1.1 WORK COVERED BY CONTRACT DOCUMENTS
The work covered by this Statement of Work consists of furnishing all labor, materials, tools, equipment, supervision and operations necessary for the replacement of one (1) exterior door and one (1) window as a complete assembly, including asbestos abatement of caulk and glazing putty, and masonry window sill repairs as further described by the Contract Drawings and Specifications. The door and window are located within the same brick opening with one shared lintel.
All materials, equipment, and debris resulting from this work and not designated for reuse in new work nor designated to be salvaged for the Government, will become the property of the contractor and shall be properly removed from the work site as it accumulates. The contractor shall properly dispose of removed materials.
1.1.2 Location of Work
The work is located at the exterior of Building 21, south elevation, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.1.3 Period of Performance
The contractor shall complete the entire work including final cleanup, and any punch list items, ready for use not later than 45 calendar days after notice to proceed was given.
1.2 SUBMITTALS
1.2.1 The Contractor shall reference APPENDIX A “Consolidated List of Submittals” for a complete list of required submittals.
1.2.2 The Contractor shall reference 010000.WVA for submittal procedures.

1.5 ITEMS OF WORK
The Contractor shall furnish all labor, materials, tools, equipment, supervision and operations necessary for the work as further described in the Contract Drawings and Specifications.
1.5.1 Temporary Protection of Interior Space.
a. The contractor shall provide protective coverings to completely separate the interior dorm room space, and interior entrance, from the window/door assembly. Coverings shall mitigate dust, debris, and moisture from migrating into the interior areas of B21. Both the window and door assembly are installed in direct contact with interior finishes.
b. The contractor shall ensure that interior finishes are disturbed to the least extent possible during all phases of work. All finishes or items that are damaged or otherwise must be cut, moved, or altered as a required feature of work shall be repaired, and/or replaced, with the end result being that all interior finishes are returned to their original condition or better after all other work is complete.
1.5.2 Removals (Asbestos Abatement Required)
a. The Contractor shall remove and dispose of existing door assembly, window assembly, and associated components (including, but not limited to plywood infill, insulation within wall cavity, blocking, fasteners, trim) from masonry opening. Minimally disturb interior finishes, only as necessary to allow for required removals. Prepare opening for new door and window provided as complete assembly to fill the opening.
b. The Contractor shall perform all pre-work, planning, and removals and disposal of the following materials as an asbestos abatement project in accordance with Specification 028213.WVA. Reference the following chart for known ACM components in-scope for removal. Note that quantities are not specific to this work.

c. The Contractor shall remove and dispose of existing concrete window sill. Surrounding brick shall be maintained intact to the greatest extent possible. Prepare for new window sill placement.
1.5.3 Interior Repairs
a. The interior suspended ceiling is installed at an elevation which is lower than the total height of the window. The contractor shall wrap the exposed construction with anodized sheet metal, color shall be dark bronze to match finish of the new door and window assembly. The work will be visible through the upper sash of the new window once complete, and as such all visible elements shall appear clean and professionally installed. Coordinate with the Project COR for final placement and finishing of this area.
1.5.4 New Window Sill
a. The Contractor shall provide a replacement pre-cast concrete window sill which matches the overall dimensions of the original sill.
b. Contractor shall submit product data on pre-cast concrete sill.
1.5.5 New Door and Window
a. The Contractor shall provide new window and door as complete assembly, manufactured for the specific fitment within the existing opening after window sill replacement is complete.
Existing window and door sizes (nominal) shall be carried over to new assembly. Contractor shall be responsible to measure and field verify all dimensions prior to ordering new assembly. Inform the Project COR of any discrepancies immediately.
b. See Contract Drawings 8PW228 for dimensions, schedule, and additional notes.
c. See Specification 085113.WVA for window frame and glazing requirements.
d. See Specification 085113.WVA for door vision lite requirements. Glazing basis of design shall be same as window unit requirements.
e. Submit all items as required by Specification 085113.WVA as complete package to Project
COR.
1.5.6 Interior Finish Repairs
a. The Contractor shall repair all interior finishes which were damaged, cut, moved, or otherwise altered in support of this project work, to match original condition or better. It is assumed that wallboard repairs, patching, and painting will be required at minimum.
1.5.7 Closeout Items
a. The contractor shall make all necessary adjustments to the new door and window such that they operate freely and as intended by the manufacturer. All work shall be weathertight.
Water shall not pool or otherwise enter Bldg 21, with particular attention paid to the threshold transition at doorway.
b. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the WVA within five (5) working days after completion of project work.
c. The contractor shall repair any items, surfaces, equipment which were damaged during the execution of the Work. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the Contractor at no additional charge to the Government.
d. Grass, trees, and other vegetation affected by project work shall be restored to same or better condition as existed prior to the start of project work. The Contractor shall prepare the affected areas to eliminate uneven areas and low spots. Remove foreign materials, weeds, and damaged soil. The Contractor shall scratch the area to a depth of three (3) inches where topsoil is to be placed. Spread topsoil to a uniform, compacted depth of less than five (5) inches over areas to be reseeded. Rake until smooth. The Contractor shall seed, fertilize, and water the area to establish grass.
2.1 GENERAL
2.1.1 All work shall be in strict accordance with product manufacturer’s instructions and specifications, including but not limited to manufacturer guidance for storage, staging, application, installation, and disposal of the product.
2.1.2 The Contractor shall adhere to product requirements as listed within Project Specifications, and as follows within this Statement of Work.

