About this file
This justification and approval document supports a sole source procurement by the Department of the Army of one DMG Mori douBLOCK DMC 125 5-axis machining center from DMG Mori USA. The machine will be delivered to Benet Labs within 360 days of contract award. Market research identified only one response to a sources sought notice for this specific machine, which was deemed unsuitable due to limitations in work volume and differences in controller, tooling interface, and ability to transfer processes from Benet Labs. Procurement history shows the Army previously purchased 12 identical machines from DMG Mori Erie in 2018 for a total of $25.25 million, which reflected an $897,798 vendor discount. The contracting officer determined the anticipated price to be fair and reasonable based on price analysis.

7. Actions to Increase Competition: No action can be taken at this time as DMG
Mori is the OEM of the DMC 125 FD duoBLOCK 5 axis machining center Additionally, the required item is only sold by the OEM’s licensed dealer network within the U.S., and is further restricted by a sales territory distributorship agreement, limiting the dealer network to DMG MORI Erie based on DEVCOM AC Benet Labs physical location.
8. Market Research: ACC-WVA issued a Sources Sought Synopsis on 24 November 2020, which identified the specific DMG Mori douBLOCK 125 FD 5-axis milling center the Government intended to purchase. Responses were required by 4 December 2020. One response was received from Sultan Erbil Company of Baghdad Iraq. Sultan Erbil Company responded with specifications for a DALIANDAHUI SC385. The machine specifications of the DALIANDAHUI SC385 were reviewed by Dr. John Snyder of Benet Labs and his findings are consistent with the reasons for the sole source with DMG Mori for the douBLOCK DMC 125 FD 5 axis milling center. The differences in the DALIANDAHUI SC385 compared to the DMG Mori DMC 125 FD are as follows:
a. The volumetric working space in the DALIANDAHUI SC385 is limited to, at maximum volume, 380mm by 380mm by 220mm (X, Y, Z). Whereas as the DMG DMC125F douBLOCK has a working volume of 1,250mm by 1,250mm by 1,000mm (X,Y,Z). The DMC125F is capable of machining large components, such as to mention a few.
The SC385 will not meet these requirements.
b. The DMG DMC125F douBLOCK is a 5 Axis Milling machine with turning capabilities. The DALIANDAHUI SC385 is a Lathe in this case a swiss lathe machine tool with milling capabilities. By definition the two machines tool are not kinematically the same. That is to say, the machine Swiss Lathe (SC385) is primarily designed to process rotary axial components. Whereas the 5 Axis machine (DMC125F) is designed to process milled components. The primary use of the machine purchase is to manufacture prototype milled components.
c. The DALIANDAHUI SC385 has a FANUC controller. The DMG DMC125F douBLOCK machine tools purchased by WVA have Siemens controllers. Benet would not be able to directly transfer optimized part programs to WVA if the DALIANDAHUI SC385 were purchased. Processes would have to be redeveloped and posted. A post processer would have to be developed for the SM385, whereas Benet already owns the post processer for DMC125F machine tool.
d. The DALIANDAHUI SC385 uses Power Chuck tooling interface in the primary spindle whereas the DMG DMC125F douBLOCK has a HSK100 interface. These two interfaces are not compatible. Tooling would have to be redeveloped and purchased to facilitate the transfer of processes from Benet to WVA.
9. Interested Sources: Other than the companies listed in the market research section, no other sources have expressed an interest in providing the lathes noted in section 3 above at this time. The notices required by FAR 5.201 will be published and any proposals received will be considered by the Government.
