PART 1 GENERAL
SUMMARY OF WORK
1.1.1 Project Description
1. This Statement of Work (SOW) defines the effort required for re-piping the condensate lines in the chrome plating pit and at the East pit in Bldg. 35 The purpose of re-piping the lines is to separate the process condensate from the condensate return to boilers to avoid any potential cross contamination.
1.1.2 Location of Work
1. The work is located at Bldg. 35 Chrome plating pit level 4 and the East pit, approximately as indicated (see attachment). The exact location will be shown by the Contracting Officer.
1.1.3 Period of Performance
1. The contractor shall be required to (i) commence work under this contract within 7 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than [60] calendar days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.
1.1.4 Hours of Operation
1. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
SUBMITTALS
1.1.5 General Submittal Requirements
1. The contractor shall provide submittal documents via e-mail to the Contracting Officer for review and approval. Provide all physical (non-document) submittals (including but not limited to material swatches, samples, etc.) directly to the Contracting Officer for review and approval. All submittals require government approval unless otherwise explicitly stated.
2. The contractor shall reference APPENDIX A “Consolidated List of Submittals” for the complete list of required submittals.
1.1.6 Contractor Safety Plan
1. The contractor shall submit a safety plan which is specific to the work activity being performed under the scope of this project for Government review and approval.
1.1.7 Lockout / Tagout (LOTO) Acknowledgement
1. The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification Acknowledgement
Record” prior to working on or de-energizing any electrical equipment.
1.1.8 Asbestos Notification Acknowledgement Record
1. The contractor shall sign the “Asbestos Notification Acknowledgement Record” and submit this form to the Project COR prior to starting project work.
1.1.9 Project Schedule
1. The contractor shall create a project schedule and submit for Government review and approval.
2. The project schedule shall detail the phases of work and the overall timeline for the execution of the work. The contractor shall include delivery dates, appropriate milestones, and shall clearly detail any requirements for work performed outside of regular hours of operation.
GENERAL REQUIREMENTS
1.1.10 Watervliet Arsenal Information for Contractors (WAIC)
1. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

1.1.11 Utility Outage Requests and Utility Connection Requests
1. Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, coordinate schedule with COR. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
2. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service.
1.1.12 Safety Requirements
1. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per
OSHA 29 CFR 1910.147.
2. The contractor shall inspect the project work site prior to starting work, and shall request a copy of the asbestos building inspection records to verify the location and description of known asbestos-containing materials.
ON-SITE PERMITS
1.1.13 Excavation (Dig Permit)
1. The clearance of buried utilities will be performed by the Government in advance of the Contractor performing subsurface work, unless otherwise explicitly stated.
2. The Contractor shall obtain a copy of the completed Utility Clearance Permit (WVA Form 420-2-E) from the COR prior to performing subsurface work. Verify existing utility locations indicated on contract drawings, within area of work.
1.1.14 Hot Work and Confined Space
1. Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire
Department by calling (518)266-5990 each day the permit is to be used.

CONTRACTOR EQUIPMENT
1.1.18 Equipment Identification
1. The contractor shall create and affix a label to all large equipment, dumpsters, and other mobilized property, which is weather-resistant (laminated, or within a see-thru label hanger), securely affixed to the equipment or visible through a window, and which clearly displays the General Contractor’s:
i. Company Name, POC Name (first, last), POC phone number, Project Number.
1.1.19 Waste Dumpster
1. The contractor shall place any waste dumpsters in a manner that does not interfere with thru-traffic.
2. Place waste dumpsters with a minimum of 33’ clearance from any building. The final location shall be coordinated with, and approved by the COR before any dumpsters are mobilized.
3. Cover all waste dumpsters when not in use, and before the end of each work shift. The cover shall be weather-tight.
4. Note: The Contractor shall be required to retain and submit copies of all Bills of Lading and Weight
Slips associated with the disposal of construction and demolition C&D) debris.
PART 2 PRODUCTS
GENERAL
All work shall be in strict accordance with product manufacturer’s instructions and specifications, including but not limited to manufacturer guidance for storage, staging, application, installation, and disposal of the product.
2.1.1 Hazardous Materials
1. The contractor shall submit Safety Data Sheets (SDS) for all hazardous materials to be used.
2.1.2 Asbestos, Mercury, Lead, PCB
1. Unless otherwise stated, all materials for this project shall be new. All products shall not contain any asbestos, mercury, chromium/lead paint, Class I Freon, and Polychlorinated Biphenyls (PCB), and shall state such on the manufacturer’s original packaging.
2.1.3 DoD Green Procurement Program
1. All construction materials shall meet the applicable requirements of the DoD Green Procurement
Program, specifically recycled content products, environmentally preferable products and services, biobased products, energy-and water-efficient products, alternate fuel vehicles and alternative fuels, products using renewable energy, and alternatives to hazardous or toxic chemicals as found at <http://www.acq.osd.mil/dpap/cpic/cp/docs/USA001967-08-DPAP.pdf>.