1.1 SUBMITTALS
The contractor shall provide submittal documents via e-mail to the Contracting Officer for review and approval. Where a submittal cannot be sent via e-mail, such as for material swatches, samples, and other physical items, provide the submittal directly to the Contracting Officer for review and approval.
The contractor shall reference APPENDIX A “Consolidated List of Submittals” for the complete list of required submittals.
Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the
"G" designation identifies the office that will review the submittal for the Government.
1.2 ACCESS TO INSTALLATION
1.2.1 Badges
All personnel shall report to the Visitor Center daily to be issued a paper pass. All personnel must show a driver’s license or state identification card (picture ID) to the security guard in order to get the paper pass.
If the personnel will be working on the arsenal for over 90 days, they may be authorized a WVA picture badge which will allow access during normal work hours. The contractor may request through the Contracting Officer a picture badge if the term of the contract warrants.
1.2.2 Access Policy
All contractor personnel entering the installation and requiring unescorted access must have a valid purpose to enter and be sponsored by a US government organization or a contractor providing support on the installation. They must have their identity proofed and vetted through the National Crime Information Center (NCIC) database, and be issued, or in possession of an authorized and valid access credential from the Watervliet Arsenal installation.
At the discretion of the Commander, US Army Watervliet Arsenal, any individual known to have a criminal background involving violence or meets the disqualifying standards in the Final Credentialing Standards for Issuing Personal Identity Verification Cards under HSPD-12 (31 JUL 2008) and local command guidance, may be denied access to the Watervliet Arsenal. Fingerprinting of employees and any other security procedures deemed necessary for the security of Watervliet Arsenal (vehicle searches or x-raying packages, bags, briefcases) may be required based on the Force Protection Condition level at the time of access and whether the installation or building location is identified as a restricted area or Mission Essential Vulnerable Area (MEVA).
Non-citizens of the U.S. may not be approved for access.
1.2.3 Traffic Control
Post Speed Limit is 15 mph. Parking is allowed in valid spaces only. All valid spaces are clearly marked with white lines on both sides of the space. Vehicles parked in other than valid spaces are subject to being issued traffic citations requiring a monetary fine and/or an appearance before the U.S. Magistrate in Albany, N.Y. Motorists within the confines of WVA are subject to all New York State Vehicle and Traffic Laws. Any moving or nonmoving violation may result in a traffic citation
SECTION 01 00 00.WVA Page 3 being issued. Loading and unloading of vehicles will be allowed only for the amount of time required to perform the function.
Vehicles cannot be left unattended in other than valid parking spaces without explicit approval by the Contracting Officer. If a patrol officer can approach a vehicle, write a traffic citation, affix that citation to the vehicle, and depart the area with no one present at the vehicle, that vehicle is considered to be unattended.
1.2.4 Deliveries
Deliveries to contractors shall enter the post through the South Gate. Contractors expecting deliveries should notify the South Gate (266-5821) prior to the arrival of the delivery. The contractor’s representative must accept deliveries. Materials which are delivered to the site are the responsibility of the contractor. Storage and special conditions must be coordinated with the Contracting Officer.
1.3 ON-SITE PERMITS
1.3.1 Utility Outage Requests and Utility Connection Requests
Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
The Government will perform all utility isolation and re-energization. The contractor shall not isolate or re-energize any utility system without explicit approval from the Contracting Officer.
Submit requests for utility outages and connections in writing to the Contracting Officer for approval at least seven (7) calendar days in advance of the time required. In each request, state the system involved, area involved, approximate duration of outage, and the nature of work involved.
The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification Acknowledgement Record” prior to working on or de-energizing any electrical equipment.
1.3.2 Hot Work Permits for Burning, Welding, Grinding
Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire Department by calling (518)266-5990 each day the permit is to be used.
Whenever open flame devices are used, the contractor will provide an approved fire extinguisher.
Minimum size will be a 10-pound chemical (A-B-C) powder or CO2.
Retain a worker at floor level at all times during cutting/welding operations with proper extinguishers to assure that sparks are properly controlled. Fire Watch personnel must also be provided for hot tar kettles while in use, with approved fire extinguisher and sandbag (dike) around tar kettle. Contractor must have a fire blanket to cover flammable material that cannot be moved.
1.3.3 Confined Space Entry Permits
Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire Department by calling (518)266-5990 each day the permit is to be used.

