1. SCOPE:
1.1 Abbreviated Description. This specification defines the requirements for the rebuild of two Nagel Horizontal Hones, Models HM-15-850 S/N: 28-4983 and HM-15-1200 S/N: 28- 7619. Machines are to be rebuilt on site at Military Factory 100, Cairo, Egypt, according to this specification.
1.2 Prior to travel, the contractor will obtain approval for travel dates with the Contracting Officer Representative (COR).
1.3 All tools and equipment, including personal safety, steel toed shoes and eye protection, needed to perform the rebuild by this contract shall be furnished by the contractor.
1.4 Except for the Procurement Contract Officer (PCO) and COR, the contractor shall not accept any direction issued by any personnel employed by the US Government, Military Factory 100, or Government of Egypt. The COR shall be consulted in case of conflict.
1.5 The contractor shall work an eight (8) hour day, 40 hours per week. The particular days of the week worked by the contractor shall be adjusted to match Military Factory 100 policy and local customs, including observance of Egyptian national Holidays and Ramadan.
Normal workweek is Sunday through Thursday. Overtime is not authorized.
2. Applicable Standards and Publications. All work performed and procedures followed in association with this project shall meet or exceed all applicable industry standards relative to fire, safety, environmental, and electrical issues. The quality of all work performed and material provided shall meet or exceed the latest applicable industry standards and engineering practices for this type of equipment and its intended function. In all instances material, quality, and workmanship shall meet or exceed OEM specifications.
3. Requirements. All requirements are mandatory as stated in this specification.
3.1 General Requirements:
3.1.1 Design and Engineering. Work performed as part of the rebuild shall be in accordance with current standards recognized for this type and class of equipment.
Modifications to manufacturer's original designs to achieve requirements specified herein are not permissible if they result in deviations from good design practice.
3.1.2 Materials. Materials incorporated in the rebuild of the machine shall be of sound and uniform quality, free from defects and shall conform in specification, heat treatment and suitability to the standards recognized for this type and class of equipment.
3.1.3 Construction. All replacement parts used as part of this rebuild shall be new and unused and shall be constructed so as to be capable of withstanding all forces encountered during operation to the machine’s maximum rated capacity. Distortion and deflection at maximum load shall be limited to a degree consistent with retention of alignments and tolerances, and the machine shall recover from distortions and deflections at no load. The structure and assembly of the machine and its components shall be sufficiently rigid that work-piece finish and accuracy are not impaired by machine vibrations.
3.1.4 Workmanship. Rebuild workmanship throughout the machine shall be of good quality and in conformance to the manufacturer's engineering drawings and to standards recognized or adopted by the Association for Manufacturing Technology.
3.1.4.1 Shimming. A shim is herein defined as an unplanned insert whose presence, dimension and shape do not appear on the engineering drawings and which cannot, therefore, be reproduced from those drawings. Shims, as defined above, shall not be incorporated as part of this rebuild.
3.1.4.2 Other Unacceptable Repair Measures. Welding, brazing, soldering and other such techniques shall be used only where called for in the original machine's design. They shall not be used as part of this rebuild to repair machine components defective in material or in machining accuracy.
3.1.5 Maintainability. All parts subject to wear, distortion or failure and all parts which require periodic adjustment shall be readily and safely accessible for repair, replacement or adjustment as applicable.
3.1.6 Interchangeability. All parts bearing the same part number shall be functionally interchangeable.
3.1.7 General Electrical Characteristics. The electrical system shall conform, in quality, safety and performance, to all industry electrical standards.
3.1.7.1 Applicable Power Source. The power source to which the machine is connected is 380 volts AC (phase to phase), 3 phase, 50 Hz. Each phase to ground is 220 volts
AC.
3.1.7.2 Electrical Safety Devices. The machine and its equipment shall be protected with circuit breakers which comply with NEMA standards for thermal magnetic types. Breaker terminals shall be UL listed as suitable for the type of conductors provided. Plug-in circuit breakers or current limiting fuses are not acceptable.
