WP11PT-21-R-0013 Questions and Answers from Pre-Proposal
Teleconference
Question 1. Since this is a large dollar amount spread over a long period of time is WVA open to discuss some type of progress payments?
Answer 1. The Contracting Officer has decided to specify the commercial contract financing. An amendment will be issued to all responsive vendors to allow them to accept the commercial finance terms, decline and accept Net 30 Days with the ability to use the assignment of claims as specified under 52.212-4(b).
Question 2. What is the proper way to submit answers to questions asked via check boxes in the W911PT-21-R-0013 solicitation document? Are those check boxes filled correctly, and then submitted with that whole document added to
Volume 3 – Administrative?
Answer 2. Reference Section L of Solicitation - L.5.1- Complete fill-ins in the SF33
(solicitation document), scan the document, and submit as part of Volume 3-
Administrative.
Question 3. Does every clause in Sections A-M have to be Acknowledged with a note, or just the ones making direct statements that the offeror must adhere to?
Answer 3. Reference Section L of Solicitation - L.5.; L.5.3 - All fill-ins must be completed (see above). All other terms, conditions, and provision in SF33 shall be agreed to (or exceptions noted) in the Statement of Acknowledgment.
Question 4. We are looking into what it would take (and cost) for a rigging contractor to offload and place the proposed milling and turning machining centers in your facility. What’s the possibility of accessing the building where the machines will be installed with a rigging contractor to better gauge accessibility and site conditions soon / before the offer is due on 01/31?
Answer 4. Due to the time sensitive nature of this procurement, a site visit will not be possible at this time. However, the required information for rigging purposes is as follows:
Location: Building 35, B Bay
Entrance Door Width: 14 feet
Entrance Door Height: 15 feet
Aisle Width: Minimum of 14 feet
Location within Building: 162 feet down the aisle
Question 5. What are the payment terms for this project?
Answer 5: The Contracting Officer has decided to specify the commercial contract financing. An amendment will be issued to all responsive vendors to allow them to accept the commercial finance terms, decline and accept Net 30 Days with the ability to use the assignment of claims as specified under 52.212-4(b)
Question 6. The solicitation indicates the terms as being FOB: Destination. Is the
“destination” in question an agreed upon port in Germany or the Watervliet
Arsenal?
Answer 6. F.O.B Destination is Watervliet Arsenal, Watervliet NY 12189-4000.
Question 7. Should the final quoted purchase price for the machines include duty fees?
Answer 7. An amendment will be issued to subject solicitation to incorporate DFARS clause 252.225-7013 DUTY-FREE ENTRY (DEVIATION 2020-O0019) (JUL 2020).
Question 8. Will the names of the attendees of the pre-proposal conference on
January 10 be made available to the other Offerors?
Answer 8. No
Question 9. (a) Two of the linked documents in the W911PT-21-R-
0013 solicitation document do not return relevant information. While I believe I found the WATERVLIET ARSENAL (WVA) INFORMATION FOR CONTRACTORS
(WAIC.pdf):
https://www.wva.army.mil/docs/librariesprovider6/default-document-library/waic.pdf?sfvrsn=8b90f522_0
(b) I’m not 100% sure the section of the “Army Regulation 360–1” document is relevant, as there is no “Chapter 5, page 22, paragraph 5-48”:
https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN30105-AR_360-1-000-WEB-1.pdf https://www.wva.army.mil/docs/librariesprovider6/default-document-library/waic.pdf?sfvrsn=8b90f522_0 https://www.wva.army.mil/docs/librariesprovider6/default-document-library/waic.pdf?sfvrsn=8b90f522_0 https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN30105-AR_360-1-000-WEB-1.pdf
Please confirm that the WAIC document I found is correct and the relevant section of the AR 360-1 that we need to review.
Answer 9. (a) Amendment 0004 to the solicitation will update the links and information in the paragraphs under “Local Narratives- Section B” as follows:
WATERVLIET ARSENAL INFORMATION FOR CONTRACTORS:
https://www.wva.army.mil/docs/librariesprovider6/default-document-library/waic.pdf
RELEASE OF INFORMATION:
Chapter 7, page 22, paragraph 7-1, of AR 360-1 may be found at https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN30105-AR_360-1-000-WEB-1.pdf
B.1 NOTICE OF WATERVLIET ARSENAL INFORMATION/REQUIREMENTS of the solicitation will be updated accordingly and incorporated into subsequent amendment.
Question 10. Paragraph 3.2.3 of Attachment 0001 states a 12’ long part and paragraph 3.4.1 states a 15’ long part. We suggest a 15’ long part for both paragraphs. Is that acceptable for WVA?
Answer 10. A 15’ long part is acceptable. Amendment 0004 to the solicitation will update paragraph 3.2.3 of Attachment 0001.
Question 11. In Paragraph 3.2.3 you mention an “actual production component”
In Para 3.4.1.5 you mention a “production tube power chamber bore”. Are these the same part?
The specification does not detail what these parts look like or tolerance required.
Can we get a drawing or sketch showing dimensions and tolerances for evaluation before we submit our final bid?
Answer 11. “Actual Production Component” and “Actual powder chamber bore” are not the same part. Powder Chamber is a feature on our production tubes, not a separate part. No drawings or sketches of WVA production parts will be provided before award.
The required tolerances are identified in paragraph 3.2.3 of the specification.
Question 12. In Paragraph 3.2.3, you show a list of tolerances to be held and in
3.4.1.5 you request some features such as ID and OD tapers and left hand right threads but they are not clear as to how it relates to a work piece drawing. See some concerns below in red.
https://www.wva.army.mil/docs/librariesprovider6/default-document-library/waic.pdf https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN30105-AR_360-1-000-WEB-1.pdf
If we make a drawing that is not acceptable to WVA how do we proceed? We would kindly suggest if you could agree that we use the attached suggested work piece drawing and modify it to make a suitable acceptance part that covers all the necessary features. Will the part be measured in the machine or do you have a
CMM large enough to do this?
Answer 12. If WVA deems a drawing unacceptable, we will provide feedback/corrections to fix it. No drawings will be reviewed for acceptance before award. WVA plans on having the capacity to measure these parts in a CMM but it cannot be guaranteed.
Question 13. In Paragraph 3.4.1.5 you reference the NAS966 test piece but we respectfully suggest that this part and Specification is out of date and not really applicable to a Millturn type machine because it is turning only. We would suggest the VDI standard test part as per the attached drawing which is specific to Millturn type machines as it is including Milling and drilling operations.
Answer 13. The specification # 12-20-3416, Revision A dated 26 January 2022, paragraph 3.4.1.5 has been updated in Amendment 0004 to state NAS966 or equal.
There are no other changes to be made to this paragraph.
Question 14. The boring bar is specified in SCOPE of WORK, item 3.2.2.13 New
Boring Bar on page 19. A drawing is shown in ATTACHMENT “E” on page 41.
What we need is the price or permission for Kennametal to give us the price for the “secrete, special boring bar” that is required in our bid.
Kennametal says that they cannot release information (pricing) of this secrete boring bar. Please contact Kennametal and advise them that they can release this information. Otherwise, we will need to exclude the Kennametal Boring Bar from or bid.
Answer 14. The pricing of this specific boring bar will not be released. However, this information should not be necessary because the boring bar shown in Attachment E is
NOT the boring bar required to come with the machine – it is an example of a type of boring bar used at WVA. For this machine a new boring bar shall be provided that can function to the specification.
