to the site shall obtain a required security badge by providing their full name, Social Security Number, company name and Government point of contact (POC) to the TPOC no later than three (3) days prior to their visit.
C.3.1.4 Contractor personnel requiring access to the site shall provide a form of visual identification (i.e. company-provided identification badge) at the gate, prior to being granted entrance to the site. Visual identification shall be worn and displayed at all time while on ARL-APG project sites. The ID badge shall identify each individual as an authorized employee of the Contractor. Contractor personnel driving vehicles onto the installation must provide proof of vehicle registration.
C.3.1.5 The Contractor shall comply with all occupational health and safety requirements including medical surveillance requirements, as applicable. The Contractor shall comply with all applicable Federal, State and Local regulations, including, but not limited to:
· Code of Federal Regulations (CFR) 29 CFR 1926 (OSHA Construction Standards)
· 29 CFR 1910 (OSHA) General Industry Standards
· 49 CFR 171-179 (DOT Transportation)
· 40 CFR 263 (Subtitle C of RCRA)
· All other applicable Maryland state laws, regulations, and requirements as appropriate.
C.3.2 Pre-Cleaning Procedures. The Contractor shall ensure that the outer perimeters of the work area have been safely and securely sealed off from the rest of the building prior to lead abatement, ensuring all contaminated materials are contained within the facility area.
C.3.3 Protective Personal Equipment. All Contractor personnel working within the enclosed work area are required to wear the appropriate Personal Protective Equipment (PPE), such as protective clothing and breathing respirators, during the abatement process. PPE shall be supplied and provided by the Contractor.
C.3.4 Site Supervision. The Contractor shall maintain one (1) supervisor at the project site at all times work is being performed. The supervisor shall perform the following duties:
· Control entry to and exit from the enclosure;
· Monitor employee exposure during the abatement process;
· Ensure all employees working within the enclosure properly wear the protective clothing and respirators described in Section C.3.1.7;
· Ensure employees observe industry-accepted decontamination procedures upon entering and exiting the enclosed work environment;
· Ensure that proper engineering controls are functioning properly;
Should any issues, questions, or concerns arise, the Site Supervisor is responsible for immediately notifying and informing the technical point of contact (TPOC) prior to proceeding.
C.4 MANAGEMENT OF LEAD WASTE
C.4.1 The Government will ensure the proper storage, transportation, and disposal of all lead and other heavy metal waste containers.
C.4.2 Waste management requirements for the purpose of this contract are as follows:
· The Contractor shall containerize all lead contaminated wastes in containers provided by the Government and in accordance with Maryland state requirements and APG Regulation 200-60, Hazardous Waste Management.
· Container selection guidance will be provided by the Army Research Laboratory’s Risk Management Office upon request.
· The Contractor shall ensure all waste generated on site is identified and provided to the TPOC within ten (10) business days after project completion. All wastes generated as a result of this contract shall meet the requirements for packaging and labeling as described per the U.S. Department of Transportation’s (DOT) 49 CFR Parts 171-179, as well as 40 CFR Part 263 (Subtitle C of Resource Conservation and Recovery Act (RCRA) Regulations).
