WVA SCOPE OF WORK 03-18

SERVICE CONTRACT FOR THE UPGRADE OF (1) GYMNASTICATOR MACHINE

M1A1 CO-PRODUCTION OF THE M256 CANNON AND GUN MOUNT

AT MILITARY FACILITY 100 (MF-100) CAIRO, EGYPT,

C.1 SCOPE/GENERAL REQUIREMENTS

Contractor to replace and upgrade the electrical control cabinet with new hardware and software to control and record the requirements for the recoil of the M1A1 Mount. Contractor shall replace the motor, worm gear and switches used on the test stand. Contractor will install reporting hardware for output documentation. Contractor shall test the machine for proper function. The Gymnasticator is located at MF-100, Cairo, Egypt. Estimate upgrade and testing to take three weeks.

C.2 TASKS

C.2.1 The contractor shall manufacture a new control cabinet for the Gymnasticator. Control cabinet shall include an Allen-Bradley CompactLogix controller with 24VDC input and required input and ouput cards. Contractor shall install a new operator interface (HMI) to include:

1. Desktop computer with the following requirements:

a. Windows 10 OS

b. Intel i5 CPU

c. 8 GB of RAM

d. 250 GB SSD drive

e. USB 2.0 ports

f. Ethernet port

2. Industrial 19” touchscreen monitor

3. HMI Rockwell Software FTView ME or equal

C2.2 The contractor shall replace the thermal strip printer with a standard HP desktop printer.

C2.3 The contractor shall replace the three Temposonics linear transducers with Ethernet/IP CIP motion devices, 41 inch stroke. This shall incorporate the Rod Sensor, Magnet, 5 Meter Comm Cable and 5 Meter Power Cable.

C2.4 The contractor shall install a new worm gear and motor that operator the test stand.

C2.5 The contractor shall incorporate a data collection system for each test performed. The database shall be the industry standard MySQL or MSSQL format. The data included in this system displays the test report for all previous units tested and include the 20 each 0 degree elevation and the 35 degree elevation tests. Criteria for the report each test shall show the following results:

1. Barrel Identifier

2. Average velocity per given distance of travel of the recoil.

3. Sample speed of checking the velocity and displacement must be less than or equal to 2 milliseconds.

4. Distance of Travel for the recoil.

5. Time of Travel for the recoil action.

6. Elevation Angle at the time of test

7. Date and Time of test.

All test results must be searchable by Barrel Identifier or Test Date and linked to the report which will be in MS Excel format.

Graphic formatting of the data must be displayed.

C2.6 The system needs to operate in Manual or Auto mode and be able to start/stop the test and reset the test sequence, if necessary.

C.2.7 Upon completion of the upgrade the contractor shall simulate a test to ensure proper function of the entire system. The contractor shall provide an explanation of completed work to the WVA POC.

C.2.8 Except for the PCO, the contractor shall not accept any direction issued by any personnel employed by the US Government, Military Factory 100, or Government of Egypt. The PCO shall be consulted in case of conflict.

C.2.9 The particular days of the week worked by the contractor shall be adjusted to match Military Factory 100 policy and local customs, including observance of Egyptian national Holidays and Ramadan. Normal workweek at MF-100 is Sunday through Thursday, 8:00 AM to 3:30 PM. Authorization is required in advance to work outside the norm workweek.

C.2.10 Overtime is not authorized.

C.3 REQUIREMENTS

C.3.1 All tools and equipment, including personal safety, steel toed shoes and eye protection, needed to perform the calibration and repair required by this contract shall be furnished by the contractor.

C.3.2 Contractor must have inspection and repair experience on this type of machinery.

C.3.3 Prior to travel, the contractor will get approval for travel dates with the Watervliet Arsenal POC, James Vautrin, james.w.vautrin.civ@mail.mil.