3.1.7.3 Conversion Equipment. If DC or reduced voltage AC is required to meet any specified requirement, the necessary conversion or transformation equipment shall be furnished with the machine by the contractor.
3.1.7.4 Motors. All motors being replaced according to this specification shall be of the optimum type and horsepower rating to meet intended application and usage based on accepted engineering practice. All motors shall be equipped with thermal overload protection.
Under normal operation of the machine throughout its specified range and capacity, no motor shall be operating at overload, and all motors shall be equipped with thermal overload protection.
All motors shall be housed in enclosures of the appropriate NEMA type for the class and severity of service and shall be properly balanced. Each motor shall bear an identification plate containing the identity of the manufacturer, the model, serial number, input voltage, amperage, horsepower, phase, frequency and frame or mounting. All AC unidirectional motor housings shall bear a directional arrow to indicate proper rotation direction when correctly wired. All AC motors rated at 25 hp or greater shall be equipped with a "soft start" mechanism which provides for reduced voltage starting. All polyphase AC motors rated at 1 Hp or greater shall be of the high efficiency type.
Note: All motors are to be permanently lubricated and sealed unless the contractor can substantiate that this feature cannot be offered by two (2) or more major motor manufacturers.
3.1.7.5 Operator Control Voltage. All electrical controls meant for use by the operator of the machine shall carry 120 volts AC maximum.
3.1.7.6 Utility Outlet. If the contractor deems it necessary the machine shall be provided with an operational 120-volt single-phase, 20-ampere dual receptacle 3-wire utility outlet. This outlet shall be protected by a ground fault interrupter and shall be externally mounted and easily accessible.
3.1.8 Safety and Environmental Features.
3.1.8.1 Protection of the Machine. The proposed control system shall be fully equipped with the devices, software, etc. necessary to prevent self-damage in the event of malfunction and/or ordinary operator negligence in so far as practical.
3.1.8.2 Protection of Machine Operator. Protection of the machine operator and other personnel shall be accomplished in accordance with all pertinent state, federal, local laws and regulations.
3.1.8.3 Noise Levels. The US government's preference is to achieve noise levels not in excess of 80 dba. The rebuilder will not be required to provide any additional enclosures/baffles, etc. to meet this requirement other than what was originally provided by the OEM for this machine.
3.1.8.4 Ozone Depleting Substances. Section 326 of Public Law 102-484 precludes the Dept. of Defense from awarding any contract that directly or indirectly requires the use of a class 1 ozone depleting substance within the government specification or standards set forth in the contract. Attachment #1 is a list of the restricted Class I CFC's and Halons. All shall be replaced by new functionally equivalent substances or systems that are approved for use by the Environmental Protection Agency (EPA) and have an "Ozone Depletion Potential" (ODP) rating of zero. Material Safety Data sheets (MSDS) shall be submitted for approval to Watervliet Arsenal at the time of the submission of proposal.
Definition: Ozone Depletion Potential (ODP) The relative capacity of a substance, per unit weight, for destroying the earth's stratospheric ozone layer, in comparison with CFC-11, CFC-12 and CFC- 114, each is having been assigned an ODP of 1.00.
Note: The contractor is responsible to obtain and adhere to the most current list of prohibited substances as of the date of the submission of bids or proposals.
Order of Precedence: In the event of a conflict between the text of this paragraph and the references cited elsewhere in this specification the text of this paragraph shall take precedence. Nothing in this specification, however, shall supersede Section 326 of Public Law 102-484 unless a specific exemption has been obtained.
3.1.8.5 Asbestos and Mercury Free Certification. All materials utilized as part of this rebuild shall be certified as asbestos and mercury free unless substitute materials do not exist. This certification shall be provided at the time of proposal submission.
3.1.8.6 Material Safety Data Sheets. The contractor shall provide all material safety data sheets for hazardous items requiring transportation overseas to the machine.
3.1.8.7 Lead-Free and Chromium-Free Paint Certification. All paints and primers applied as part of this rebuild shall be certified as lead free and chromium-free. Lead based paint is paint that contains more than six one-hundredths of one percent (0.06%) lead by weight. This certification shall be provided prior to machine delivery.
