Question Answer

A crucial component of our participation is a site visit: unfortunately we were notified too late to request an invitation to join the official visit on 20th December last. Is it possible for us to make a site visit in the very near future? I am currently in the UK and can move at short notice.

We are not offering another site visit.

Can you please confirm our understanding that the ‘Size Standard’ of $20.5m referred to on page one of the solicitation covers the full budget of the project from Base year through to Option Year 4? that is an average budget per year of USD$4.1m.

In Block 10 the North American Industry Classification Systems Codes (NAICS) Standard of $20.5 million is not the full budget of project. This amount come from the table of small business size standards matched to the NAICS Code. For the full table go to:

https://www.naics.com/wp-content/uploads/2017/10/SBA_Size_Standards_Table.pdf. This table lists the small business size standards matched to industries described NAICS code.

Provide a list of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required

This is a service requirement. Review the Performance Work Statement for specifics for the list of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required

Names of countries that will be eligible to participate in this tender.

We are not restricting any countries from submitting a proposal.

Information about the Tendering Procedure and Guidelines

All of the "Tendering Procedures and Guidelines are found in the solicitation. See Instructions to Offerors and Basis of Award.

Estimated Budget for this Purchase IAW FAR 15.306( e )( 3 ) it is the government's discretion to release this information. Due to the nature of this requirement we chose not to publish the estimated budget.

Any Extension of Bidding Deadline? We will not extend the closing date of the solicitation.

Any Addendum or Pre Bid meeting Minutes?

There has been no pre-Bid meeting or minutes. All information will be sent in the form of an amendment to the solicitation.

With reference to our site visit and our clarification question.

Part of UK law is TUPE legislation Caution-https://www.gov.uk/transfers-takeovers We are bound by this legislation to pay the officers the same rate as they are currently being paid and their same terms and conditions.

Could we please ask for Securitas (as incumbent) to supply us with the TUPE information for this contract?

In accordance with the clause at DFARS 252.222-7002 (added this amendment) “Compliance with Local Labor Laws; (Overseas)” of the solicitation, the TUPE act applies to this procurement. The pertinent TUPE information on existing incumbent employees is being provided as an attachment to this amendment.

Please provide Employee Liability Information for personnel currently assigned to this contract by the incumbent security company, this is to ensure that our bid is complaint with the Transfer of Undertakings and Protection of Employment Act as detailed within UK Employment Law

Please provide an example rota for the security team in scope and the total weekly hours currently supplied by the incumbent

A Rota or schedule will not be provided because this is performance based requirement that allows each offeror to provide their own schedule based upon their understanding of the requirement.

In 1.8.2 in the Solicitation Document, it states that the contractor shall ensure all employees are trained and are qualified to perform tasks for this contract and that the details of the on-site specific required training will be as directed by the Site Commander. Please provide the full details of this training so we can include in our costs

All training will be provided by government at no cost to the contractor.

We were involved in the above opportunity with US based company XXXXXX however after the site visits on 20th December 2017 they determined that the scope of supply for this opportunity is too small for them to pursue. We would still be delighted to be involved in this process and I would like to check that this will be allowed. If you could please let me know if this is feasible and if it is below are the questions we have in order for us to complete our bid.

This is a fair opportunity requirement that is open to all and each proposal will be evaluated by the basis of award in the solicitation.

Can you confirm our understanding of the current manned guarding hours of:

Two Guards based at gates Monday to Friday from 06:00 - 18:00 excluding bank holidays This would equate to 120 hours per week.

One Guard based at Reception Monday to Sunday 00:00 - 23:59 including bank holidays This would equate to 168 hours per week.

Total hours per week of 288 per week on general conditions with no increase of additional threat.

IAW with the Paragraph 1.4 of the solicitation those are the required hours to perform guard services. The observed Holidays as stated in the solicitation are Christmas Day, Boxing Day, and New Year’s Day.

Could you advise if the radios mentioned in the equipment are supplied by the contractor or yourself. If they are to be provided by us, can you please advise the total number of radios.

Providing radios are the contractor's responsibility. Since this is a perfromance based requirement the government will not mandate the numbers of required radios. See Updated PWS.

Can I submit my proposal total cost in US dollars , EURO or British pounds?

All proposals must be submitted in US dollars.

The United States Department of Air Force requires local guard services for 86-88 Blenheim Crescent (BC), West Ruislip, Middlesex, London HA4 7HB and security system monitoring of 2 Providence Court (2PC), Mayfair, London W1K 6PR. BC is a set of four British Ministry of Defence (MoD) buildings provided to various agencies of the United States Government and an element of the Canadian military.

The contractor shall provide, as part of his QCP, pre-employment assessment checks undertaken for all candidates. Any updates to the QCP will be forwarded to the COR throughout the life of the contract.

1.6.2. Quality Assurance – The Government will periodically evaluate the Contractor’s performance by appointing a Contracting Officer’s Representative (COR) to monitor performance to ensure services are received. The Government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor’s performance and receipt of complaints from customers. In the case of a disagreement between the contractor and the COR, the Contracting Officer along with the COR and the contractor shall make the final determination of the validity of the complaint.

1.7. GOVERNMENT REMEDIES

1.7.1. If unacceptable performance occurs, the Government shall inform the contractor. This will normally be in writing unless circumstances necessitate verbal communication. In any case, the COR shall document the discussion and place it in the COR file. When the COR determines that the shortcoming is of a magnitude requiring formal written communication, the COR shall prepare a Contract Discrepancy Report (CDR), and present it to the contractor’s task manager or on-site representative. The contractor shall acknowledge receipt of the CDR in writing. The CDR will also state how long after receipt the contractor has to present this corrective action plan to the COR. The Government shall review the contractor’s corrective action plan to determine acceptability. Any CDRs may become part of the supporting documentation for past performance ratings or other actions deemed necessary by the Contracting Officer.

The abrupt absence of these personnel shall not constitute an excuse for non-performance under this contract.

1.8.2. Employee Training – The contractor shall ensure all employees are trained and are qualified to perform the tasks for this contract. Contractors will obtain any on-site, site-specific required training as directed by the Site Commander within 30 days of starting work to include Anti-terrorism training.