2.1.4 Paint
1. To meet the Affirmative Procurement Program (Federal Government’s Buy Recycled
Requirements) all paint used in the project shall adhere to the below listed requirements of the Comprehensive Procurement Guideline for recovered materials. This applies only to interior latex paint, only if available at the time of the project.
i. Reprocessed Latex Paint (White, Off-White, Pastel Colors) shall contain 20% Post consumer content.
ii. Reprocessed Latex Paint (Grey, Brown Earth tones, and Other Dark Colors) shall contain 50-99% Post consumer content.
iii. Consolidated Latex Paint shall contain 100% Post consumer content.
PRODUCTS
2. Flash Tank- Spirax Sarco 63011 – 6” flash tank, or equivalent
3. Pipe - Schedule 80 black steel pipe, seamless.
4. Pipe Insulation – Fiberglass pipe insulation. Minimum 1 ” thickness.
5. Steam Trap – Cast Iron float and thermostatic steam trap. Spirax Sarco FTI- 15 or equivalent.
PART 3 EXECUTION
ITEMS OF WORK
3.1.1 Removal of Existing Piping
1. The contractor shall upon approval from COR isolate steam supply and condensate to the process heat exchangers and isolate steam supply and/or condensate from the boilers as necessary.
2. Contractor shall remove the existing condensate lines that are piped to condensate inlet of the existing flash tank and dispose of piping. This existing flash tank will now be the process flash tank.
3. Contractor shall remove pipe back to the source as close as possible. Once pipe has been removed it shall become property of the contractor and shall be disposed of off-post.
3.1.2 Re-Pipe Condensate Lines for Process Flash Tank Chrome Plating Pit
1. Contractor shall install new welded schedule 80 black steel seamless condensate lines, approximately 2”, and associated socket weld fittings for the process flash tank to include:
i. The condensate line from the check valve on the outlet of the process heat exchanger to the inlet of the process flash tank.
ii. The condensate line outlet from the process flash tank will then be re-piped down to the trench leading into the acid waste pit on the ground floor. The pipe will be run down the wall and secured in place. Condensate will empty into trench approximately 6 feet from pit.
iii. All newly installed condensate lines shall be insulated with 1” thick fiberglass insulation.
2. All new condensate lines shall be properly supported using corrosion resistant clevis hangers, split ring hangers, threaded rod and rod hanger plates or equivalent. Pipe shall be supported every 6’ horizontal and 8’ vertical, and no more than 2’ from any change of direction.
3.1.3 Mount New Flash Tank and Re-Pipe Condensate Lines Chrome Plating
1. The contractor shall mount new Spirax Sarco 63011 flash tank, or equivalent, for boiler plant condensate securely to wall or floor. The flash tank location to be approved by COR.
2. The contractor shall install new schedule 80 black steel seamless condensate lines, trap, check valve and associated fitting for the new flash tank. New flash tank piping is to be done according to manufacturers’ specifications, to include:
i. New condensate line, approximately 1 ½”, will be piped from existing tee after the end of line traps to the inlet of the new flash tank. New condensate pipe will not be smaller than existing pipe size or new tank connection size.
ii. New condensate line, approximately 1 ½’, will be piped from new flash tank outlet to the condensate receiver inlet, as per manufacturers specifications. The condensate outlet line from the flash tank will include an F&T steam trap with strainer installed before trap. New condensate outlet line will include unions and gate valves before and after the steam trap as well as a check valve after the trap. New condensate pipe will not be smaller than existing pipe size or new tank connection size.
iii. The new vent line will be piped into the existing vent line of the process flash tank. The new vent line pipe may be reduced down to no smaller than 1”. The new connection and associated piping will be a minimum of 5’ away from the process flash tank.
iv. New drain line from flash tank will have ball valve installed approximately 12” from tank with union installed after valve. Drain line to be secured to wall and discharge into process water trench on ground floor.
v. Condensate lines on new flash tank will be insulated from the tee after the end of line traps to the inlet of the flash tank. Also from the outlet of the flash tank to the condensate receiver and up to the tie in point on the vent line. Pipe insulation will be no less than 1” thick fiberglass and cover all condensate pipe and associated fittings.
3. All new condensate lines shall be properly supported using corrosion resistant clevis hangers, beam clamps, split ring hangers, threaded rod and rod hanger plates or equivalent. Pipe shall be supported every 6’ horizontal and 8’ vertical, and no more than 2’ from any change of direction.
3.1.4 Re-Pipe Condensate Lines from Process Flash Tank to East Pit
1. Contractor shall install new welded schedule 80 black steel condensate lines, approximately 2”, and associated socket weld fittings for the existing process flash tank. Condensate line shall be replaced after the check valve on the outlet of the flash tank. Condensate line shall be installed in the pipe chase and be anchored to wall or floor leading to the trench for the acid waste pit on the bottom floor of the East pit. Condensate shall drain into trench approximately six (6) feet away from pit.
All newly installed condensate lines shall be insulated with 1” thick fiberglass insulation.