3.1.8.8 PCB-Free Certification. The contractor shall certify any equipment being shipped back to the U.S. as PCB free prior to being shipped. PCB free is defined as a level of contamination which is undetectable using EPA approved methodologies.
3.1.8.9 Lockout/Tagout Procedures. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per OSHA 29 CFR 1910.147. The rebuilder shall ensure this information be incorporated into the maintenance manual. The control of hazardous energy sources includes electrical, pneumatic, hydraulic, chemical, mechanical, UV, electromagnetic and thermal.
3.1.8.10 Identification Plate. The contractor shall securely attach a second corrosion-resistant metal identification plate to the machine in a visible location in the vicinity of the operator's workstation. This plate shall bear the information called for as follows, with space at the bottom for one additional line of information to be applied by the government. The original ID plate shall not be removed from the machine

3.1.9 Lubrication. For parts being replaced according to this specification and section 3.2, any sensors or other devices used to detect the presence (or absence) of lubrication shall be accessible for test or replacement without major disassembly. Manual lubrication methods (e.g.
Grease fittings, oil cups etc.) are permissible for lubrication points not practically served by automatic systems. For non-recirculating automatic systems, the reservoirs shall be sized to provide lubrication reserve equivalent to 80 operating hours and shall be located at floor level.
For re-circulating automatic systems (such as pressure spray), easily cleanable or replaceable filtration devices shall be provided. Re-circulating type systems shall be equipped with means to confirm proper oil level. Sight gages shall be of the external standing tube type rather than the flush mounted porthole type. Standing tube sight gages shall be protected against accidental breakage.
3.1.10 Lubrication Plate. For any changes made during rebuild a lubrication plate (or plates) shall be permanently fastened to the machine and shall clearly indicate the type and viscosity of lubricant and the service interval for all automatic and manual lubrication reservoirs and fittings. The plate shall include a simple diagram which depicts the physical location of all lubrication points on the machine structure.
a. Lubricants, Hydraulic Fluids, Oils and Coolants. The contractor is requested to choose the required lubricants, hydraulic fluids, oils and coolants that are readily available in Egypt. If a substitute is required, the contractor shall provide justification which shall include the manufacturer, type and specification number as well as the reason for the substitution.
3.1.11 Hydraulic System. The hydraulic system shall be rebuilt/replaced according to this specification and section 3.2.
3.1.12 Painting. All painted exterior machine surfaces shall be repainted as close as possible to the original color except where bright metal is required for machine function or to otherwise adhere to the requirements of this specification. Paint shall be chromium-free and lead-free. Quality and manner of application shall be such as to afford protection throughout the normal life of the machine. Paint shall be coolant resistant and the color will be matched to the original color. Danger areas shall be painted red and caution areas shall be painted yellow, warning signs, tags or emblems will be affixed to respective areas of the machine in accordance appropriate safety standards.
3.1.13 Machine Hold Down and Leveling. Existing machine hold down hardware shall be retained for re-installation.
3.1.14 Gears. All gears replaced as part of this rebuild shall meet or exceed OEM provided gears and shall also adhere to the industry standards recommended for the type and severity of service required.
3.1.15 Technical Data. All data shall be in the English language and shall be shipped with the materials in accordance with the quantities below. The contractor shall provide full documentation in the form of (as-built) drawings and manuals. Drawings shall not be generic.
Drawings/schematics shall be provided, as indicated below, in hardcopy form and CD. “On-line” technical data will not be acceptable as the sole means of providing technical data for any of the systems provided. The Government contract number and the machine description and serial number shall be printed in a conspicuous place on the covers of every manual, on each drawing/schematic, and on all disks/CDs provided. All data shall be packaged and delivered when all other equipment is shipped to Military Factory 100, Egypt.
a. Operating Instructions. Machine and control system operating instructions shall be provided in separate manuals from other technical data provided. These instructions/manuals shall include a clear description of the functions on the control system operator’s panel. (two copies)
b. Maintenance and Troubleshooting Instructions for all control systems. (two copies)
c. Electrical schematics. To be considered acceptable, these schematics must clearly portray all electrical ties to their respective main systems. (two copies)
Note: If, during installation and testing, the actual electrical systems are configured differently than depicted on the schematics, receipt of the revised "As-Built" schematics shall be a condition of final acceptance.
d. Repair Parts Catalog. This catalog shall include all parts replaced in the machine as part of this rebuild and shall include appropriate identification and ordering data.
