SCOPE OF WORK

ELECTRICAL MAINTENANCE SERVICE CONTRACT OF THE

CHROME PLATE/ZINC PHOSPHATE FACILITY IN CARIO, EGYPT

1. SCOPE/GENERAL REQUIREMENTS

Contractor shall perform electrical maintenance of the chrome plate facility to include the repair and preventative maintenance of all new and existing electrical systems. Work shall be performed on-site at Military Factory 100, Cairo, Egypt. The contractor shall be required to make four (4) two week trips per calendar year.

2. SKILLS AND KNOWLEDGE:

2.1 ELECTRICAL/ELECTRONIC. The contractor shall provide all labor and materials to inspect and repair all electrical systems in the chrome plate/zinc phosphate facility. The contractor shall diagnose and solve circuitry problems using testing equipment. The contractor shall install electronic components to electrical systems for the chrome facility. The contractor will inspect all work previously accomplished by MF-100 personnel. The contractor shall determine the extent of upgrades required; materials or parts needed and estimate time to complete.

3. EXPERIENCE:

3.1 The contractor shall have a minimum of five (5) years experience in electrical maintenance of industrial plant equipment.

4. SPECIFIC DUTIES/TASKS:

4.1 GENERAL CONDITIONS

4.1.1 All work to be performed at MF-100 located near Cairo, Egypt. All work/repair will be to the best commercial practice, based on the equipment manufacturer’s advice and be compatible with all local laws, codes, regulations etc. (The electrical supply may be different, 50 Hertz). The repair work shall be compatible to the original design specifications or shall include the changes and any upgrades.

4.1.2 The contractor shall calibrate all electrical systems once per year.

4.1.3 The contractor shall have a program/system to demonstrate that the preventative maintenance is adequate and is being accomplished.

4.1.4 The contractor shall have a program/system to demonstrate that all repairs have restored the equipment to its original/satisfactory operating condition or better.

4.1.5 All repairs and replacement parts shall be warranted for a period of 90 days on service and commercial warranty on parts except in the case of neglect or operator error causing damage to system malfunction and/or any other cause attributed to the Egyptian Govt. There is no warranty time limit on repairs with latent defects.

4.1.5.1 Contractor shall provide technical information, to the requesting office, required to procure parts in the event spare parts are not currently available or have been expended. In the event spare parts cannot be procured locally and the item will cause critical failure to the facility the contractor will immediately notify the COR.

4.1.6 All tools and equipment (including personal safety, steel toed shoes and eye protection needed to perform the maintenance support required by this contract shall be furnished by the contractor.

4.1.7 Except for the PCO and COR, the contractor shall not accept any direction issued by any personnel employed by the US Government, Military Factory 100, or Government of Egypt. The COR or PCO shall be consulted in case of conflict.

4.1.8 The contractor shall work an eight (8) hour day, 40 hours per week. The particular days of the week worked by the contractor shall be adjusted to match Military Factory 100 policy and local customs, including observance of Egyptian national Holidays and Ramadan instead of US holidays. Normal workweek is Sunday through Thursday.

The contractor shall not be afforded holiday time off for U.S. customs or personal religious convictions, unless the contractor has made prior arrangements to provide a substitute.

The contractor shall make maximum use of the Egyptian holidays for scheduling of vacation leave and personal absences.

4.1.9 To complete this work it is estimated the contractor will be required to travel to Cairo four times per year for a period of two (2) weeks each trip. Prior to travel, the contractor will coordinate travel dates with the Contracting Officer Representative (COR), Alan Burke, alan.l.burke.civ@mail.mil or James Vautrin, WVA Program Manager, james.w.vautrin.civ@mail.mil to ensure access to MF-100.

4.1.10 Overtime is not authorized.

4.2 ELECTRICAL/ELECTRONIC.

4.2.1 The contractor analyzes and repairs electronic malfunctions. The contractor shall repair equipment by replacing parts from stock, if available, or adjusting worn parts.

4.2.2 Repair parts used in the repair of the machine, whether new or refurbished shall be such as to guarantee new machine accuracy and performance. In a repair situation, parts on the equipment shall be inspected for wear and defects against Original Equipment Manufacturer (OEM) specifications to determine their usefulness.

4.2.3 The contractor shall determine from nature of malfunction the circumstances under which it occurred, the sequence of symptoms leading to final breakdown and most probable points in the system where the malfunction exists.

4.2.4 The contractor shall provide direction and assistance to MF-100 electrical maintenance personnel. The contractor shall adjust closed and open loop servo-systems for proper performance characteristics and sensitivity.

4.2.5 The contractor shall test and evaluate control malfunctions for either voltage analog or phase controlled systems to obtain desired performance characteristics.

4.2.6 The contractor shall prepare necessary drawings to illustrate modifications, fabricate electronic components and make the necessary installation of components.

4.2.7 The contractor shall assist with the replacement of all tank liners including removal and installation of all electronic temperature sensing devices necessary to facilitate the liner replacement.

5. DELIVERABLES

5.1 The contractor shall provide a facility status report of the chrome plate electrical systems at the conclusion of each technical visit to include any special concerns that arise during the maintenance visit and, if necessary, any spare parts required for the next scheduled maintenance visit IAW CDRL A001.

6. TRAINING

6.1 The contractor will provide on-the-job training for the Egyptian electrical maintenance personnel. The training will take place on all systems requiring service at the time of the technical visit.

6.2 Training shall be done in the English language.
