1. ANTITERRORISM (AT) PROTECTIVE MEASURES
Research effort requires contractor personnel to routinely access a DoD controlled installation/facility to perform on the effort. Federal Acquisition Regulation (FAR) 52.204-9, PERSONAL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL, and Army Regulation 525-13, Antiterrorism, is applicable to the performance of the contract. Contractor personnel must complete training and display and control issued security credentials as identified below to deter against, and respond to, terrorist threats:
1.1. CONTRACT PERFORMANCE AT DOD INSTALLATION/FACILITY
Contractor employees must complete Level 1 Antiterrorism (AT) Level 1 training prior to presenting at a DoD installation/facility to begin work on the contract effort IAW para 5-26, Standard 25. Level 1 AT Awareness Training, of AR 525-13, Antiterrorism. A DoD Common Access Card (CAC) card IS required to complete the training. The training may be accessed from the Joint Knowledge On-Line (JKO) website at https://jkodirect.jten.mil/Atlas2/faces/page/login/Login.seam. Go to “Course Catalog” and in Title Key Word area, type in “terrorism” and click “Search”. Click “Enroll” for course LEVEL 1 ANTITERRORISM AWARENESS TRAINING (S-US007- 14). A copy of the training completion certificate must be provided to the contractor's Facility Security Officer (FSO) as notification of completion of the training requirement.
1.1.1. CONTRACTOR PERSONNEL MUST COMPLETE AR 525-13 REQUIRED ANTITERRORISM LEVEL 1
TRAINING
Contractor personnel will display issued security credentials to security force personnel upon request when accessing, or performing contract activities, on a DoD installation/facility. Presentation of the credential will enable security forces to verify contractor's personnel eligibility to access DoD controlled and/or restricted areas for use in protecting DoD personnel against threats arising from criminality, terrorism, extremism, acts of workplace violence, espionage, and information systems attacks. Contractor personnel will surrender any issued CAC card, or other security credential, to their supporting Facility Security Officer (FSO) upon termination of their participation of the contract effort or termination of their employment with the contractor. The FSO will return any CAC cards returned to them, where issuance of the CAC was authorized by the Army Research Office to perform on the contract, to the following address:

1.1.2. CONTRACTOR PERSONNEL WILL DISPLAY AND CONTROL ISSUED SECURITY CREDENTIALS
Contractor employees will be briefed on behaviors potentially indicative of terrorist activities along with procedures for reporting the observed behaviors to installation/facility security force personnel. Examples of indicators of suspicious activity include:
- Individuals drawing or measuring important buildings.
- Strangers asking questions about security procedures.
- Briefcase, suitcase, backpack or packages left behind.
- Vehicles left in no parking zones in front of important buildings.
- Intruders in secure areas where they do not belong.
- Persons wearing clothes that are too big and too hot for the weather.
- Chemical smells or fumes that seem out of the ordinary for the specific location.
- People asking questions about sensitive information such as building blueprints, security plans, or VIP travel schedules without a need to know.
- People purchasing supplies or equipment that can be used to make bombs or weapons or purchasing uniforms without having the proper credentials.

1. ANTITERRORISM (AT) PROTECTIVE MEASURES
Contactor employees will comply with the instructions of security force personnel related to the implementation of additional protective security measures anytime the observed FPCON level is elevated at the installation/facility based upon changes in the threat environment.

2. OPERATIONS SECURITY (OPSEC) PROTECTIVE MEASURES
Research effort requires contractor personnel to access information in the performance of the contract subject to distribution controls under the authority of an approved Operations Security (OPSEC) Plan. Contractor personnel will observe controls on the origination, movement, receipt/acceptance, storage, use, and destruction of materials designated as OPSEC sensitive as described below:
2.1. RESEARCH EFFORT SUBJECT TO OPSEC PROTECTIVE MEASURES
The contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the Requiring Activity (RA) OPSEC Officer. This plan will include a process to identify critical information, where it is located, who is responsible for it, how to protect it, and why it needs to be protected as directed by AR 530-1 Operations Security. The contractor shall implement OPSEC measures as instructed by the RA’s Contracting Officer Representative.
2.1.1. CONTRACT REQUIRES OPSEC STANDARD OPERATING PROCEDURES/PLAN
IAW AR 530-1 Operations Security, Contractor employees must complete the OPSEC Fundamental Course (OPSE-1301) computer based training (CBT) within 30 days of first presenting at a DoD installation/facility to begin work on the contract. Completion of this course satisfies contractor OPSEC training requirements described in AR 530-1, Operations Security. Contractor employees will access the Interagency OPSEC Support Staff (IOSS) training website to register for OPSE-1301. A copy of the training completion certificate must be provided to the governments Contracting Officer (KO) and Contracting Officer Representative (COR) as notification of completion of the training requirement.
B. Per AR 530-1, Operations Security, new contractor employees must complete Army/DOD Level I OPSEC training as required the Requiring Activity (RA) within 30 calendar days of their reporting for duty. All contractor employees must complete Annual OPSEC Awareness Training provided by the Requiring Activity (RA). A copy of the training completion certificate must be provided to the governments Contracting Officer (KO) and Contracting Officer Representative (COR) as notification of completion of the training requirement.