Items which can normally be purchased locally may be so indicated provided they are sufficiently described. The repair parts catalog shall include illustrations which clearly locate parts within larger sub-assemblies. (two copies)
e. Software Documentation. The contractor shall provide two paper hardcopies and three electronic copies (diskettes, CDs, and preferably a flash card if control is equipped) of all final system software and ladder logic developed to control and interface the new control/drives with the existing machine tool. The final revision software to be furnished to the technical POC not later than 30 days after final acceptance of the rebuild or at such time when all software revisions have been completed.
3.1.16 Training Required. The contractor shall be responsible for providing operator training. All instructions and materials, oral or written, shall be in English. All training will be provided at MF-100 at a time agreed upon by MF-100 personnel and USG personnel. The quality of the training shall be such that at the conclusion of the training time, each individual within their assigned category shall be capable of operating the machine to its productive capacity.

Note: For all types of training, the associated technical data (see 3.1.15) shall be on hand at the time of instruction and its use and interpretation shall be covered during the training. A training schedule showing the hours of training for each person under their assigned category, shall be sent in with proposals for review.
3.1.17 Pneumatic Requirements. If air is needed for any machine operation or function, the machine shall be fully equipped with all necessary piping, valving, etc., fully installed to the point of connection to which Military Factory 100 will connect shop air.
Available shop air at Military Factory 100 is 80 psig and if higher or lower pressure is needed at the machine, the machine shall be fully equipped with devices needed to modify the 80 psig supply pressure. The machine shall also be equipped with devices to remove the normal moisture and other contaminants usually present in shop air supplies. Normal moisture is defined as that moisture produced when air at a relative humidity of 75% has been compressed to 80 psig.
3.1.18 Control of Cutting Fluids. The machine is equipped with a coolant system, the contractor shall ensure that upon completion of the rebuild the machine is still equipped to prevent coolant from escaping the confines of the machine or leaking to the floor when producing work-pieces of a size within the machine's normal working range. The rebuilder will not be required to provide any additional enclosures than what was originally part of the machine provided by the OEM.
3.1.19 Site Conditions. The machine covered by this specification is installed in general machine shop space and there will be no environmental conditioning. Temperatures will range from 40 degrees F. (January) to 110 degrees F. (July) and relative humidity will range from 20% or less to 95%. On any given day, the temperature in the machine shop may change as much as 4 degrees F. per hour. These are the conditions under which the machine is expected to perform as specified, and the contractor shall be responsible for supplying whatever is required to meet the specified performance.
3.1.20 Heat Exchange Equipment. Heat exchange equipment shall be furnished with the machine wherever it is needed to keep operating temperatures within design or specified limits. Any heat exchange equipment using water as the heat exchange medium shall be fully recirculating and shall not require the continuing input and discharge of Military Factory 100 water supply. Waste water systems of any type are not acceptable. Furthermore, it is the USG's preference to avoid heat exchange equipment making use of the refrigeration cycle, and refrigeration systems of any kind are not acceptable unless design or specified temperature limits cannot be achieved without them. If a refrigeration system is absolutely necessary, the contractor shall insure that it operates properly using a refrigerant having an ozone depletion potential of zero and locally available. The contractor shall be responsible for identifying and providing such a refrigerant and its material safety data sheet.
3.1.21 Machine Installation, Startup and Testing.
3.1.21.1 Work to be performed by MF100 personnel. The rebuild contractor will have assistance from Military Factory 100 personnel for tasks such as disassembly, cleaning, and reassembly.