All contracted work is subject to WVA Regulation 385-1 Confined space entry procedure.
Contractors shall provide proof of training in confined space entry procedures. Contractor shall provide the COR a completed WVA Form 385-17-E, confined space entry permit or equivalent company form prior to starting any work within a confined space. Contractors shall provide their own calibrated confined space Monitors when entering all confined spaces. Contractors will have their own retrieval tripods and harnesses.
1.4 OCCUPANCY OF PREMISES
For all building(s) which will be occupied during performance of work under this Contract, the contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.5 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.6 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements. For Government-owned utilities, request clearance from the Contracting Officer. Clearance and marking will then be performed by the Government. The Contractor shall obtain a copy of the completed Utility Clearance Permit (WVA Form 420-2-E) from the Contracting Officer prior to digging. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the Government. Scan the site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.6.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work.
1.7 WORK RESTRICTIONS
1.7.1 Work Hours
Visitors and Contractors will only be allowed access to Watervliet Arsenal during normal duty hours, which are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every other Friday). Work may be performed on shutdown Fridays, after normal duty hours, Saturdays, Sundays or holidays only after the contractor has submitted their request two working days in advance through the project COR or technical point of
SECTION 01 00 00.WVA Page 5 contact for request evaluation and approval by the Contracting Officer. (Note: request approval is not guaranteed). If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday. The COR or Arsenal Point of Contact will submit a request to the Security Office and arrange for a responsible arsenal POC to be on post at all times when the visitor is on post.
1.7.2 Special Scheduling Requirements
Permission to interrupt any active roads, sidewalks, stairwells, primary corridors, or utility services must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
1.7.3 Notification of Attendance
The contractor is responsible to inform the COR and/or Project Inspector of their presence on post at all times. At the beginning and end of each workday, the Contractor is required to notify the COR and/or Project Inspector of location(s) on post where work is being performed or has been completed for the day.
It is the responsibility of the Contractor to inform all their sub-contractors of all the instructions for reporting attendance. Subcontractors are responsible to report project work attendance through the prime contractor to the COR whenever they are on post.
1.7.4 Vehicles in Buildings
Contractors' vehicles and equipment using fuel shall receive clearance from the Fire Chief before entering the building. Refueling of vehicles in a building requires Fire Department standby.
1.7.5 Trailers, Storage Containers, Temporary Offices
The placement of all storage shed/trailers/temporary offices are subject to the approval of the Public Works Division, the Watervliet Arsenal Fire department, and the Watervliet Arsenal Security Department. The contractor shall submit their placement request in writing 30 days in advance of the project COR or technical POC for request evaluation and approval. Note: request approval is not guaranteed.
All temporary sheds, trailers or offices within thirty feet of any Arsenal structure must be equipped with a temporary sprinkler system as required by NFPA 13. The Fire Inspection Staff will assist contractors in determining sprinkler requirements on site, upon request. Call extension 5990 for fire inspector assistance.
Prominently display the following information on all contractor and subcontractor, owned, leased or rented motorized and wheeled equipment, dumpsters, storage containers/sheds, trailers, and offices.

