About this file
This document contains a question and answer file and a related federal contract opportunity solicitation. The question and answer file provides clarification regarding a rotary grinder specification for Watervliet Arsenal, confirming that the same rotary diamond dresser is referenced in two sections of the specification and that a cylindrical diamond wheel would be acceptable for the dresser. The related federal contract opportunity solicitation seeks one new Supertec HR-24 horizontal rotary grinder or equal per the attached Watervliet Arsenal equipment specification. The solicitation also notes the requirements of DFARS 252.211-7003 for item identification and valuation apply and that the contractor must provide DoD unique identification or an equivalent.

Q&A 01/08/2024:
Question:
Question regarding the floor installation and use of elevator.
Answer:
The planned location for this machine has been changed, and it’s no longer going on the second floor, so elevator info is not needed.
For anchoring, there is no requirement for the machine to be anchored, it is up to the manufacturer to determine if its needed (i.e., to hold tolerances).
Questions:
In the following points -
2.2 H) specifies a rotary diamond dresser
2.3 E) specifies a wheel dresser
1) Do these lines of the spec refer to the same rotary diamond dresser? Yes
2) If they do not, is one a single point diamond and one a rotary dresser? Otherwise describe what is required. See answer to question 1.
3) Is a diamond wheel required for the rotary dresser? Yes
5) If a diamond wheel is required, would a cylindrical shape be acceptable, else advice what shape/type dressing roll WVA requires for the rotary dresser? Cylindrical is okay, only requirements is that it is a “rotary wheel” style dresser, for example a point style dresser would not be acceptable.