3.1.21.2 Work to be performed by the Contractor. This project shall be a turn-key operation with the contractor being fully responsible for all work, and providing all personnel and equipment necessary to perform the required scope of work. Unless otherwise specified, all components and/or systems replaced/rebuilt as part of this project shall meet or exceed the original equipment manufacturers (OEMs) specifications. Where possible it shall be required that components and/or systems rebuilt/replaced as part of this project be commercially available standard parts/systems.
The contractor shall install all systems and place the machine in operation and conduct the acceptance tests specified in section 4. The contractor, through their service personnel, shall be fully responsible for the complete interfacing, startup, debugging and testing of the machine.
The service personnel shall remain until the machine activation and all testing and training has been successfully completed. Under no circumstances should the contractor plan on Military Factory 100 or USG Maintenance contractor assistance for diagnosis, troubleshooting or repair of the equipment during activation and testing.
3.2 Machine Specific Requirements.
3.2.1 Machine Tool Description. The first machine to be rebuilt as part of this project is one Nagel Horizontal Hone, Model HM-15-850, S/N: 28-4983.
3.2.1.1 General Scope of Work. The following is a general scope of work to be performed in order to rebuild this machine.
a) Supply and install a new NEMA 12, 2 door, main electrical cabinet.
b) Supply and install a new main disconnect with lock-out.
c) Supply and install new, readily available, state-of-art, electronics in the cabinet to operate machine functions.
d) Supply and install a new air-conditioner for the main electrical cabinet. The
Contractor shall determine the quantity required to maintain internal temperature.
e) Supply and install new motor starters and overload relays
f) Operator Control Panel: (Contractor to determine which method)
1. Supply and install a new NEMA 12 Operator station with a minimum of 15 inch monitor, complete with all software required to operate the machine.
Software must be user-friendly and provide input and output information for the operator. Information required for display to the operator and changeable, at a minimum, is:
Number of strokes Expansion Pressure/Torque Stoke length settings Panel must incorporate an Emergency Stop system.
2. Utilize the existing operator control panel replacing all pushbuttons, lights, meters. Integrate all upgraded electronics to the panel for complete machine function.
g) Supply and install a new hone head hydraulic expansion system, complete with software, electronic and hydraulic hardware and tool expansion sensors.
h) Upgrade all down bore, stroke and tool position encoders.
i) Supply and install a new honing bar to replace the existing 8 meter long x 90 millimeter diameter bar complete with internal hardware and expansion rod.
j) Supply and install a new oil cooling refrigeration system.
k) Supply and install a new coolant system magnetic and 20 micron filtering system.
l) Supply and install a new dial sensor capable of monitoring oil flow.
m) Contractor shall supply and install all electrical wiring and plumbing for each item specified in this specification.
3.2.2 Machine Tool Description. The second machine to be rebuilt as part of this project is one Nagel Horizontal Hone, Model HM-15-1200, S/N: 28-7619
3.2.2.1 General Scope of Work. The following is a general scope of work to be performed in order to rebuild this machine.
a) If existing main electrical cabinet cannot be utilized, supply and install a new
NEMA 12, main electrical cabinet.
b) Supply and install a new main disconnect with lock-out.
c) Supply and install new, readily available, state-of-art, electronics in the cabinet to operate machine functions and operator controls.
d) Supply and install a new air-conditioner for the main electrical cabinet. The
Contractor shall determine the quantity required to maintain internal temperature.
e) Supply and install a new NEMA 12 Operator station with a minimum of 15 inch monitor, complete with all software required to operate the machine. Software must be user-friendly and provide input and output information for the operator.
Information required for display to the operator and changeable, at a minimum, is:
Number of strokes Expansion Pressure/Torque Stoke length settings
f) Supply and install a new hone head hydraulic expansion system, complete with software, electronic and hydraulic hardware. It is acceptable to utilize the existing hydraulic expansion system by replacing defective components, one of which is the expansion unit solenoid.
g) Contractor shall supply and install all electrical wiring and plumbing for each item specified in this specification.