The Contracting Officer or the COR reserves the right to declare any item or items resulting from removals, excavation, demolition, cleanup, or any other contract operation, as historically significant items. Included in this category are items of weaponry, ammunition, uniforms, equipment, relics, architectural features, archeological features or any other item that represents a part of the past history of the Arsenal. It is incumbent upon the contractor to report the finding of any item that may have historical significance. If the contractor discovers any item, which could be from the above category, all work will cease and the Contracting Officer or the COR will be contacted. These items shall remain in the property of the Arsenal and be delivered by the contractor to an area designated by the Contracting Officer or the COR. Historical items shall be carefully removed and carefully handled to prevent damage.
1.8 ADMINISTRATIVE REQUIREMENTS
1.8.1 Watervliet Arsenal Information for Contractors (WAIC)
The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

1.8.2 Preconstruction Meeting
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the safety requirements, submittal requirements, scheduling programming, prosecution of the work, and clear expectations of the project requirements. Major subcontractors who will engage in the work must also attend.
1.8.3 Jobsite Documents
The Contractor shall be responsible to maintain a current copy of the Project Design Documents at the worksite(s), available to all Contractor and Subcontractor employees for reference. The Contractor shall promote the distribution of the SOW, drawings, and specification sections to all Contractor and Subcontractor foremen, site supervisors, and employees providing construction services at the Watervliet Arsenal.
1.8.4 Disposition of Materials and Equipment
The contractor shall furnish documentation of the final disposition of all materials and items leaving Watervliet Arsenal. If an item is resold intact, indicate such action for the item and the name and address of purchaser. If oil is drained from an item, provide documentation for both the oil and the item by identifying final disposition location and management method for each (e.g., recycled, incinerated, land filled). All materials and items leaving Watervliet Arsenal shall be managed strictly in accordance with all applicable environmental regulations. The contractor shall indicate intentions for all such materials and items at the pre-construction meeting, for approval by Watervliet Arsenal.
1.9 PROJECT SCHEDULE
Create a project schedule and submit for Government review and approval. The project schedule shall detail the phases of work and the overall timeline for the execution of the work. Include delivery dates, appropriate milestones, and clearly detail any requirements for work performed outside of regular hours of operation.

1.10 SAFETY
1.10.1 Emergencies
All emergencies must be reported regardless of scope. All fires must be reported regardless of size.
All spills (oils, chemicals, fuels, coolants, etc.) must be reported regardless of size. Discovery of all pre-existing spills must also be reported regardless of size. First aid is available at the Arsenal Fire House 24 hours/day.

1.10.2 Local Safety Rules
The contractor shall adhere to local safety rules which include, but are not limited to, the following.
a. Work area will be barricaded and appropriately marked.
b. The work area will be kept clean and orderly. Waste materials are to be located so as not to create a hazard.
c. Dust and noise are to be kept to a minimum and within allowable limits (OSHA AND ACGIH TLV’s and PEL’s), to be determined by the contracting representatives with the assistance of Industrial Hygiene and Safety.
d. Existing means of egress will be adequately maintained during construction.
e. Compressed gas cylinders shall be secured in an upright position.
f. Flashback protection is required for oxygen and acetylene welding.
g. Hand and portable power tools shall be maintained and used in a safe manner.
h. Ground fault circuit interrupters are to be used with portable electric powered tools.
i. Proper protective clothing & equipment (PPE) must be provided and worn where necessary.
j. Safety glasses must be worn in designated areas in the arsenal and within any designated construction work area.

