PART 1 – GENERAL
1.1 DESCRIPTION
1.1.1 SCOPE
Contractor shall provide a “turn key, all inclusive” chilled water piping system “in kind” as the chilled water piping system that will be replaced. All components will be replaced “in kind or equivalent” unless otherwise noted in the Statement of Work.
Note: “Turn-key, all inclusive” is defined as all work necessary to build, ship, rig and install all equipment necessary to tie into Watervliet Arsenal utility points identified during the contractor's site visit.
1.1.2 EXISTING CONDITIONS:
The existing Rotary Forge chilled water piping system was installed in 1974. The chilled water system is constructed using schedule 40 black iron pipe. The cooling media is water with corrosion inhibitors. Due to 4 decades of use, the piping system is showing signs of deterioration and its replacement is being classified as preventative maintenance.
The piping system occupies approximately 6 buildings bays or ~120 linear feet. This does not include any changes in direction or elevation that which occurs with the pipes.
1.2 REFERENCES
1.2.1 Equipment furnished shall, except as otherwise noted, comply in all respects with the requirements of the following standards:
a. NEMA- National Electric Manufacturer’s Association
b. NEC- National Electric Code – 2014
c. ASHRAE- American Society of Heating, Refrigerating and Air-Conditioning Engineers
d. UFGS- Unified Facilities Guide Specifications (Change 3, August 2015)
1.3 GENERAL REQUIREMENTS
1.3.1 Contractor is required to review the project site, obtain and/or verify all measurements and project data required to perform the project work, prior to submitting quote. Information shown on the project diagram and sketch is of a general, graphical nature. Precise locations and actual sizes must be verified.
1.3.2 The contractor shall notify the Project Engineer and/or Contracting Officer's Representative a minimum of two (2) business days before the contractor comes in, starts or re-starts work.
1.3.3 Work Hours. The Watervliet Arsenal is on a condensed work schedule. Normal work hours/days for this schedule are four 9-hour workdays (Friday off) one week and four 9-hour days, one 8-hour day (Friday) the following week. All contract work may be performed Monday through Thursday 0700 to 1600 (4:00 PM) and Friday 0700 to 1500 (3:00 PM). No work shall be performed on Federal holidays or weekends. Contractor work outside Watervliet’s normal work days or schedule cannot be guaranteed. Contractor’s classified as foreign nationals may further restrict work hours and days available.
1.3.4 The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for a complete and appropriate execution of the contract documents and Items of Work.
1.3.5 The contractor will be allowed to utilize the WVA’s cardboard recycling container for cardboard disposal.
1.3.6 The contractor is NOT allowed to dispose of waste materials in the WVA’s industrial waste dumpsters. The contractor shall provide their own industrial waste dumpster, placement of dumpster be determined by the project COR.
Four days advanced notice of dumpster delivery is required.
1.3.7 The contractor shall submit a project schedule for Government review and approval.
1.3.8 All work shall be in strict conformance with Watervliet Arsenal Instructions for Contractors.
The contractor is required to read and understand these instructions prior to submitting the project proposal. Note: these instructions are posted on the Watervliet Arsenal Internet web page at www.wva.army.mil under “Selling to Watervliet Arsenal”.
1.4 SUBMITTALS
1.4.1 See Attachment 1 for a Consolidated List of Submittals.
1.4.2 Submittals shall be submitted electronically using .pdf format.
1.5 APPLICABLE STANDARDS
1.5.1 Contractor shall adhere to OSHA, state, and local safety guidelines, laws, rules, and regulations.
1.5.2 All electric equipment shall be UL.
1.5.3 UFGS UNIFIED FACILITIES GUIDE SPECIFICATIONS 23 64 26 (Change 3, August 2015)
1.5.4 Shall conform to NFPA 214. Fire hazard rating for plastic impregnated materials shall not exceed
25. Plastics shall not drip or run during combustion. Fire hazard ratings shall be in accordance with ASTM E84 or NFPA 255.
1.5.5 ANSI / ASME A13.1: Pipe Labeling
PART 2 – PRODUCTS
2.1 GENERAL REQUIREMENTS
2.1.1 Design and Engineering: Work performed shall be in accordance with current standards recognized for this type and class of equipment. Modifications to manufacturer's original designs to achieve requirements specified herein are not permissible if they result in deviations from good design practice.
2.1.2 Materials: All material used in the fabrication of the piping system shall be new and of the quality necessary to produce a system to meet the requirements described herein. All materials are subject to the “Buy American Act-Construction Materials” (Federal Acquisition Regulation (FAR) clause 52.225–9).
2.1.3 Construction: All materials shall be new and unused and shall be constructed so as to be capable of withstanding all forces encountered during operation to its maximum rated capacity. The structure and assembly of the piping system and its components shall be sufficiently rigid.
