Technologies emerging within the waste-to-energy field involve processes that convert solid waste into energy including but not limited to biomass, bio-gasification, plasma arc gasification, plasma melt, thermal depolymerization, and pyrolysis. As the economics of various waste-to-energy diversion opportunities emerge, it is expected that the Contractor shall present opportunities for the use of waste-to-energy as a diversion method. For example, if the Contractor collected waste and hauled to a facility that utilizes plasma to transform the waste into energy, the resulting tonnage would be considered diversion and the Contractor would charge the appropriate CLIN price per ton.

C.5.3.4 Landfill Facility: Non-Hazardous Solid Waste that cannot be repurposed, recycled, composted or otherwise diverted from landfills may be disposed of at permitted landfill facilities.

C.5.4. Tracking and Reporting Documentation:

C.5.4.1 Tracking. Contractor shall keep track of the weight of material picked up from each refuse or diversion container/building number. A scale is located in the Recycling Center for weighing mixed paper, comingled materials, cardboard and other small items. Dumpsters must be weighed at an offsite location. Information shall be recorded in the monthly report to assist the government in monitoring waste generation / diversion trends of ALC tenants. The 8 cubic yard refuse dumpsters do not require weighing at each pickup. These dumpsters shall be weighed twice a year, once in February and once in September. The weights shall be recorded in the monthly reports for those two months.

C.5.4.2 Reports. Maintain complete and accurate files of documentation, records, and reports. All files will become the property of the Government and shall be turned over to the COR at the completion or termination of this contract. Files, records and reports shall be provided electronically in compatible formats. Microsoft Office Suite 2007 is current version. “Compatible” means the document can be opened using the appropriate Microsoft Office 2007 component without any discernible effect on the text (e.g., loss of data) or the formatting of the document. If the Army changes office suite enterprise agreements, it is expected to remain backward compatible with currently used versions. Changes to program versions and report formats are approved by the COR as the Army’s information upward requirements changes.

C.5.4.2.1 Monthly Report. The monthly report shall provide details of total tonnage of all materials handled under this contract. The report shall identify the source of generation (by building number and container), the weights of materials collected by specific commodities (e.g., cardboard, comingled materials, divertible trash, non-divertible trash), and what the ultimate disposition was by specific commodities (e.g., recycled, composted, waste-to-energy, landfill). Contractor shall provide the report to the COR by the 10th calendar day of the following month.

C.5.4.2.2 Disposal Destinations Transfers. The Contractor shall report disposal tonnage hauled to transfer facilities and landfill destinations each month in the regular monthly report.

C.5.4.2.3 No Fee Diversion Destination Transfers. Materials that are moved between the collection point on ALC to any diversion location that is not a landfill and does not require a tipping fee. No fee destinations are locations that pay the Contractor for the commodity being tipped instead of charging a fee or allow the commodity to be tipped at their location at no fee (e.g., DLADS). The Contractor shall report no fee diversion tonnage hauled each month in the monthly report.

C.5.4.2.4 For Fee Diversion Destinations Transfers. Materials that are moved between the collection point on ALC to any diversion location that is not a landfill and requires a tipping fee. For fee destinations are locations which provide a legitimate diversion opportunity that charges the Contractor a fee for the commodity to be tipped at their location. The Contractor shall report for fee diversion tonnage hauled each month in the monthly report.

C.5.4.3 Dumping. Upon discovering any inappropriate materials placed inside any collection container, the Contractor shall notify the COR.

C.5.5.
