ONE NEW MANUAL SURFACE GRINDER

This statement of work defines the requirements for a Manual Toolroom Acer AGS-1640AHD Surface Grinder or equal; Precision ways, Hydraulic table and electronic crossfeed, Auto incremental downfeed, Auto lubricator and rapid elevation, Working capacity of 16” x 40”.

Work to be Performed by the Contractor. This project is classified as a turn-key with the contractor being responsible for all-work associated with the installation. The Contractor shall be solely responsible for costs associated with skidding and shipment, rigging and installation at WVA. The contractor is responsible for the removal of wood block flooring and existing concrete preparation. The contractor shall also provide competent English speaking service personnel to install the machine, rough and finish level the machine, startup, and conduct the acceptance tests specified. The contractor personnel shall remain until the machine activation and testing have been successfully completed. Watervliet Arsenal personnel will not provide assistance for installation, diagnosis, troubleshooting, or repair of the equipment during activation and testing.

Note: It is preferred to not have to drilling into concrete floor, to hold machine down on concrete. Typical floor thickness at Watervliet is 8”-10”.

Freight elevator dimensions are as follows: 15’x11.5’x9.5’ (L x W x H) 15 ton weight capacity.

Contractor personnel shall coordinate the shipment of the machine to Watervliet. Contractor personnel shall arrange for rigging services to off load the machine and contractor personnel shall be on-site at Watervliet when the machine arrives and is off loaded. The Contractor shall ensure any outside rigging services only use certified chain hoists, with all rigging slings tagged and certified for the weights being lifted. Contractor personnel shall supervise the placement of the machine on the installation site by the rigging service. Arsenal forklifts and Arsenal personnel are typically not available to assist with installation. All forklifts used shall be propane powered forklifts and equipped with a roll cage and backup signal. Operators of forklifts shall have and be able to produce valid forklift licenses. Arsenal overhead pendant cranes (within load capacities) may be used by the contractor/rigging service for the installation to be operated by Arsenal personnel. Crane capacity within each building is limited (2 tons). The Contractor shall provide alternate lifting means if installation tasks exceed capacity. Contractor personnel shall also adhere to the WVA requirements to wear OSHA approved safety glasses and safety shoes while in the manufacturing shop areas. The contractor shall provide all equipment and materials necessary for the installation of the machine.

IMPORTANT: Under normal circumstances the contractor will be allowed to work as long as is desired during normal work days. Contractor work outside Watervliet’s normal work days cannot be guaranteed. Watervliet is on a condensed work schedule. Normal work hours/days for this schedule are four 9-hour workdays (Friday off) one week and four 9-hour days, one 8-hour day (Friday) the following week. Contractor work on the Friday off and weekends cannot be guaranteed. Foreign National contractor personnel require escort, which may restrict installation site availability based on Watervliet’s ability to provide the escort.

Certification The contractor shall provide written certification that the machine tool including all specified systems, accessories, geometric accuracies are provided with offer.

Work Piece Acceptance Test: As part of the acceptance testing, the contractor shall furnish at least 30 days prior to machine delivery a drawing showing the dimensions, and tolerances of a workpiece to show the capabilities of the machine.

Warranty:

Upon final acceptance of the machine a Standard Commercial Warranty shall commence for duration of One Year, to include as a minimum, parts and labor for the duration of the warranty, at no cost to the Government. The one year period shall commence from the date of notification by the Contracting Officer of the final acceptance.