2.1.4 Workmanship: The equipment’s workmanship shall be of good quality. For purposes of this specification, good quality workmanship is further defined as complete conformance to the manufacturer's engineering drawings and to standards recognized or adopted by the Association for Manufacturing Technology.
2.1.5 Maintainability: All parts subject to wear, distortion or failure and all parts which require periodic adjustment shall be readily and safely accessible for repair, replacement or adjustment, as applicable.
2.1.6 Interchangeability: All parts bearing the same part number shall be functionally interchangeable.
2.2 SAFETY AND ENVIRONMENTAL
2.2.1 Ozone Depleting Substances: Section 326 of Public Law 102-484 precludes the Dept. of Defense from awarding any contract that directly or indirectly requires the use of a class I ozone-depleting substance within the Government specification or standards set forth in the contract. Attachment B is a list of the restricted Class I CFC's and Halons. All substances or systems that are approved for use by the Environmental Protection Agency (EPA) have an "Ozone-Depletion-Potential" (ODP) rating of zero. Material Safety Data sheets (MSDS) shall be submitted for approval to Watervliet Arsenal at the time of the submission of proposal.
Definition: Ozone-Depletion-Potential (ODP). The relative capacity of a substance, per unit weight, for destroying the earth's stratospheric ozone layer, in comparison with CFC-11, CFC-12 and CFC- 114, each having been assigned an ODP of 1.00.
Note: Offerors are responsible to obtain and adhere to the most current list of prohibited substances as of the date of the submission of bids or proposals.
2.2.2 Unless otherwise stated, all materials for this project shall be new. All products shall not contain any asbestos, mercury, chromium/lead paint, Class I Freon, and Polychlorinated Biphenyls (PCB), and shall state such on the manufacturer's original packaging.
2.3 PRODUCTS
2.3.1 Piping
a. Chilled Water System: Steel pipe, conform to ASTM A53/A53M, Schedule 40, Type E or S, Grade B.
b. High Pressure Pump System: Steel pipe, conform to ASTM A53/A53M, Schedule 80, Type
E or S, Grade B.
c. Make up Water System: Galvanized Steel pipe, conform to ASTM A53/A53M, Schedule 40, Type E or S, Grade B. Galvanized in accordance to ASTM A123.
2.3.2 Fittings
a. ASTM A-234 Wrought Carbon Steel, Schedule 40
b. The manufacturer of each fitting shall be permanently identified on the body of the fitting in accordance with MSS SP-25.
2.3.3 Bolts & Nuts
a. For joining flanges shall be ASTM A-307, grade B Carbon Steel consisting of Hex Head Bolts and Heavy Hex Nut, Class 2 Tolerance.
2.3.4 Flanged Connections
a. Flanges shall conform to ASME B16.1, Class 125. Gaskets shall be non-asbestos compressed material in accordance with ASME B16.21, 1/16 inch thickness, full face or self-centering flat ring type. These gaskets shall contain aramid fibers bonded with styrene butadeine rubber (SBR) or nitrile butadeine rubber (NBR). Bolts, nuts, and bolt patterns shall conform to ASME B16.1.
b. High Pressure Pump System: Flanges shall conform to ASME B16.5, Class 300. Gaskets shall be non-asbestos compressed material in accordance with ASME B16.21, 1/16 inch thickness, full face or self-centering flat ring type. These gaskets shall contain aramid fibers bonded with styrene butadeine rubber (SBR) or nitrile butadeine rubber (NBR). Bolts, nuts, and bolt patterns shall conform to ASME B16.5.
2.3.5 Butt Welded Piping and Fitting Connections
a. Pipe shall be thoroughly cleaned of all scale and foreign matter before the piping is assembled.
2.3.6 Gate Valves
a. 1-½” or smaller: 150 LBS SWP, Brass, SCRD, Rising Stem, Inside Screw
b. 2” or greater: 125 LBS SWP, Flanged, OS&Y, Brass trim
c. High Pressure Pump System: 300 LBS SWP, Flanged, Ball, Brass trim
2.3.7 Strainer
a. Strainer shall be the cleanable, basket or "Y" type.
b. Provide blow-off outlet with pipe nipple, gate valve, and discharge pipe nipple.
c. The bodies shall have arrows clearly cast on the sides indicating the direction of flow.
d. Removable cover and sediment screen.
e. The screen shall be made of minimum 22 gauge brass or corrosion –resistant steel with small perforations numbering not less than 400 per square inch to provide a net free area through the basket of at least 3.30 times that of the entering pipe.
f. The flow shall be into the screen and out through the perforations.
g. Ports for delta pressure gauge installation
2.3.8 Pressure Gauges
a. Accuracy: ±2% full scale
b. 4.5 inch dial minimum
c. Standard range of 0 Psig to 160 Psig.
d. High Pressure Pump(s) outlets range of 0 Psig to 600 Psig.
e. Shut off valve at point of installation to allow for replacement.
