SCOPE OF WORK JS 5307

STATEMENT OF WORK (SOW)

SOW # JS-5307 Rev E

Carbide Insertable Broach

1.0 Introduction

The need exists to develop a cost-effective solution for the rifling of 155mm full bore chrome cannon (FBC) tubes.

Current broach sets are solid body cutters that are prone to heavy damage and have expensive, long lead time maintenance requirements. Insertable tungsten carbide broach tooling offers cutting material more suitable for the cutting environment observed in high strength steel extended range cannon tubes. Sharpening and replacing inserts will reduce maintenance costs and downtime.

2.0 Background

High strength steel (HSS) extended range cannon assembly (ERCA) tubes have drastically increased the maintenance costs and imposed lengthy lead times on repairs to current broaching tools. HSS ERCA has had surface finish and profile issues potentially caused by too shallow of depth of cut, slow cutting speed, and incorrect cutter material selection. Carbide inserts allow for a larger depth of cut of around 0.003” allowing for better heat transfer into the chip, reducing tool edge dulling, and increase surface finish quality.

3.0 Scope/Objective

The contractor shall manufacture 18 broaching bodies with a holding cap that will secure 24 inserts in a fixed position. Individual adjustment screws will allow for full range of groove depth is identified by the specific Kennametal drawings. Broach assembly must conform to the 0.750” dimensional requirement from the back mating surface of body to the cutting edge of the insert and the 1.25” dimensional requirement of the whole assembly width in order to fit the work envelope of the machine.

4.0 Task Requirements

The contractor shall perform the following tasks to produce 500 carbide inserts, 18 insert holding Ring bodies, and 18 retainer caps:

• Eighteen (18) insert holding bodies (drawing (DWG) 62183250.000),

• Eighteen (18) ring caps (DWG 62183326.000),

• Five hundred (500) carbide insert cutters (DWG 6224733.000),

• Four-hundred thirty-two (432) insert adjusting screws (DWG 62186915),

• Four-hundred thirty-two (432) insert seats (DWG 62186831.000),

• Two- hundred sixteen (216) #10-32x3/4” screws (PN KEM S412),

• Fifty-four (54) diamond pins (PN KEM 6998965),

• Four-hundred thirty-two (432) spring plungers (PN KEM 6998966),

• To include the assembly of associated tooling for each insert holding body and ring cap.

4.1

4.1.1 The back of the holding ring shall be key slotted and conform to the dimensions of the rifling machine’s cutting tool mating and joining surfaces.

4.1.2 The holding ring shall have 24 insert pockets machined out to locate and clock each insert accurately to ensure conformance to the drawing requirements.

4.1.3 The holding ring shall hold the cutting edge to 0.750” with newly produced insert being installed.

4.1.4 The holding ring shall have individual fine adjustment screws for each insert to allow for an adjustment range ±0.010” of the full depth of the rifling groove called out in the government supplied drawings. I.e. 0.010” over the max depth of the rifling groove and 0.010” under the minimum tube bore ID diameter.

4.1.5 The contractor shall manufacture 18 insert holding ring bodies.

4.2 Design and produce an insert retaining cap that conforms the geometric dimensioning and tolerances in order to produce the rifling profile required by the Government.

4.2.1 The retaining cap shall utilize spring loaded indents to locate and stabilize the inserts against the datum faces of the insert holder.

4.2.2 The retaining cap will apply appropriate clamping force on the insert into the holding ring to ensure there is no movement of any individual insert during the cutting process.

4.2.3 The retaining ring shall incorporate fluid jackets and a seal to route the cutting fluid to each cutting edge for proper cooling and lubrication effects.

4.2.4 The contractor shall manufacture 18 retainer caps.

5.0 TDP: The following shall be provided to the contractor:

5.1 Benet Laboratories will provide applicable drawings and 3-D models of the 155mm full bore chrome cannon tube(s) dimensions and requirements immediately after contract award.

5.2 Benet Laboratories will provide applicable drawings and 3-D models of the rifling machine dimensions and requirements immediately after contract award.

6.0 Written Deliverables

6.1 The contractor shall prepare Certificate of Compliance for each subassembly and parts for all prototypes. (DI-MISC-81356A)

7.0 Hardware Deliverables

7.1 The contractor shall produce 18 fully assembled inserted broach cutting assemblies, to include 18 holding bodies, 18 retaining caps, 500 carbide inserts, and all necessary hardware. These assemblies will be in conformance to the material properties, GD&T, and performance requirements from all associated documentation.

8.0 Final Acceptance:

8.1 Shall be done at Watervliet Arsenal upon delivery. All broach sets shall be inspected for dimensional and geometrical accuracy, per Kennametal’s drawing specifications, by WSEC Benet Laboratories Directorate.

9.0 General Requirements and Information

9.1 Period of Performance: The Period of Performance shall be executed over eighteen (18) weeks from the date of award.

9.2 This effort is Unclassified.

9.3 The carbide inserts, holding ring bodies, retainer caps and all associated hardware shall be delivered to:
