PART 3 EXECUTION

3.1 ITEMS OF WORK

3.1.1 General

a. The contractor is required to review the asbestos abatement work plan for each project, to include all its attachments, visit the project site, and obtain and/or verify all measurements and project data/information required to perform this asbestos project monitoring work prior to submitting a quote. In addition, the contractor is required to review all Project Monitoring contract documents, and provide written notice to the Contracting Officer of any discrepancies that are found.

3.1.2 Air Sampling

a. All personal breathing zone air sampling/monitoring shall be performed IAW Title 12 NYCRR Part

56. The asbestos abatement contractor will perform personal breathing zone air sampling on all his/her contractor personnel and provide the personal breathing zone air samples to the Project Monitor. The Project Monitor shall collect the personal breathing zone air samples, have them analyzed, and report the results directly to the WVA Contracting Officer with copies provided to the abatement contractor. Submit the samples to the accredited laboratory for analysis and provide written results of the analysis to the WVA COR within 72 hours of sample collection. The Project Monitor shall ensure proper chain of custody records for all sampling performed. OSHA required personal breathing zone air sampling for all employees is required during all active phases of abatement activity to assess compliance with both the 8-hour time weighted average (TWA) and 30 minute short-term exposure limits.

b. The Project Monitor shall perform all required background air sampling (prior to start of project), pre-abatement air sampling (area preparation), abatement air sampling (work in progress), and post-abatement (clearance) air sampling. The general air sampling shall be performed IAW Title 12 NYCRR Part 56. Sample analysis shall be performed using Phase Contrast Microscopy (PCM) using NIOSH 7400 methodology. If Transmission Electron Microscopy (TEM) is required, i.e., where the use of PCM has resulted in fiber counts that exceed the air clearance levels acceptable under Title 12 NYCRR Part 56, TEM may be utilized to obtain a more accurate asbestos fiber count as directed by the Contracting Officer or COR. Where such election is made, both the PCM and TEM results must be made available to the WVA COR. The analysis shall be performed in accordance with the procedures described in 40 CFR Part 763, Appendix A to Subpart E. The Project Monitor shall collect the general air sampling samples, have them analyzed by the accredited laboratory, and shall verbally report the results directly to the WVA Contracting Officer as soon as the results are available, typically less than 24 hours after the sample was submitted to the laboratory. Final written reports are due to the WVA COR within 72 hours of sample collection, with copies provided to the abatement contractor. The Project Monitor shall ensure proper chain of custody records for all sampling performed.

c. In the event that air monitoring results show an airborne fiber concentration which exceeds 0.01 fibers/cubic centimeter (f/cc) or the background level, whichever is greater, the Project Monitor will inform the asbestos abatement contractor and shall notify the WVA COR, to include recommended corrective actions. The notification to the WVA COR shall occur at the same time the sampling results are provided (i.e.: within 24 hours of sample collection). The Watervliet Arsenal will direct the abatement contractor to implement corrective actions. The Project Monitor shall immediately notify the WVA COR if the abatement contractor does not immediately implement the corrective actions.

3.1.3 Requirements and Authority.

a. The Project Monitor shall closely coordinate work schedules directly with the asbestos abatement contractor in order to be on-site whenever the asbestos abatement contractor is performing asbestos abatement work, including project mobilization and demobilization. The Project Monitor shall be present whenever the asbestos abatement performs abatement work activity.

b. The Project Monitor represents the Watervliet Arsenal on-site and has the authority to stop work in the event of safety hazard that would possibly cause immediate injury to personnel, damage to the facility, and/or in the event of an uncontrolled asbestos fiber release. The Project Monitor shall also monitor the asbestos abatement contractor for standard (non-asbestos abatement) construction safety requirements inside the abatement work zone. The Project Monitor shall inform the WVA COR and Contracting Officer immediately in the event that work stoppage is directed.

c. The Project Monitor shall monitor the asbestos abatement contractor to assure any asbestos abatement work is performed in accordance with the asbestos abatement work plan and applicable OSHA, EPA, NYS and Watervliet Arsenal laws, rules, regulations and guidance. Immediately inform, but do not direct, the abatement contractor of any discrepancies in meeting the asbestos abatement work plan or the other applicable guidance requirements. Then, immediately notify the WVA COR of the discrepancy and the WVA COR will work with the Watervliet Arsenal Contracting Officer to direct the abatement contractor to correct the discrepancy. Note: these possible discrepancies include both operational procedures and the required documentation of the asbestos abatement contractor.

d. The Project Monitor shall remain in daily contact with the WVA COR in order to keep the Watervliet Arsenal advised of the progress of the asbestos abatement and to receive instructions as necessary. Attend all meetings between the Watervliet Arsenal and the asbestos abatement project contractor to include pre-construction, construction/progress and post-construction. Provide Project Monitor related information and recommendations at these meetings.

e. The Project Monitor shall prepare and maintain a daily log of all on-site asbestos abatement activities to include number of workers, description and quantity of work performed, hours worked, weather conditions, visitors to the site, unusual events, inspections performed, air samples taken, air sample analysis results received, photograph documentation (if taken) and any other appropriate and pertinent information. Provide the original version of these logs to the Watervliet Arsenal with the project’s final report. The Project Monitor shall keep a copy of the daily logs that shall be maintained as required by state and federal regulations.

f. The asbestos abatement project shall be deemed satisfactorily completed when the requirements of the project’s asbestos abatement work plan has been met and, when clearance air sampling is part of the work plan’s requirements, the post-abatement air sampling results are below 0.01 fibers of asbestos per cubic centimeter, or the background level, whichever is greater. The asbestos abatement contractor shall notify the Watervliet Arsenal Contracting Officer’s Representative (COR) and the Project Monitor for a post-abatement inspection. The Project Monitor shall inspect the abatement work area and either concur or non-concur that the abatement contractor has met the requirements of the asbestos abatement work plan.

i. If the Project Monitor approves that the asbestos has been properly abated then a Watervliet Arsenal representative and the Project Monitor shall inspect the abatement work area for asbestos containing materials.

1. If the Watervliet Arsenal concurs with the Project Monitor’s approval the Watervliet Arsenal will notify the asbestos abatement contractor has met the requirements of the asbestos abatement work plan. The Project Monitor shall provide the CO with a written and signed statement that the abatement contractor has met the requirements of the asbestos abatement work plan, to include clearance air sampling if part of the abatement requirements.

2. If the Watervliet Arsenal non-concurs with the Project Monitor’s approval the CO, with the assistance of the COR, will direct the abatement contractor to perform corrective actions.

ii. If the Project Monitor disapproves that the asbestos has been properly abated, and/or that the requirements of the asbestos abatement work plan have not been met, then the

Project Monitor shall inform the abatement contractor and the COR of the disapproval, the reason for disapproval, and the recommended corrective actions. The CO, with the assistance of the COR, will direct the abatement contractor to perform corrective actions.

3.1.4 Supplemental Bulk Sampling

a. When already on-site for the performance of Air Sampling and Project Monitoring duties under the requirements of this SOW, the Project Monitor shall also be available to provide bulk sampling services to WVA. Bulk sampling services shall include:

i. Responding to a request for sampling of a specific material, and coordinating the request with the project COR.

ii. Responding to a request for sampling of a specific material, and coordinating the request with the project COR.

iii. Collecting samples and verifying the collected samples are from the specified locations.
