About this file

This document contains a sources sought notice and questions and answers regarding a research opportunity for the development of an agent-based computational modeling system to study Army career paths and talent management initiatives. The research opportunity seeks to develop proof-of-concept modeling capabilities to simulate and analyze career progression using a multidisciplinary perspective. Ideal proposals would eventually enable the generalization of models to higher-level collectives representing diverse Army branches and functional areas. Deliverables should include computer code, system designs, reports, and other tangible results consistent with the proposed scope of work. Proposals may involve virtual or travel-based data collection activities. Budget caps cited in the notice cover all cost categories inclusive of labor and travel.

A related broad agency announcement from the Army Research Institute describes funding availability from 2018 to 2023 for basic, applied, and advanced scientific research to improve human performance and Army readiness via behavioral and social science advances. Research topics of interest are described within the announcement with identified technical points of contact. Educational institutions, nonprofit organizations, and commercial entities may submit proposals, though security restrictions may apply to foreign-owned or controlled applicants.

Question: How is this work related to the broader Army Talent Management initiatives, specifically the Army Talent Alignment Process (ATAP)? Is it envisioned that the findings from this research could feed into the ATAP?

Answer: While the findings of this particular effort might inform multiple talent management efforts including and beyond the ATAP, a more important consideration is that the work develop and produce a proof-of-concept agent-based computational modeling system using a multidisciplinary perspective (see pages 4-5 of the sources sought notice).

Question: Career paths may be variable and individual (e.g., the path from CPT to MAJ is not the same for all Army Officers). In addition to potentially focusing on only a few transition points, do you anticipate that this research would focus on only a few MOSs? How general does the model need to be?

Answer: There is no specification regarding how general the model should be. Ideally a proposed model would eventually be able to be generalized to higher-level collectives of agents, which might include multiple different branches or functional areas (FAs). A small set of officer areas of concentration (AOCs) might be acceptable for testing and evaluating a particular model or set of models, but such AOCs should be chosen to represent a diverse set of Army officer branches and functional areas.

Question: What specific deliverables or milestones do you have in mind for the end of the base and each option period?

Answer: This depends on the specific scope of the proposed work. Each base and option period should end with a tangible result consistent with the work proposed. Examples of such results for the given effort might include computer code, computational system design, user manuals, reports describing the results of computer simulations and statistical analyses.

Question: Should offerors assume that an awarded effort would require travel? If so, are travel estimates accounted for in the phase budget-caps identified on p.5 of the RFWP or do those budget caps reflect labor only?

Answer: Answer: IPRs and regular meetings can be conducted virtually (e.g., using MS Teams), but data collection activities might potentially require travel, depending on the mode of data collection being proposed. The dollar limits mentioned in the sources sought notice are inclusive of all categories (labor, travel, etc.)