3. INFORMATION ASSURANCE (IA) PROTECTIVE MEASURES
Contractor personnel must meet personnel security investigative standards identified in Part V, Personnel Security, of AR 25-2, Information Assurance, prior to requesting access to DoD information networks. This standard is presently established as initiation of a Tier 1 (formerly National Agency Check with Written Inquiries (NACI)) personnel security investigation.
3.1.1. CONTRACTOR PERSONNEL MUST UNDERGO QUALIFYING PERSONNEL SECURITY INVESTIGATION
PRIOR TO REQUESTING ACCESS TO DOD INFORMATION NETWORKS
Contractor personnel that do not meet AR 25-2 personnel security investigative standards to immediately qualify them for access to DoD information networks must request conduct of a Tier 1 personnel security investigation to establish that eligiblity. Request for initiation of a Tier 1 investigation will be submitted to the ARO Security Officer by submitting a completed ARO Security Support Record to the ARO Security Officer. The Security Officer will provide the requesting contractor with a Letter of Instruction (LOI) outlining the actions that must be completed by the employee to enable the initiation of a Tier 1 investigation from the US Office of Personnel Management (OPM). Failure by the contractor employee to complete all actions necessary for initiation of the investigative request will prevent initiation of the request and requests for access to DoD information networks.
3.1.2. CONTRACTOR PERSONNEL SEEKING PERSONNEL INVESTIGATION TO ESTABLISH ELIGIBILITY TO ACCESS DOD INFORMATION NETWORKS MUST MUST COMPLETE ALL REQUIRED INVESTIGATIVE ACTIONS
Contractor personnel required to access DoD information networks in the performance of the research effort must annually complete the DoD IA Training (Cyber Awareness Challenge). Training is available at https://iatraining.disa.mil/eta/disa_cac2018/launchPage.htm. Contractor personnel must provide a copy of the IA training completion certificate to the Information Assurance Officer of the DoD information network for which they are seeking access to.
3.1.3. CONTRACTOR PERSONNEL ACCESSING DOD INFORMATION NETWORKS MUST COMPLETE ANNUAL
INFORMATION ASSURANCE (IA) TRAINING
Contractor personnel required to access DoD information networks in the performance of the research effort must register with the Army Training Certification Tracking System (ATCTS) at https://atc.us.army.mil/iastar/index.php. ATCTS is used to record the completion of mandatory Information Assurance (IA) training by contractor personnel with access to DoD information networks.
3.1.4. CONTRACTOR PERSONNEL MUST REGISTER WITH ARMY TRAINING CERTIFICATION TRACKING
SYSTEM (ATCTS)
Contractor personnel required to access DoD information networks in the performance of the research effort must complete an AUP and submit to the Information Assurance Officer of the DoD information network for which they are seeking access to.
3.1.5. CONTRACTOR PERSONNEL MUST COMPLETE AN ACCEPTABLE USE POLICY (AUP)
Research effort requires contractor personnel to perform information assurance (IA) functions requiring certification in performance of the contract. DFARS Clause 252.239-7001, INFORMATION ASSURANCE CONTRACTOR TRAINING AND CERTIFICATION, is applicable to this contract. Contractor personnel must comply with IA training registration and annual training requirements as described below:

3. INFORMATION ASSURANCE (IA) PROTECTIVE MEASURES
Contractor personnel required to perform IA functions (above normal user level) in performance of the research effort must meet IA training and certification standards established within DoD 8570.01-M, Information Assurance Workforce Improvement Program, prior to contract award. The contractor must obtain all other qualifications for their position, to include a DoD-Approved Computing Environment (CE) certification, and must training and certification completion documents to the COR within 6 months of being engaged.
3.2.1. CONTRACTOR PERSONNEL PERFORMING IA FUNCTIONS MUST MEET DOD 8570.01-M CERTIFICATION