2.3.9 Delta Pressure Gauge (Strainer)
a. Accuracy: ±2% ascending pressure
b. 4.5 inch dial minimum, Stainless steel case, bronze tube.
c. Gauge range shall be selected so that at normal operating delta pressure, the needle is within the middle-third of the range.
d. Electrical contacts for high level delta pressure remote mounted indicator light.
e. Shut off valve at point of installation to allow for replacement.
2.3.10 Industrial Thermometer

PART 3 – EXECUTION
3.1 GENERAL
3.1.1 Use all means and precautions necessary to insure the safety of the occupants and protection to the existing buildings and structures.
3.1.2 All work shall be in strict accordance with manufacturer’s instructions, specifications and the approved contract drawing(s) and details.
3.1.3 All contractors are responsible for complying with DOD, Army, Federal, and State Health and
Safety requirements. During contract performance, the contractor, or competent project manager with authority to act for the contractor, shall directly oversee the work. The contractor/project manager shall:
a. Lockout/Tagout Procedures. The manufacturer is required to provide the proper control of hazardous energy (lockout/tagout) per OSHA 29 CFR 1910.147. This information shall be incorporated into the maintenance manual. The control of hazardous energy sources includes electrical, pneumatic, hydraulic, chemical, mechanical, UV, electromagnetic and thermal.
b. Safety Plan. The contractor shall have sufficient equipment and personnel onsite to perform the project safely.
c. Correct unsafe conditions related to their contract work.
d. Report unsafe or hazardous conditions caused by elements out of their control (e.g. public or
Army personnel, adjacent process or work activity, etc).
e. Report all accidents, injuries, and illnesses occurring on the project to the Contracting Officer in accordance with the contract accident reporting procedures.
f. Investigate worker reports of unsafe conditions, near misses, injuries and illnesses in a timely manner.
3.2 SCOPE OF WORK
3.2.1 Preparation:
a. The Contractor shall review the project site, obtain and/or verify all measurements and project data. Notify the contracting officer immediately of any discrepancies that are found.
b. The Contractor shall coordinate all aspects of work with the Watervliet Arsenal through the project Contracting Officer’s Representative (COR). Advanced notice for proper coordination is required.
c. The Contractor shall create a detailed schematic of the existing piping layout, valve locations and all instrumentation prior to removals. The Contractor and project COR shall validate the schematics) prior to any removals. Attachment #2- “Utilities-Forge Cooling Water Plans & Details”, Attachment #3- “Flow Diagram Cooling Water System Rotary Forge, 28 June 1974” and Attachment #4- “Flow Diagram Cooling Water System Rotary Forge, Partial Replacement, Phase 1, 2015” will be provided as reference. These drawing may not represent the exact piping system, thus field verification is required.
3.2.2 Removals:
a. The process water in the piping shall be released to the Rotary Forge sump pit for disposal at the WVA’s Industrial Pollution Plant. The Contractor shall coordinate draining the piping system with the Contracting Officer Representative (5) business prior to the planned shutdown. The COR will coordinate with WVA maintenance staff to provide assistance with opening the system drains.
b. The Contractor shall remove and dispose of all fiberglass pipe insulation. The pipe insulation has been tested and confirmed not to be Asbestos Containing Material (ACM). Attachment #6.
c. The Contractor shall be responsible for the disconnection and removal of all piping, components, to include electrical and compressed air (if required). Proposed disconnection points shall be identified by the contractor to the Contracting Officer Representative (COR) for approval. All steel piping/valves/gauges/temperature thermometers shall be removed and re-placed unless otherwise noted.
d. The existing Water Treatment Control Panel and flow measurement device(s) shall be re-used/re-installed.
e. The existing main system circulation pumps (qty 2) shall be re-used. The existing high pressure pumps (qty 2) shall be re-used.
f. The existing make up water back flow preventer shall be re-used, do not remove. Disconnect piping at the valve just after the backflow preventer.
g. The existing surge tank with liquid level gauge shall be removed and replaced.
h. There is a 6” pipe that enters the surge tank from above that originates in the steam pit. This pipe is cut off in the steam pipe and abandoned. It shall be removed and NOT reinstalled.
i. The existing cooling tower shall be reused, do not remove. Disconnect piping at first flange connection prior to piping entering the main building from the cooling tower enclosure.
