About this file

This document provides questions and answers regarding a Broad Agency Announcement from the Army Research Laboratory for a Center for Synthetic Biology. The BAA seeks proposals for both Seedling and Team awards under two Technical Thrust areas. Seedling proposals can include multiple principal investigators as long as the budget does not exceed $250,000 per year. Investigators may submit proposals to both the Seedling and Team funding areas, but not with the same proposal. Federally Funded Research and Development Centers are eligible to propose as allowed by their sponsoring agency. Standard patent rights clauses will apply to inventions developed under awards. User agreements will determine any potential impact of using the Department of Defense High Performance Computing Modernization Program resources on intellectual property rights.

Q&A

Q1 The BAA states the Seedlings are "single investigator awards". Does this mean that there can only be one PI on the award and Co-PI's are not allowed?

A1 Seedling proposals are welcome to include more than one PI, provided the proposed budget can support the effort of multiple laboratories and does not exceed the maximum threshold of

$250k/year.

Q&A

Q2 Is it possible to apply for both Technical Thrust areas? Is it possible to apply for both a Team and Seedling award?

A2 Proposers may participate in multiple submissions to either the

Team or Seedling funding areas for one or both Technical Thrusts.

A submitted proposal may only apply to one funding area. A proposer may submit to both areas but not with the same proposal.

In the event that multiple proposals are selected for award that include the same/similar effort by a given investigator, revised proposals/budgets will be requested prior to award to deconflict the selected proposals, as needed.

Q&A

Q3 What award instruments will be considered under this BAA?

Q&A

Q4 Is a DOE (FFRDC) lab eligible to be a prime or sub on a successful proposal to this BAA?

A4 FFRDCs may propose under this BAA as allowed by their sponsoring agency and in accordance with their sponsoring agency policy.

As noted previously, only grants, cooperative agreements, and contracts will be considered as award instruments.

Q&A

Q5 Would the government please clarify who maintains the IP rights over any predictive computational tools developed under this award?

A5 For inventions, the standard patent rights clause applicable to grants and cooperative agreements is at 37 CFR §401.14. Those provisions are very similar to the FAR and DFARS clauses that will apply to contracts.

Information and data, and any copyrighted works, are covered under

2 CFR Part 200, as modified and supplemented by DoD's interim implementation found at 2 CFR Part 1103.

Please consult with your IP counsel for specifics.

8APPROVED FOR PUBLIC RELEASE

Q&A

Q6 Does access to the DoD High Performance Computing

Modernization Program (HPCMP), as described on page 8, affect

IP status?

A6 Please review your user agreement with HPCMP to determine any potential impact on IP rights.
