This is a Request for Quote (RFQ) for commercial products issued by the U.S. Army, Watervliet Arsenal. The contract is for 198 units of 4340 alloy steel round bars, specifically 3.0-inch diameter by 5.0-inch length, prehardened to HRC 38-41 per SAE AMS6409 or 6414 specifications. Merchant quality and free machining grades are not acceptable. The material must be tagged with the purchase order/contract number and, if multiple heat numbers exist within a lot, contractors must mark specific heat numbers on each article. Offerors must submit quotes for the total quantity specified and will be evaluated based on lowest evaluated bid meeting all material requirements and responsibility criteria. The delivery schedule requires 150 calendar days from the date of the lead-time event, with deliveries to Watervliet Arsenal requiring advance appointment scheduling through the Carrier Appointment System. The contract incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-5, and includes DFARS provisions covering electronic payment submission via Wide Area Workflow (WAWF). Payment will be made through the Defense Finance and Accounting Service (DFAS). On-time delivery is critical, and failure to meet contractual delivery schedules may result in contract termination.