k. Hard hats must be worn when overhead work is being performed.
l. Ladders are to be free of defects and secured from movement.
m. Scaffolds or elevated work platforms are to be properly erected and adequately guarded including guardrails, toe boards, etc, as required by OSHA.
n. Fall protection will be used whenever work is elevated above 6 feet.
o. Sides of all excavations in which employees are exposed to danger from moving ground shall be guarded by sloping, shoring, or other equivalent means.
p. Wheeled equipment (trailers, carts, etc.) must be free of defects and secured from movements.
q. Internal combustion engine exhausts are to be vented to the outside.
r. Bi-directional vehicles (fork trucks, dump trucks, shop carts, etc.) will be equipped with backup alarms.
s. Vehicular traffic flow in and out of building (work site) will be such so as to not endanger safety of personnel.
t. Material Safety Data Sheets for all chemicals/paints are to be made available at the work site and all containers of chemicals will be labeled for identification.
u. Lock-out/tag-out procedures per OSHA will be used as required.
1.10.3 Accident Prevention Plan
If required per Federal Acquisition Regulation construction clause 52.236-13(f), the contractor shall submit an Accident Prevention Plan prior to commencement of contract work.
1.10.4 Safety Data Sheets (SDS)
Submit SDS for all hazardous materials used on the project. SDS for paints, chemicals, and other liquids shall be made available at the work site and all containers shall be labeled for identification.
1.10.5 Lasers
All laser operations must be in accordance with ANSI Z13.6.1. The Radiation Safety Officer must be notified when a laser will be used on a worksite.
1.10.6 Radioactive Sources
Contractor must comply with U.S. Army requirements for Radioactive Sources well as Nuclear Regulatory Commission and local WVA requirements Watervliet Arsenal's Radiation Safety Officer (RSO), in the Safety Office phone: 518-266-5635, must be notified when any radioactive sources are to be brought into WVA and must be given a copy of required licenses. The Watervliet Arsenal RSO must also be provided a POC before materials are to be brought on post for any potential follow-up questions or required information. No one will be allowed to bring any radioactive source on post until an Army Radiation Permit is issued by the Commanding Officer through the WVA RSO.
1.10.7 Sound Levels

Sound levels in the vicinity of equipment installed under any project shall not exceed 85 BA following construction when the equipment is in use (measured by a sound level meter set for A scale, slow response). The vicinity of installed equipment is defined as a distance not to exceed 1 meter from the equipment. Techniques such as sound level averaging or exposure time weighting shall not be used to meet this requirement. If an 85-dBA limit is beyond the state of art for the equipment, documentation verifying the minimum level achievable shall be submitted to WVA for review and acceptance at time of equipment submittals. This documentation shall be provided and reviewed/approved prior to ordering any materials.
1.10.8 Gasoline Containers and Flammables
Gasoline will be stored in safety containers equipped with self-closing lids and other features as certified by the Underwriters' Laboratories. Flammable liquids will be kept in National Fire Protection Association or UL approved containers; Fire Department (extension 5990) will be called in event of a question. If gasoline or any other type fuel is kept in a portable tank it must have secondary containment or the tank be double walled and the product labeled on the side of the tank (i.e.
flammable).
1.10.9 Emergency Evacuation
All contractor personnel working on the site will be responsible to be familiar with the building’s existing emergency evacuation plan, if available and applicable to the project’s worksite. The contractor shall provide the COR with the contractor’s emergency evacuation plan from the worksite if different from the existing emergency evacuation plan.
1.11 SECURITY
1.11.1 Elevated Threat Level Condition
Impact on contractor performance during increased FPCON during periods of increased threat.
During FPCONs Charlie and Delta, services may be discontinued/postponed due to higher threat.
Services will resume when FPCON level is reduced to level Bravo or lower.
1.11.2 Random Anti-Terrorism Measures Program (RAMP)
In accordance with AR 525-13, contractor personnel working on an installation are subject to participation in installation RAMP security program (e.g. vehicles, wearing of ID badges, etc) and installation security program.
1.11.3 Camera Use
The Security Office and Public Affairs Officer must approve all cameras use prior to any pictures being taken, to include using a photographic-capable cell phone as a photographic device. Requests must be submitted to the WVA COR then routed to Security and then to the Public Affairs Officer.
Violations may result in the camera and film being confiscated and a citation being issued for an appearance before the U.S. Magistrate in Albany, NY.
For any photos that have been approved by the Security Office and Public Affairs Officer be advised that the photos contain military imagery that is owned by the US Government: US Army Watervliet Arsenal. It is not to be used for any purpose other than the purpose for which it is furnished nor distributed or reproduced for any purpose to persons other than the individuals specified to receive it, or their employees, without written consent of the US Army Watervliet Arsenal.

