Statement of Work For

Thermogravimetric Analysis Instrument

1.0 Background

1.1 To facilitate analysis of the development of new trivalent chrome coatings and improve analysis of composites, polymers, coating baths, and lubricants the Government requires a high-capacity thermogravimetric analysis (TGA) system.

2.0 Purpose

2.1 This Statement of Work is to define the requirements and deliverables to be used in the selection and procurement of a TGA instrument to be installed at DEVCOM AC WESC Benét Laboratories (Bldg. 115). Installation will be performed by the system manufacturer.

3.0 Requirements

3.1 The contractor shall provide a thermogravimetric analysis system with the following required minimum specifications:

3.1.1 Thermogravimetric Analysis

3.1.1.1 Sample weight capacity of 1000 mg

3.1.1.2 Weighing precision of +/- 0.01%

3.1.1.3 Automated batch analysis capability of at least 25 samples with automated contamination-free pan punching of metal pans, to include copper pans

3.1.1.4 Software should include an auto-tare feature to tare each pan unattended

3.1.1.5 Linear heating rates from 0.1 to 200 C/min

3.1.1.6 Ballistic heating rate capable of 1000 C/min

3.1.1.7 Fast cooling rates with forced air from 1000 C to 35 C in 15 minutes or less

3.1.1.8 Low dynamic baseline drift (< 10 microgram)

3.1.1.9 Signal resolution: 0.002 micrograms

3.1.1.10 Sensitivity: <0.1 microgram

3.1.1.11 Temperature range: ambient to 1100 C

3.1.1.12 Temperature accuracy: +/- 1 C

3.1.1.13 Isothermal temperature precision +/- 0.1 C

3.1.1.14 Furnace type: infrared-radiation heating

3.1.1.15 Must employ a horizontal purge gas flow to minimize buoyancy effects from a purge gas

3.1.1.16 Gas delivery manifold: integrated purge gas delivery control accommodating two simultaneously installed gases incorporated into the instrument with purge gas programmable with operating software. Gas delivery control must allow for automated switching between the gases during an experiment

3.1.1.17 TGA must be easily interfaced to a mass spectrometer or FTIR

3.1.1.18 Furnace should have an internal quartz liner to permit direct operation as an evolved gas analysis furnace.

3.1.1.19 TGA must have push button automatic loading and unloading of sample pan

3.1.1.20 Must include operating software which allows for the instrument to be fully calibrated and verified automatically, without the need for operator presence, calibrating temperature and weight

3.1.1.21 Modulated TGA for kinetics analysis capability

3.1.1.22 An integrated electromagnet for Curie Point temperature calibration

3.1.1.23 Ability to use pans up to 250 microliter volume to fit large samples on the thermobalance

3.1.1.24 Include an accessories kit, including some TGA pans

3.1.2 Analysis workstations with all required software licenses for the instrument

3.1.2.1 Workstation shall include all required components for operation, including but not limited to computer and monitor

3.1.2.2 Software must be capable of full instrument control, data analysis, and data archiving. Software in combination with the workstation must allow for complete stand-alone system operation

3.1.2.2.1 Instrument control software must provide complete

control over all acquisition parameters

3.1.2.3 Software licenses: One (1) instrument control license and one (1) data analysis licenses are required

4.0 Installation

4.1 On-site installation will be performed by the manufacturer at DEVCOM AC WSEC

Benét Laboratories located at Watervliet Arsenal, NY, 12189.

5.0 Training

5.1 The contractor shall provide system startup and familiarization for at least three Benét employee on all modes of operation and any required instrument maintenance.

6.0 Warranty

6.1 The Contractor shall offer a standard commercial warranty, including onsite service warranty on labor, parts, and materials for a minimum period of one (1) year from the date of installation. Additionally, the contractor shall provide application and technical support free of charge.

7.0 Written Deliverable

7.1 The Contractor shall provide written certification that the installed instrument meets the quoted specifications IAW DI-MISC-81356A.

8.0 General Requirements and Information

8.1 The period of performance of the contract shall commence upon award of the contract and shall be completed upon delivery and installation of the Thermogravimetric Analysis system, which shall occur within 150 days from award of the contract.

52.222-18 CERTIFICATION REGARDING KNOWLEDGE OF CHILD LABOR FOR LISTED END

PRODUCTS (FEB 2021)

(a) Definition.

Forced or indentured child labor means all work or service--

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

(b) Listed end products. The following end product(s) being acquired under this solicitation is (are) included in the List of Products Requiring Contractor Certification as to Forced or Indentured Child Labor, identified by their country of origin. There is a reasonable basis to believe that listed end products from the listed countries of origin may have been mined, produced, or manufactured by forced or indentured child labor.

252.225-7000 BUY AMERICAN--BALANCE OF PAYMENTS PROGRAM CERTIFICATE (FEB 2024)

(a) Definitions. Commercially available off-the-shelf (COTS) item, component, critical component, critical item, domestic end product, foreign end product, qualifying country, qualifying country end product, and United States, as used in this provision, have the meanings given in the 252.225-7001, Buy American and Balance of Payments Program--Basic clause of this solicitation.

(b) Evaluation. The Government--

(1) Will evaluate offers in accordance with the policies and procedures of Part 225 of the Defense Federal Acquisition Regulation Supplement; and

(2) Will evaluate offers of qualifying country end products without regard to the restrictions of the Buy American statute or the Balance of Payments Program.

(c) Certifications and identification of country of origin.

(1) For all line items subject to the Buy American and Balance of Payments Program--Basic clause of this solicitation, the Offeror certifies that--

(i) Each end product, except those listed in paragraphs (c)(2) or (3) of this provision, is a domestic end product and that each domestic end product listed in paragraph (c)(4) of this provision contains a critical component or a critical item; and

(ii) For end products other than COTS items, components of unknown origin are considered to have been mined, produced, or manufactured outside the United States or a qualifying country. For those end products that do not consist wholly or predominantly of iron or steel or a combination of both, the Offeror shall also indicate whether these foreign end products exceed 55 percent domestic content, except for those that are COTS items.
