About this file

This is a Brand Name Justification document for the sole-source procurement of a 3M Hoist Safety System for the Watervliet Arsenal (WVA) Surface Finishing Operations Division, with an estimated cost of $26,400.74.

The justification explains that 3M equipment is required for compatibility with existing safety equipment at WVA and will be used for confined space entry into chemical process tanks for periodic inspections and cleaning. The system includes specific components such as a hoist, winch, safety harness, lifeline, Y-lanyard, and carrying bags. The procurement is deemed necessary to maintain operational efficiency and reduce production delays in the surface finishing operations, where tank entry must be performed in a timely manner. The document is signed and dated December 30, 2024, by the contracting officer.

Text4[0]: This request is for brand name 3M equipment for a new Hoist Safety System. This includes Hoist, Winch, Safety Harness, Lifeline, Y-Lanyard and Carrying bags for the WVA Surface Finishing Operations Division, which currently uses 3M safety equipment. The implementation of the additional 3M equipment is necessary to make entry into a confined space possible. This includes entry into empty chemical process tanks to make periodic inspections and to clean the tanks of foreign debris. With this equipment WVA will efficiently and effectively be able to complete these safety tasks as needed and comply with safety regulations. Due to high demand and heavy workload it is essential to keep surface finishing operation operational. The need to make entry into a chemical process tank in a timely manner is paramount in maintaining and reducing delays in production. 3M is currently used at the WVA and any other brand name would not be compatible with the equipment already on hand. Thus, 3M items are the only brand name reasonably available for this action.