All photos must be reviewed by the security office before the photo capture system (i.e., camera, cell phone, etc) has left the arsenal.
1.11.4 Explosives
The use of explosive materials is prohibited.
1.11.5 Contraband
Alcohol, illegal drugs, and any firearms are prohibited. Violations may result in the items being confiscated and a citation being issued for an appearance before the U.S. Magistrate in Albany, NY.
1.11.6 Restriction of Documents
Documents provided by WVA contain proprietary information and are to be used only in support of their current authorized release. Other requests for documents must be referred to the Contracting Officer, Army Contracting Command –Warren (ACC-WRN) (WVA), 1 Buffington Street, Watervliet, NY 12189. Documents shall be destroyed to prevent disclosure and reconstruction of the contents upon completion of contracted work.
1.11.7 Security of Equipment
Contractors are responsible for securing all of their equipment. WVA is not responsible for stolen or lost items.
1.12 ENVIRONMENTAL
1.12.1 Asbestos
OSHA Regulation 29CFR1910 and NY State Industrial Code Rule 56, (12NYCRR56) shall be followed with regard to asbestos removal. If asbestos material is unexpectedly encountered during work, the contractor must contact the COR immediately. The contractor shall sign and submit the "Contractor Asbestos Notification Record" prior to starting work on any facility project.
All asbestos waste, except where WVA provides written authorization to do otherwise, shall be Properly containerized, labeled, manifested and disposed of by Contractor, at their expense, according to all Local, State and Federal laws. All manifests for such waste, including weights, shall be presented to WVA Environmental staff for signature at least 24 hours prior to removal from WVA for disposal. The Generator copy of each Manifest shall be left with Environmental at the time of signing, for WVA records.
All asbestos personnel shall provide their training certificates to the safety office prior to beginning work on the job site. Also all personnel shall have their training credentials with them at all times on the job site 34.
1.12.2 Oils and Chemicals
The contractor shall furnish and utilize secondary containment measures for all storage activities.
The contractor shall protect oils and chemicals from rainwater at all times. Containers shall be appropriately closed and labeled; the load shall be adequately secured during all transportation on post. The contractor shall not abandon any oil and/or chemicals on post at WVA.
1.12.3 Use of Fire Hydrants

Fire hydrants shall not be used without the permission of Facilities Engineering and notification of the Fire Department (extension 5990). If permission is granted to use hydrants, the contractor will provide adapters, valves and hoses. A backflow preventer will also be required of the contractor. It is the responsibility of the contractor to insure the hydrants are shut off and have drained properly. The Fire Department must be notified when finished.
1.12.4 Backflow Prevention for Potable Water
Backflow prevention via certified double check valve or equivalent approved device is required for any connections to the arsenal water system throughout construction work.
1.12.5 Discharges
Unless granted prior written approval, there shall be no discharge to the sanitary sewer, the storm sewer, the industrial sewer system, or the Industrial Waste Treatment Plant (IWTP). Except when WVA has established with the contractor a prior written agreement regarding discharge of "purge water" originating from groundwater monitoring wells and/or "decontamination water" originating from activities associated with groundwater monitoring wells, there shall be no dumping of oil or chemicals or fluids to the ground.
1.12.6 Hazardous Waste Disposal
All hazardous waste shall be relinquished to WVA at a location on post as designated by the COR, thereafter WVA will be responsible for management of the hazardous waste. Hazardous waste shall be relinquished to WVA in accordance with the RCRA "three day" rule. Drums of hazardous waste shall not remain outdoors overnight. Other wastes include any spent material such as garbage, packaging, residues, construction and demolition debris, excavated soils and earthen materials not designated for immediate reuse, etc., which is known by WVA and/or demonstrated by the contractor via appropriate sampling and analysis to not be hazardous waste, where such a demonstration shall be to the satisfaction of WVA.
Contractor shall furnish and properly label new, unused, appropriate drums and/or containers (including, but not limited to, compliance with DOT's Performance Oriented Packaging Standards [POPS]) for containerizing waste.
Contractor supplied dumpsters shall be covered with water proof covers to prevent precipitation from entering the dumpster. Covers shall be secured in place whenever the contractor leaves the job site, and whenever precipitation is possible or occurring.
1.12.7 Non-hazardous Waste Disposal
The contractor is responsible for disposal of non-hazardous wastes. Disposal of wastes at private sites such as sites advertising clean fill wanted, etc. is prohibited. The contractor shall comply with 6 NYCRR Part 364 for all waste hauling activities.
The contractor shall furnish copies of documents for each waste shipment, such as Bills of Lading, etc (including "light weight" upon entering WVA, and "heavy weight" upon exiting WVA) through the COR to Facilities Engineering. The project shall not be considered complete until all waste shipment documentation has been submitted and accepted by the Contracting Office.
1.13 MEDIA
The Arsenal public affairs officer must approve any media announcement or press release that mentions the Watervliet Arsenal in either the headline or in the text of the release. Additionally, no
SECTION 01 00 00.WVA Page 12 media activity may occur on the Arsenal without prior coordination with the public affairs officer.
Coordination or requests for approval must be submitted to the public affairs officer at least two working days prior to the event.
1.14 QUALITY ASSURANCE AND SURVEILLANCE PLAN
This Quality Assurance Surveillance Plan (QASP) will be used as a guide to Government Quality Assurance Personnel (QAP). It provides a systematic method to evaluate the services the contractor is required to furnish.
1.14.1 Surveillance Procedures
1.14.2 The contractor will be evaluated against the following parameters.
a. Timeliness. Progress is maintained to assure compliance with completion time.
b. Quality. Conformance with statement of work and industry standards.
c. Tasks. Performed according to statement of work requirements.
d. Problem Resolution. Contractor submits deliverables in accordance with the contract and resolves any deficiencies identified by the government in the final submission. Following final submission, contractor resolves any additional deficiencies identified by the government and resubmits and or corrects within one week.
e. Delivery. Contractor submits each deliverable in accordance with the statement of work and terms of the contract.
1.14.3 Performance Areas
a. Management Responsiveness. Evaluate the adequacy of the contractor’s responsiveness and their ability to keep the government informed of work progress and provides for early problem identification and effective corrective action plans.
b. Schedule Control. Evaluate the contractor’s adherence to completion schedule.
c. Performance. The contractor will be evaluated as to the workmanship and adherence to the statement of work.
1.14.4 Evaluation Criteria
a. Outstanding. Indicates performance clearly exceeds contractual requirements. The area of evaluation contains few minor problems for which corrective actions appear highly effective.
b. Satisfactory. Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
c. Unsatisfactory. Indicates the contractor failed to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains serious problems for which the corrective actions were ineffective.
1.14.5 Documentation
a. Documentation used to perform surveillance will consist of random government inspections and inspection records, as well as the evaluation of final work product delivery by the project
COR/COTR.