4. INFORMATION SECURITY (INFOSEC) PROTECTIVE MEASURES
Research effort requires contractor personnel to access Classified National Security Information as described in Executive Orders 12958 and 13292 in performance of the effort. Federal Acquisition Regulation Subpart 52.2, SECURITY REQUIREMENTS CLAUSE, is applicable to this contract. Contractor personnel will observe controls on the origination, movement, receipt/acceptance, storage, use, and destruction of classified materials as described below:
4.1. CONTRACTOR PERSONNEL REQUIRED TO ACCESS CLASSIFIED MATERIALS
Contractor is required to conduct classified discussions or transmit classified data up to the level of SECRET in the performance of the contract. Contractor must establish an industrial COMSEC account with the National Security Agency (NSA) Central Office of Record (COR) to enable the receipt of required secure communications equipment and supporting key material. Contractor will comply with all controls on the acquisition, use, and accountability of COMSEC items and materials as outlined in both DoD 5220.22-M, National Industrial Security Program Operating Manual and AR 380-40, Safeguarding and Controlling Communications Security Material. Classified COMSEC material is not releasable to contractor employees who have not received a FINAL clearance at the appropriate security level. When access to COMSEC materials is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations mandated by Command policy and procedures. Prior approval of the Government Contracting Agency (GCA) is required in order for the prime contractor to grant COMSEC access to a subcontractor.
4.1.1. AUTHORIZED ACCESS TO COMMUNICATIONS SECURITY (COMSEC) INFORMATION
Contractor personnel may be required to access information designated by the Atomic Energy Act of 1954 as Restricted Data (RD) in the performance of the contract. RD is defined as all data concerning (1) design, manufacture, or utilization of atomic weapons; (2) the production of special nuclear material; or (3) the use of special nuclear material in the production of energy, but shall not include data declassified or removed from the Restricted Data category pursuant to Section 142 of the Act. RD is not releasable to contractor employees who have not received a FINAL clearance at the appropriate security level. Written concurrence of the Government Contracting Agency (GCA) is required in order for the prime contractor to grant access to RD materials to a subcontractor.
4.1.2. CONTRACTOR PERSONNEL AUTHORIZED ACCESS TO RESTRICTED DATA (RD)
Access by contractor personnel to information designated as Formerly Restricted Data (FRD) by the Atomic Energy Act of 1954 is required in the performance of the contract. FRD is defined as classified information which has been removed from the Restricted Data category after the Department of Energy and Department of Defense have jointly determined that it relates primarily to the military utilization of atomic weapons and can be adequately safeguarded as National Security information. Access to FRD requires a final US Government clearance at the appropriate level.

4. INFORMATION SECURITY (INFOSEC) PROTECTIVE MEASURES
Access by contractor personnel to classified information resulting from the collection, processing, integration, evaluation, analysis, and interpretation of available information concerning foreign nations, hostile or potentially hostile forces or elements, or areas of actual or potential operations (aggregately referred to as intelligence information) is required in the performance of the contract.
4.1.4. ACCESS TO INTELLIGENCE INFORMATION - NON-SCI MATERIALS
Access by contractor personnel to Foreign Government Information (FGI) is required in the performance of the contract.
FGI is defined as classified information provided to the US Government by a foreign government(s); an international organization, or any element thereof. Written concurrence of the Government Contracting Agency (GCA) is required in order for the prime contractor to grant access to FGI materials to a subcontractor.
4.1.5. CONTRACTOR AUTHORIZED ACCESS TO FOREIGN GOVERNMENT INFORMATION
Contractor personnel are required to access information designated as FOR OFFICIAL USE ONLY (FOUO) in the performance of the contract. Contractor will comply with all controls on the origination, movement, receipt/acceptance, storage, use, and destruction of FOUO as described in DoD 5200.1, Volume 4, DoD Information Security Program:
Controlled Unclassified Information (CUI).
4.1.6. ACCESS TO FOR OFFICIAL USE ONLY (FOUO) INFORMATION
Contractor personnel may be required to access Secure Internet Protocol Network (SIPRNET) facilities located at the INSTALLATION, CITY, STATE + ZIP in the performance of the contract. Contractor personnel identified as requiring use of SIPRNET facilities will be provided with a NATO awareness briefing prior to being granted such access. The purpose of the briefing is to familiarize contractor personnel with protective measures to be observed over the control of NATO information accessed by contractor personnel through use of the SIPRNET during performance of the contract. The contractor shall not access, download or further disseminate any special access data (i.e. intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and without the guidance and written permission of the KO. In the event that any special access is required, the KO must modify the requirements for the DD Form 254.
4.1.7. OTHER ACCESS
Contractor requires access to classified source data up to and including TOP SECRET in support of the research effort.
Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of "Multiple Sources" on the "Derived From" line necessitates compliance with the National Industrial Security Program Operating Manual (NISPOM), paragraph 4-208a, and the use of a bibliography.
4.1.8. RECEIVE, STORE, AND GENERATE CLASSIFIED INFORMATION OR MATERIAL
Contractor will be required to modify equipment items, devices, and/or sensors classified up to the level of TOP SECRET.
Approximately XX cubic feet of classified hardware will require storage as part of the contract effort within a (identify whether restricted or closed storage will be used) area. Classified hardware will be stored only within GSA approved storage containers approved for such use that are protected with locking mechanisms and alarms system meeting specifications described in DoD Manual 5200.01 Volume 3, DoD Information Security Program: Protection of Classified Information.