2. Contractor shall remove condensate line from end of line traps and plug the fitting on the condensate line from the process heat exchangers leading into the flash tank.
3. All new condensate lines shall be properly supported using corrosion resistant clevis hangers, beam clamps, split ring hangers, threaded rod and electro-galvanized rod hanger plates, or equivalent. Pipe shall be supported every 6’ horizontal and 8’ vertical, and no more than 2’ from any change of direction.
3.1.5 Install New Flash Tank and Re-Pipe Condensate lines
1. Contractor shall install new Spirax Sarco 63011, or equivalent, flash tank securely on shop floor.
New flash tank will be for end of line traps and shall be piped into the inlet of the condensate receiver. Flash tank location is to be approved by COR.
2. Contractor shall install new schedule 80 black steel seamless pipe, check valve, trap and associated valves and fittings for the installation of the new flash tank. New flash tank installation is to be done according to manufacturers’ specifications, to include:
i. New condensate line, approximately ¾”, shall be installed from end of line traps to the inlet of the new flash tank. New condensate line shall not be smaller than the existing pipe size or the new tank connection size.
ii. New condensate line, approximately 1 ½”, shall be installed from the outlet of the new flash tank outlet to the inlet of the condensate receiver, as per manufacturers’ specifications. The condensate line outlet from the flash tank will include an F&T trap with a strainer installed before the trap. New condensate line shall also include check valve, unions and ball valves before and after the trap. Pipe size shall be no smaller than the existing pipe or the new tank connection size.
iii. Contractor shall pipe in new vent line for flash tank. Pipe shall not be reduced down out of flash tank and shall be vented out through south exterior wall at a height of no less than ten (10) feet.
iv. Contractor shall install new drain line from flash tank. Ball valve shall be located within twelve (12) inches from tank with a union installed after the drain valve.
Drain line shall be piped to nearest drain or outside through the South exterior wall.
v. Contractor shall insulate all new condensate lines from the new end of line tie in point to the flash tank and the outlet of the flash tank to the new tie in point to the condensate receiver. New fiberglass pipe insulation shall be no less than 1” thick and cover all newly installed pipe and fittings.
3. All new condensate lines shall be properly supported using corrosion resistant clevis hangers, beam clamps, split ring hangers, threaded rod and rod hanger plates, or equivalent. Pipe shall be supported every 6’ horizontal and 8’ vertical, and no more than 2’ from any change of direction.
CLOSEOUT REQUIREMENTS
3.1.5 Construction and Demolition Debris
1. The Contractor shall submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition (C&D) debris and/or recycled materials, under this scope of work. Submit documentation per Appendix A, “Consolidated List of Submittals”.
3.1.6 Cleanup of Work Site
1. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the premises.
2. The contractor shall remove all debris from any remote holding locations, to include any excavation and concrete equipment chute cleanout debris.
3. The contractor shall remove their equipment from Watervliet Arsenal premises within five (5) working days after completion of project work.
3.1.7 Restoration of Work Site
1. The contractor shall repair any items, building surfaces, equipment or miscellaneous items which were damaged during the execution of this SOW. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the Contractor at no additional charge to the Government.
3.2.4 Warranty
2. The contractor shall provide a one (1) year warranty on material and labor associated with this installation after acceptance of project.

APPENDIX B: Quality Assurance Surveillance Plan (QASP)
PURPOSE
This Quality Assurance Surveillance Plan (QASP) will be used as a guide to Government Quality Assurance Personnel (QAP). It provides a systematic method to evaluate the services the contractor is required to furnish.
SURVEILLANCE PROCEDURES
Timeliness: Progress is maintained to assure compliance with completion time.
Quality: Conformance with statement of work and industry standards.
Tasks: Performed according to statement of work requirements.
Problem Resolution: Contractor submits deliverables in accordance with the contract and resolves any deficiencies identified by the government in the final submission. Following final submission, contractor resolves any additional deficiencies identified by the government and resubmits and or corrects within one week.
Delivery: Contractor submits each deliverable in accordance with the statement of work and terms of the contract.
PERFORMANCE AREAS
Management Responsiveness: Evaluate the adequacy of the contractor’s responsiveness and their ability to keep the government informed of work progress and provides for early problem identification and effective corrective action plans.
Schedule Control: Evaluate the contractor’s adherence to completion schedule.
Performance: The contractor will be evaluated as to the workmanship and adherence to the statement of work.
EVALUATION CRITERIA
(Outstanding). Indicates performance clearly exceeds contractual requirements. The area of evaluation contains few minor problems for which corrective actions appear highly effective.
(Satisfactory). Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
(Unsatisfactory). Indicates the contractor failed to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains serious problems for which the corrective actions were ineffective.
DOCUMENTATION
Documentation used to perform surveillance will consist of random government inspections and inspection records, as well as the evaluation of final work product delivery by the project COR/COTR.
RATING
Contractor will be given an overall rating of Outstanding, Satisfactory, or Unsatisfactory by the Government Technical point of contact or Contracting Specialist Representative, if appointed, using the above 3 evaluation criteria.
