3.1 ITEMS OF WORK
3.1.1 General Requirement.
a. The contractor shall be required to work independently once oriented, to accomplish the work within the specified time frame. Work is to be conducted in a manner which would present the least amount of disruption.
b. The contractor will be responsible for access to the buildings for inspection and repair. In some cases, roof access will be by ladder or lift only. The contractor will be required to prepare and submit a Safety Plan along with documentation of their fall protection training, for review. The contractor shall follow all OSHA Fall Protection regulations (29 CFR 1926.500 Subpart M) as well as general Safety requirements when working.
c. The contractor must remove and properly dispose of all debris, materials, equipment, and substances daily, at the end of the workday.
d. Disposal of debris, materials, equipment, and substances shall be in accordance with applicable Federal/State/local and environmental laws, rules and/or regulations. The contractor shall ensure and provide appropriate documentation to the COR that all applicable hazardous waste, haulers, and disposal facilities are properly certified or licensed. The contractor shall provide shipping manifest and documentation of proper disposal of any debris, materials, equipment, and substances prior to final payment.
e. The contractor shall request authorization from the COR prior to disposing of any government owned materials, equipment or property left on the roofs.
f. In the event pictures will be used to document deficiencies, needed repairs and/or leaks, a camera pass must be submitted to and approved by the Law Enforcement and Security Office prior to any photos being taken. A copy of the form has been attached to this SOW. Photography of employees, visitors, buildings or anything other than the Roofing Systems is prohibited.
3.1.2 Roof Inspections.
a. The contractor shall be a certified commercial roof inspector. The contractor shall submit a copy of all certificates for Government review and approval prior to inspection.
b. Each flat roof shall have an assessment completed no less than twice a year, within a six (6) month time span. It is anticipated that the inspections will begin on or about April 20th and October 20th of each year. Once the work begins, all inspections shall be accomplished and completed within thirty
(30) calendar days.
c. The contractor shall visually inspect the roofs for damage to the main roofing material, the flashing, and all other aspects of the roof (e.g. insulation, walkways, coping, parapet walls, drains, etc.).
d. All metal flashings and valleys shall be examined for rust and damage that may have been caused by wind or traffic on the Roofing System, and make certain that metal flashings and valleys are well attached and sealed. Any damaged, loose, or poorly sealed materials will be repaired.
e. The contractor shall inspect all seams and roof penetrations for leaks and voids. Roof top equipment such as air conditioners, evaporative coolers, antennas, etc. shall be checked to make sure they do not move excessively or cause an issue by leaking materials onto the Roofing System.
f. The contractor shall examine all protective coatings; any cracked, flaking, or blistered areas will be recoated. Areas that abut the Roofing System shall also be inspected. Any damaged masonry, poorly mounted counter flashing, loose caulking, bad mortar joints, and loose stone or tile coping which can appear to be a membrane leak shall be reported.
g. The contractor shall use a standard roof assessment checklist approved by the COR for the inspections. The information contained in a completed checklist shall provide a clear understanding of the condition of each roof to include the location and severity of all issues discovered. The contractor will compile all findings along with recommended repairs by building and provide finished reports electronically to the COR within thirty (30) calendar days after completion of each and every inspection.
3.1.3 Preventative Maintenance.
a. During the inspection, the contractor shall remove and dispose of any debris such as grass, leaves, small branches, dirt, rocks, stains, bird droppings, bird feathers, dead birds/critters, etc. that have accumulated by sweeping the whole roof.
b. Simple washing with plain water using hoses or pressure spray equipment is usually adequate for removal of dirt, stains, bird droppings, etc. However, prior to washing any roof surface, all large scale debris shall be removed and not washed down the roof drain. If water is to be supplied by means of fire hydrant, a certified backflow preventer must be installed.
c. If cleaning with agents other than water is contemplated, the following precautions shall be noted:
i. Do not use wire brushes, abrasives, or similar cleaning tools which would mechanically abrade the coating surface, and cleaning agents should be tested in an inconspicuous area before use on a large scale.
ii. The contractor shall provide protective materials between roofing surfaces and their hoses, tools, pressure spray equipment, other equipment, etc. to prevent roof damage.
d. The contractor shall clean out and around all drains, gutters, down spouts, scuppers and overflows.
e. The contractor shall remove any small items/parts such as nuts, bolts, nails, screws, rags, insulation, etc. that have made their way onto the roof.
f. The purpose of this preventative maintenance is to rid the roof of any foreign materials that would be harmful to its membrane, reduce its life span, or cause damage due to poor drainage.
3.1.4 Leak Response and Repair.
a. A quote will be supplied to the Contracting Officer for review and approval for each and every repair made. The quote(s) shall state the location and nature of the repair, as well as the labor and materials required to complete the repair.
b. Leaks will be categorized as emergency repairs, requiring a two (2) hour response time; urgent repair, requiring forty-eight (48) hour response time; and routine repairs, requiring a five (5) day turn-around.
c. Once the contractor responds to a leak, they shall seek out the source of the water and make the appropriate repair for the installed system. If the contractor needs to order additional material to complete the repair, the roof shall be made water tight on the initial response and a follow up visit will be scheduled to complete the repair.
d. All repairs shall be made by a fully insured roofer and completed in a manner consistent with manufacturer’s installation practices as well as industry standard practices (See Applicable Documents). The repair that is made shall be permanent, and fulfill the life expectancy of the entire Roofing System.
e. For any repairs that encounter asbestos, the contractor must have current and appropriate asbestos certifications, per NYS Code Rule 56. The contractor shall submit, upon awarding of this contract, medical certification that they are able to wear a respirator, and work in an asbestos area, and results of respirator fit tests.
f. The contractor will be responsible to make all necessary repairs to the Roofing Systems to stop the infiltration of water. Any leaks found to be outside of the Roofing Systems will be reported to the COR (masonry, HVAC equipment, etc.).
i. For Shingle Roofs: The contractor shall remove all damaged shingles in the area of the suspected leak and replace with shingles in kind to existing in color and material.
Material shall be installed so that it sheds water properly and is properly integrated into flashing and surrounding materials.
ii. For EPDM/TPO Roofs: The contractor shall patch small holes with manufacturer supplied patch materials and adhesive. Seams shall be repaired with seam tape and/or re-welding. Large sections of damaged membrane shall be repaired from seam to seam with like material. Damaged insulation shall be adhered to the deck or replaced if beyond repair.