1.14.6 Rating
a. Contractor will be given an overall rating of Outstanding, Satisfactory, or Unsatisfactory by the Government Technical point of contact or Contracting Specialist Representative, if appointed, using the above 3 evaluation criteria.
2.1 GREEN PROCUREMENT PROGRAM
All construction materials shall meet the applicable requirements of the DoD Green Procurement Program, specifically recycled content products, environmentally preferable products and services, bio-based products, energy-and water-efficient products, alternate fuel vehicles and alternative fuels, products using renewable energy, and alternatives to hazardous or toxic chemicals.
2.2 PAINT
2.2.1 Lead and Chromium Free
All paints applied shall be lead-free and chromium free. Lead based paint is paint that contains more than six one hundredths of one percent, 0.06%, lead in weight.
2.2.2 Recycled Content Requirements
To meet the Affirmative Procurement Program (Federal Government’s Buy Recycled Requirements) all paint used in the project shall adhere to the below listed requirements of the Comprehensive Procurement Guideline for recovered materials. This applies only to interior latex paint, only if available at the time of the project.
Consolidated Latex Paint shall contain 100% Post consumer content.
a. Reprocessed Latex Paint (White, Off-White, Pastel Colors) shall contain 20% Post consumer content.
b. Reprocessed Latex Paint (Grey, Brown Earth tones, and Other Dark Colors) shall contain 50- 99% Post consumer content.
c. Consolidated Latex Paint shall contain 100% Post consumer content.
2.3 HAZARDOUS MATERIALS
2.3.1 Asbestos, Mercury, Freon, Polychlorinated Biphenyls
All materials utilized in the contract work shall be asbestos, mercury, Class I Freon, and polychlorinated biphenyl (PCB) free. An asbestos material is any material containing more than one percent by weight of asbestos. PCB-free is a level of contamination less than 2 PPM using EPA approved methodologies.

a. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the WVA within five (5) working days after completion of project work.
3.1.2 Restoration of Building Components
a. The contractor shall repair any items, surfaces, equipment which were damaged during the execution of the Work. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the Contractor at no additional charge to the Government.
3.1.3 Restoration of Grass, Trees, and Vegetation
a. Grass, trees, and other vegetation affected by project work shall be restored to same or better condition as existed prior to the start of project work. The Contractor shall prepare the affected areas to eliminate uneven areas and low spots. Remove foreign materials, weeds, and damaged soil. The Contractor shall scratch the area to a depth of three (3) inches where topsoil is to be placed. Spread topsoil to a uniform, compacted depth of less than five (5) inches over areas to be reseeded. Rake until smooth. The Contractor shall seed, fertilize, and water the area to establish grass.