4. INFORMATION SECURITY (INFOSEC) PROTECTIVE MEASURES
Access by contractor personnel to information maintained by the Defense Technical Information Center (DTIC) is required in the performance of the contract. Prime contractor, and any subcontractors authorized use of DTIC services by the prime, will establish DTIC access by submitting a DD Form 1540, Registration for Scientific and Technical Information Services, to the KO after the Contracting Officer's Representative (COR) with responsibility for the research effort completes SECTION IV, U.S. GOVERNMENT APPROVING OFFICIAL, of the contractor originated DD Form 1540.
The KO will verify need-to-know on the DD Form 1540 prior to submitting the form to DTIC for additional processing.
4.1.10. AUTHORIZATION TO USE SERVICES OF DEFENSE TECHNICAL INFORMATION (DTIC)
Contractor must establish an industrial COMSEC Account with the National Security Agency (NSA) Central Office of Record (COR) to enable the receipt of COMSEC key material and controlled cryptographic equipment items needed to maintain/operate secure equipment required to conduct classified discussions and/or transmit classified data.
4.1.11. REQUIRE A COMSEC ACCOUNT
Contract effort requires access to Controlled Unclassified Information (CUI) that may limit public distribution of research products as an Operations Security (OPSEC) protective measure consistent with DoDD 5205.2, DoD Operations Security (OPSEC) Program. Specific OPSEC protective measures applicable to this contract effort are identified under clause titled OPERATIONS SECURITY (OPSEC) PROTECTIVE MEASURES.
4.1.12. HAVE OPERATIONS SECURITY (OPSEC) REQUIREMENTS
Contractor will require use of the US Transportation Command (USTRANSCOM) Defense Courier Service (DCS) for the movement of classified materials in the performance of the research efforts. A copy of the approved DD Form 254, provided to the contractor as part of the award package, will be provided to by the prime to DCS for use in establishing a direct customer relationship by the prime with DCS. Whenever a subcontract is established by the prime, where use of DCS is required by the subcontractor to perform on the research effort, the prime contractor will issue a DD Form 254 to the subcontractor for its use in establishing a direct customer relationship by the subcontractor with DCS. Contractor, and all subcontractors authorized use of DCS services through the prime, will comply with all controls on the transportation of classified materials by the USTRANSCOM DCS as outlined in DoD Instruction 5200.33, Defense Courier Operations (DCO).

5. RESEARCH AND TECHNOLOGY PROTECTION (RTP) PROTECTIVE MEASURES
Contractor personnel must receive initial, and thereafter annual, Threat Awareness and Reporting Program (TARP) training provided by a counterintelligence (CI) agent from the Army Intelligence and Security Command (INSCOM) as required by AR 381-12. The purpose of this training to make contractor personnel aware of the foreign intelligence threat along with tactics and techniques utilized by foreign intelligence entities to collect research information.
Contractor personnel will contact the Duty Agent at the INSCOM detachment nearest to the contract performance location to request presentation of training at the contractor's site, or make arrangements to attend presentation at another military or contractor facility. As an alternative contractor personnel may also complete the computer based TARP training available from the Army Learning Management System (ALMS) website at: https://www.lms.army.mil. A copy of the training completion certificate for the on-line training should be provided to either the contractor's Facility Security Officer or the government Contracting Officer's Representative (COR). Contractor attendance at a live training session conducted by a CI agent is the preferred method of delivery of the training.