3.2.3 Hone Head. The contractor shall supply two (2) each honing heads Model HF-6 or equivalent, 112-121 millimeter diameter, capable of mounting to the existing hone bars for each machine upgraded in this specification. The heads will hold six inch long by ½ wide square stones, six (6) stones per bank about the circumference and three banks along the length of the head for a total of 18. The heads will be supplied assembled with all hardware including hone body, universal block, double universal, drive shank, cone, expansion pins, push rod, stone holders, thrust clamps, guides, garter springs and lock nut. Each head shall be supplied with three sets of 18 honing stones with backer plates for each of the following grades:
25A100-J14-VH36S (roughing) A240-VS6-5 (finishing) 70C-0600-90-V-NES (polishing)
Equivalent substitution designs must be submitted to the Egypt Co-Production Office for review and acceptance.
3.3 Requirements for Demonstration of Conformance.
3.3.1 Certification of Completeness. The contractor shall provide written certification that the machines are complete, including all specified systems, accessories, markings, safety devices, geometric and accuracy requirements. The certifications shall be provided to the Contracting Other Representative (COR) prior to the final testing.
3.3.2 Test of Conformance to Specified Performance Characteristics. The machines shall be dry cycled at least 30 minutes, during which time the machine shall be tested for conformance to specified performance characteristics, including but not limited to, manual and automatic cycling.
3.3.3 Required Accuracy on Work pieces. Prior to final acceptance testing at
Military Factory 100 the contractor shall be required to demonstrate control functions, capabilities and automatic cycling.
Final acceptance cutting tests shall also consist of honing a 120mm M256 production tube to required drawing tolerances normally processed through this machine.
3.3.4 Provision of Materials and Equipment for Final Acceptance Testing.
3.3.4.1 Material for Work pieces. All production material necessary to produce the work pieces required in paragraphs 3.3.3 shall be furnished by Military Factory 100, except where otherwise specified.
3.3.4.2 Tooling. All honing stones shall be available for use for cutting tests performed on the 120mm M256 production tube.
3.3.4.3 Cutting Fluids. Any cutting fluids (coolants) necessary to perform the tests specified in paragraph 3.3.3 shall be furnished by Military Factory 100, if suitable.
3.3.4.4 Hydraulic Fluids and Lubricants. All hydraulic fluids and lubricants required to fully charge and activate the machine shall be furnished by Military Factory 100.
3.3.4.1 Testing and Measuring Equipment. All testing and measuring equipment needed to perform any of the required tests and measure the results shall be furnished by Military Factory 100. If the contractor requires any specialized testing and measuring equipment it shall be provided by the contractor and be properly calibrated to standards traceable to the National Institute of Standards and Technology (NIST).
4. Additional Machine Spare Parts Requirement. The contractor shall develop and supply their recommendation for machine spare parts for any part of the machine that is being replaced as part of this specification. The quantities associated for each machine spare part item will be determined by the contractor.
5. Quality Assurance Provisions:
5.1 Responsibility for Inspection. The contractor shall be responsible for performing all certifications and tests required in paragraph 3.3.1 and 3.3.2.
5.2 US Government (COR) Participation in Final Acceptance Inspection.
5.2.1 Examination for Completeness. The contractor shall furnish the COR with a certification of completeness (see par. 3.3.1). The COR will reserve the right to examine the machine to ascertain the presence of all specified features, equipment, markings and safety devices.
5.2.3 Examination of Performance Characteristics. During the test of conformance to specified performance characteristics (see par. 3.3.2), the COR will observe the machine and its equipment for proper operation.
5.2.3 Examination of Performance Testing. During the test of conformance to specified performance on work-pieces (see par. 3.3.3), the COR will observe the operation of the machine and its equipment and reserve the right to inspect the work-piece for conformance to drawing requirements after completion of the test.