ASBESTOS ABATEMENT

1.1 SUMMARY
This Section specifies the requirements for contractor bid when removing and disposing asbestos-containing materials (ACM).
The results of testing for ACM are listed in the Building Asbestos Survey Report. The Bulk Samples are representative of like materials in the Work area. All ACM may not have been sampled.
1.2 WORK SPECIFIED ELSEWHERE
This specification is referenced by the primary project. All work performed under this specification section shall be in conformance with the overall project Contract Documents.
1.3 ITEMS OF WORK
The contractor shall review the project Contract Documents, the Building Asbestos Survey Report, and the project site. Submit any discrepancies to the Contracting Officer, in writing, immediately upon discovery.
The Contractor shall submit a detailed work plan for the removal of all ACM as identified in the project Contract Documents, as required to achieve the final work result of the primary project scope, per Industrial Code Rule 56 (ICR-56).
The contractor shall remove the ACM per the submitted work plan, in accordance with
ICR-56 and the requirements of this specification section.

1.6 QUALITY ASSURANCE
1.6.1 Work Plan
Before the physical abatement Work begins, the Contractor shall prepare a detailed asbestos abatement work plan.
a. The work plan shall include, but not be limited to, work procedures, types of equipment, details of equipment used, decontamination unit locations, crew size, and emergency procedures for fire and medical emergencies and for failure of containment barriers.
b. Provide a detailed sketch of the abatement area showing at minimum: extents of work area, location and layout of decontamination unit(s), critical barriers, and negative air equipment.

2.1 GENERAL
2.1.1 All products and materials shall be provided in accordance with ICR-56.
3.1 NOTIFICATION
The contractor shall follow all requirements of ICR-56 for notification to the federal Environmental Protection Agency (EPA), and the NYS Asbestos Control Bureau of the Department of Labor’s Division of Safety and Health. The WVA Contracting Officer must approve the notifications before forwarding to these agencies. NYS is not expected to respond to the notification, and the US Government is not required to pay the nonrefundable notification fee to NYS so the contractor shall not pay those fees when making the notification.
3.2 HANDLING AND REMOVAL PROCEDURES
Comply with all requirements of ICR-56.
3.3 CLEAN UP PROCEDURE
3.4 PROJECT AIR SAMPLING, MONITORING AND ANALYSIS
3.4.1 Project Monitor
The Watervliet Arsenal will hire an independent (not associated with this asbestos abatement contractor) OSHA Competent and NYS Certified Asbestos Project Monitor.
The Project Monitor will oversee compliance with the requirements of this contract. The Project Monitor reports directly to the Watervliet Arsenal.
The asbestos abatement contractor shall only perform asbestos abatement, including project mobilization and demobilization, when the NYS Certified Asbestos Project Monitor is on-site.
3.5 FINAL CLEANING AND CLEARANCE PROCEDURES
3.5.2 Project Monitor Visual Inspection
The Government will employ the services of a DOL certified asbestos project monitor employed by an independent testing laboratory to perform visual inspection as required by ICR 56.
3.5.3 Final Clearance Air Sampling
The Project COR will receive an affidavit from the air monitoring laboratory certifying the final air samples comply with the standards of ICR-56.

The contractor shall not remove final isolation barriers until the Project COR provides the concurrence to do so.
3.5.4 Dismantling of Regulated Abatement Work Area
Contractor’s Supervisor shall certify in writing to the Contracting Officer that abatement work is complete and no debris/residue remains.
3.6 DISPOSAL OF ASBESTOS-CONTAINING MATERIAL AND RELATED DEBRIS
All generated waste removed from the site must be documented, accounted for and disposed of in compliance with the requirements of USEPA NESHAP.
3.7 RESTORATION
Remove temporary decontamination facilities and restore area designated for these facilities to its original condition or better. Where existing work is damaged or contaminated, restore work to its original condition or better.