3.2.3 Construction
a. The Contractor shall replace the piping system “in kind” as the existing piping system unless otherwise noted. Piping shall be installed to allow complete drainage of lines. Drain valves shall be installed where required (low points) to drain entire piping system. Additional flanges may be added to allow for pre fabrication of piping runs.
b. The Contractor shall install a “basket strainer” or “Y Strainer” between the surge tank and the inlet to the system pumps. There shall be a delta pressure gauge installed “across” the strainer. The gauge shall have electrical contacts that will be used to activate a warning light to indicate high delta pressure across the strainer. The indicator light (incandescent or LED) shall be placed on the building structural steel in proximity to the strainer. Above the warning light, the contractor shall install a sign “Service Chilled Water Strainer”. The delta pressure of the high alarm shall be determined based on a “clean” strainer delta pressure versus manufacturer data for the strainer filter being 50% to 70% clogged.
c. The Contractor shall reconfigure the service water lines directly above the southern circulator pump (pump #1). As configured, the circulator pump and motor assembly can’t be remove without disconnecting the service water lines above it. By reconfiguring the service water lines, the circulator pump and motor shall be removable as an assembly using a small gantry crane or “engine hoist”.
d. Any cutting or welding debris shall be removed from the piping before installation and assembly.
e. All raw welded joints shall be painted with an etching primer and top coated to match the piping color.
f. Install Automatic Vent and Vacuum Breaker where required.
g. All piping shall be insulated. The surge tank does not require insulation. The piping installed adjacent to the walking aisle less than 2’ above the finished floor shall have its fiberglass insulation covered by Stainless Steel Protection Jacketing ≥0.032” thick for protection from impacts.
h. All piping shall be labeled in accordance to ANSI / ASME A13.1; Safety Green Background with White Legend. Labels to include: “Chilled Water Supply”, “Chilled Water Return”, “Cooling Tower Coil Drain” as well as directional arrows.
i. Once completed, the contractor shall clean the work area of all debris and tools.
j. The contractor shall provide a piping and instrumentation diagram/drawing (P&ID) for all work completed in per this SOW. The P&ID shall be provided in a format compatible with Autodesk AutoCad 2015. Attachment #4 “Flow Diagram Cooling Water System Rotary Forge, Partial Replacement, Phase 1, 2015 be provided in Autodesk AutoCad .dwg format upon request.
3.2.5 Additional Work
a. On the north end of the Rotary Forge basement, add Butterfly/Ball Valve to allow cleaning of WYE Strainer which is located in the 4” supply line.
b. On the north end of the Rotary Forge basement, rotate existing Butterfly/Ball Valve on the supply line to the High Pressure pumps so that handle is more accessible to staff from the floor.
c. Install 0-600 PSIG pressure gauge on the outlet side of each (2) high pressure pumps.
3.3 PERIOD OF PERFORMANCE
3.3.1 Project shall commence after “Contract Award” is provided by the Contracting Officer.
The Period of Performance to dismantle the existing piping system and reinstallation of the new piping system shall commence during the period of 1 August 2016 to 15 August 2016 (Operational Completion Date). Prep work can commence prior to this date. All paperwork/documentation per this SOW shall be completed by 15 September 2016. The contractor shall plan for premium hours as required to complete the project work.
This period of time is in conjunction with the WVA facility maintenance shutdown. During the facility maintenance shutdown, it is anticipated that power to bldg. 135 will be turned off periodically (to include crane power and building lighting). The contractor shall have portable power generating equipment and work lighting.
The WVA IWTP (Industrial Waste Treatment Plant) we be taken offline 4 August 2016 until 14 August 2016 for maintenance. The piping system will need to be drained prior to 4 August 2016.
3.3.2 If the Contractor shall neglect, fail, or refuses to provide a completed and functional piping system by the agreed upon completion date defined at contract award, then the Contractor does hereby agree, as a part consideration for the awarding of this Contract, to reimburse the Watervliet Arsenal, as liquidated damages and not as a penalty, the sum of $1000.00 per day for each calendar day beyond the dates set forth in the Agreement that the Contractor fails to achieve Completion for the Project. The said amount is fixed and agreed on by and between the Contractor and the Watervliet Arsenal.
3.4 WARRANTY
3.4.1 Upon final acceptance of the systems, a Standard Commercial Warranty shall commence for duration of One Year, to include as a minimum, parts and labor for the duration of the warranty, at no cost to the Government. The one year period shall commence from the date of notification by the Contracting Officer of the final acceptance. Final acceptance is defined as the act of an authorized representative of the Government, by which the Government assumes ownership of existing supplies/equipment and/or approves specific services rendered, as partial or complete performance of the contract (i.e. testing, training, and delivery of all required technical documentation).
