About this file
This Statement of Work (SOW) details requirements for a customized machine base for cannon manufacturing process equipment at Watervliet Arsenal. The project encompasses designing and fabricating a complex machine base with specific dimensional and performance specifications, including multiple sub-systems such as a Chuck Spindle Sub-System, Barrel Collar Clamp Sub-System, and Barrel Muzzle Support and Positioning Sub-System. Key technical requirements include precise linear motion guide rails, helical gear racks, and specific mounting configurations for various components, with the machine designed to handle workpieces up to 2250 kg and 350 mm in outer diameter.
The contractor will be responsible for design, fabrication, delivery, installation, and onsite training, with a 38-week delivery timeline from the contract award date. Benet Laboratories will provide applicable drawings, 3D models, and technical process information after contract award. The final acceptance will occur at Watervliet Arsenal upon completion of installation and testing, with the contractor offering a standard one-year commercial warranty including onsite service. The project is unclassified, and the machine bed and accompanying hardware will be delivered to the technical Point of Contact.

This statement of work’s defined requirements and deliverables are to be used in the selection and procurement of a custom fabricated machine base.
2.0 Scope: The scope of this project includes the main base weldment(s), pedestal weldment intended for fixture mounting, supplementary mounting braces for various sub-systems, motion guides and ways, gear racks, mounting or anchoring points for integrated automation components detailed in the requirements section of this statement of work.
3.0 Requirements: The contractor shall provide a final approved design and fabricated machine base and identified accompanying weldment(s) and/or fixture base(s) that is defined by the design concept provided and conforms to the following minimum required specifications:

4.0 Installation
4.1 Work Performed by the Arsenal:
4.1.1 Site Designation: Upon receipt of the required installation and foundation drawings Watervliet Arsenal will designate an installation site and outline a general machine location on the shop floor. The Watervliet Arsenal will not perform any floor work or other work related to the machine except for ensuring the area where the machine will be installed is cleared.
4.1.2 Utilities: As needed, once the machine base is installed, positioned and rough leveled by the contractor or their designated rigging crew, Watervliet personnel will run utilities to a single first point of connection for electrical and a single first point of connection for compressed air.
4.2 Work Performed by the Contractor:
4.2.1 Site Preparation: Once an installation site is identified by Watervliet personnel and if required, a foundation is constructed, the contractor or their designated third party shall layout the machine. The contractor shall also be responsible for securing wood block flooring and install any leveling pads necessary for installation.
4.2.2 Site Visit: A site visit to the Watervliet Arsenal is highly encouraged after contract award. The purpose of the visit is to observe the process and how a similar machine is currently used at the Arsenal, this will enable the machine to be constructed with the process in mind. It shall also allow the contractor to see the location of the machine and determine how to rig it into place.
4.2.3 Rigging: The contractor shall arrange for rigging services to off load the machine and contractor personnel shall be on site at Watervliet when the machine arrives and is off loaded to supervise the placement of the machine on the installation site by the rigging service.
4.2.4 Installation: Once the machine is positioned and rough leveled by the contractor, the contractor, through his own service personnel, shall be fully responsible for the startup and testing of the machine, conducting any acceptance tests specified, and performing the required onsite training.