6. Equipment Warranty. The warranties stated below shall commence from the date of notification by the Contracting Officer of the final acceptance. Final acceptance is defined as the act of an authorized representative of the Government, by which the Government approves specific services rendered, as partial or complete performance of the contract (i.e. testing, training, and delivery of all required technical documentation).
a. Equipment Warranty. All parts included as part of this rebuild and labor including the machine rebuilding will be guaranteed for a duration of (1) one year to include as a minimum, parts, labor, travel and living expenses for the duration of the warranty, at no additional cost to the Government.
7. Preservation, Packaging and Delivery. The contractor shall utilize standard commercial methods of preservation and packaging appropriate for machine tools and acceptable to commercial carriers. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage.
a.) The machine and equipment that is to be utilized for the installation will be transported to Egypt using a contracted freight forwarder. The contractor shall not be responsible for shipping costs other than those stated below for loading. The rebuild contractor will notify the Technical POC that all items required are awaiting shipment. The Technical POC will process the required Notice of Availability to the freight forwarder. Arrangements will be made to transport the items from the contractor’s plant to Egypt directly. No items will be delivered to Watervliet Arsenal.
b.) If the rebuild contractor is transporting hazardous materials it shall be their responsibility to process all required dangerous goods documents according to DOT regulations.
c.) The equipment and hardware shall be blocked, braced and skidded to prevent damage during transport and to facilitate handling, loading and unloading. The contractor will not be responsible for off loading the items at Military Factory 100.
d.) All wood materials used for packaging shall conform to ISPM standards for overseas shipping.
Note: If any special lifting devices are recommended by the contractor to facilitate handling, such devices shall be shipped with the equipment.
8. Travel, Per Diem and Rental Car Information. According to specification, this machine is to be rebuilt “on-site”. The total contracted cost to rebuild this equipment shall include travel, per diem, hotel, rental car and overseas insurance, if applicable, at a minimum. The contractor shall be responsible for payment of all costs for car rental and hotel.
If requested, coordination for car rental for contractor’s personnel during site visit may be provided either by USG personnel in-country or by Watervliet Arsenal Co-Production personnel.

52.203-18 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL
CONFIDENTIALITY AGREEMENTS OR STATEMENTS--REPRESENTATION (JAN 2017)
(a) Definition. As used in this provision-- Internal confidentiality agreement or statement, subcontract, and subcontractor, are defined in the clause at 52.203- 19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements.
(b) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) and its successor provisions in subsequent appropriations acts (and as extended in continuing resolutions), Government agencies are not permitted to use funds appropriated (or otherwise made available) for contracts with an entity that requires employees or subcontractors of such entity seeking to report waste, fraud, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(c) The prohibition in paragraph (b) of this provision does not contravene requirements applicable to Standard Form 312, (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information Nondisclosure Agreement), or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d) Representation. By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).

52.203-19 PROHIBITION ON REQUIRING CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS OR
STATEMENTS (JAN 2017)
(a) Definitions. As used in this clause-- Internal confidentiality agreement or statement means a confidentiality agreement or any other written statement that the contractor requires any of its employees or subcontractors to sign regarding nondisclosure of contractor information, except that it does not include confidentiality agreements arising out of civil litigation or confidentiality agreements that contractor employees or subcontractors sign at the behest of a Federal agency.
Subcontract means any contract as defined in subpart 2.1 entered into by a subcontractor to furnish supplies or services for performance of a prime contract or a subcontract. It includes but is not limited to purchase orders, and changes and modifications to purchase orders.
Subcontractor means any supplier, distributor, vendor, or firm (including a consultant) that furnishes supplies or services to or for a prime contractor or another subcontractor.
(b) The Contractor shall not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).
(c) The Contractor shall notify current employees and subcontractors that prohibitions and restrictions of any preexisting internal confidentiality agreements or statements covered by this clause, to the extent that such prohibitions and restrictions are inconsistent with the prohibitions of this clause, are no longer in effect.
(d) The prohibition in paragraph (b) of this clause does not contravene requirements applicable to Standard Form 312 (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information Nondisclosure Agreement), or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(e) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015, (Pub. 52.204-22 ALTERNATIVE LINE ITEM PROPOSAL (JAN 2017)
(a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror's practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror.
(b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable.
