PERFORMANCE WORK STATEMENT (PWS)

NAVAIR Body Armor Analysis

1.0 Mission Objective:

The US Army Research, Development, and Engineering Command, Natick Soldier Research, Development, and Engineering Center (RDECOM-NSRDEC) in Natick, MA is seeking methods to evaluate tradeoffs associated with lighter weight body armor for NAVAIR aircrew applications. The NSRDEC empowers the world’s most capable soldiers through RD&E to maximize the Warfighter’s survivability, sustainability, mobility, combat effectives, and field quality of life. This project is being pursued to further our understanding of ballistic protection requirements for mounted Warfighters.

This compliments other work being conducted by the NSRDEC for the dismounted infantryman.

2.0 General Requirements:

The contractual effort will perform seek to understand the requirements of personal protective armor for aircrew.

2.1 Scope:

The contractual effort will perform modeling and simulation analysis on body armor for up to two airframe configurations. The effort will also examine various injury model metrics to determine the appropriate metric for this analysis.

2.2 Place Of Performance:

Awarded contractor’s facility.

2.3 Period Of Performance:

One year from award of contract.

2.4 Recognized / Government Holidays:

Work shall not be required on the following Federal holidays unless specifically identified in a Requirement.

2.5 Travel / Temporary Duty:

Travel charges shall be authorized in advance. Contractor travel charges shall be invoiced in accordance with the current volume of the Government Joint Travel Regulations (JTR). Contractors will not be reimbursed for travel within a 50-mile radius.

Fee/profit on travel is not authorized and shall not be reimbursed under the terms of the resultant task order for both prime and subcontractors.

The contractor shall be required to travel in performance of this task order. The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements.). Estimated travel as described below is required as part of task order performance.

2.6 Government - Contractor Relationships

a. The Government and the contractor understand and agree that the services to be delivered under this task order by the contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under the task order between the Government and the contractor and/or between the Government and the contractor's employees. It is therefore in the best interest of the Government to afford the parties a full and complete understanding of their respective obligations.

b. Contractor personnel under this task order shall not:

(1) be placed in a position where they are appointed or employed by a Federal Officer, or are under the supervision, direction, or evaluation of a Federal Officer, Military or Civilian.

(2) be placed in a staff or policy making position.

(3) be placed in a position of command, supervision, administration or control over DA Military or Civilian personnel, or personnel of other contractors, or become a part of the Government organization.

(4) be used for the purpose of avoiding manpower ceilings or other personnel rules and regulations of DA or the Civil Service Commission.

(5) be used in administration or supervision of military procurement activities.

c. Employee Relationships

(1) The services to be performed under this task order do not require the contractor or its employees to exercise personal judgment and discretion on behalf of the Government, but rather the contractor's employees will act and exercise personal judgment and discretion on behalf of the contractor.

(2) Rules, regulations, directions, and requirements which are issued by command authorities under their responsibility for good order, administration, and security are applicable to all personnel who enter any Government installation, or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control which is inconsistent with a non-personal services task order.

2.7 Identification of Contractor Employees

a. All contractor employees shall be identified as such by wearing badges at all times while performing work at Government facilities and when performing work for the Government under the scope of specific contract at other installations or non-government sites to include attendance at meetings, seminars, etc. The badges may be either affixed to clothing or be displayed from a chain or other mechanism worn around the neck. Badges must include contractor's company name and employee's name. No other items may be placed on the badge.

b. Contractor workspace shall ensure that Federal employees and the public know that they are not Federal employees.

c. Contractor employees shall initially identify themselves by name and company affiliation when answering the telephone, presenting briefings, conducting or attending meetings/seminars or any other situations where their contractor status is not obvious.

d. Official contractor correspondence (written, facsimile, and email display) shall include their company name and any other documents or reports produced by contractors are identified as contractor products or contractor participation is disclosed.

2.8 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Such contractor employees shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

2.9 Inherently Governmental Functions:

The Contractor shall not provide inherently governmental functions as defined in FAR

2.101 under this task order.

3.0 Specific Tasks:

The contractor shall execute the Specific Task areas defined in this section.

3.1 Task 1: Perform Body Armor Modeling

3.1.1: Conduct an analysis of body armor options using ICEM to evaluate current Aircrew Endurance Body Armor.

3.1.1.1: AE will be modeled using up to 3 different armor material alternatives against no more than 3 specific fragmentation threats.

3.1.1.2: Analysis will be performed for pilot, co-pilot, and crew in appropriate locations/postures for up to 2 airframe configurations.

3.1.1.3: Up to 10 burst locations will be modeled for each fragment threat and airframe.

3.2 Task 2: Examine and Recommend Appropriate Injury Severity Scoring Method

3.2.1: Compare injury metrics such as: 1) AIS (full 7-digit AIS code); 2) Military Combat Injury Scale (MCIS); (3) Military Functional Incapacity Scale (MFIS); 4) Revised Injury Severity Scale/Score; and 5) RISS-MAXSEV (Also referred to as “RISS-MAIS”).

3.2.2: Examine additional multiple injury or combination injury severity scoring methods.

3.2.3: Determine appropriate metric for this analysis and perform a comparison for each armor system configuration using the selected injury metric(s).

3.3 Task 3: Report on Comparison of Armor Configurations

3.3.1: Using selected injury metrics, provide comparison of up to 3 armor material alternatives for the AE body armor.

3.3.2: Results will provide comparison for pilot/co-pilot, rear crew locations, and combined analysis of all positions.

4.0 Special Requirements:

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1 Safety/OSHA Requirements:

The contractor shall be in compliance with applicable state and federal safety standards. Special safety requirements will be identified in the individual tasks, when required. Contractor must ensure that they are in compliance with all applicable OSHA standards.

4.2 Contractor Furnished Items and Responsibilities:

The Contractor shall furnish all personnel, facilities, equipment and supplies unless otherwise provided by the Government. Contractor shall propose resources to address requirements for this task order.

4.3 Government Furnished Property And Services:

The government will provide scans of AE body armor appropriate for use in ICEM, armor penetration coefficients for all armor material systems, and fragmentation files for the threats of interest.

4.4 Contractor Manpower Reporting Application (CMRA)

See ACC-APG 5152.237-4900 in section C of the task order

4.4.1 Applicable CMRA details:

4.5 Quality Assurance Surveillance Plan (QASP):

The Government shall monitor the Contractors performance under this contracting accordance with the Governments QASP.

4.6 Performance Requirement Summary (PRS):

Government will ensure that task order performance conforms to specified requirements by including a Performance Requirements Summary (PRS) in this task order that outlines the basis upon which the performance requirements will be measured.

5.0 Document Reporting Requirements and Deliverables:

5.1. Report Covers:

The cover of each document produced by the contractor must contain, as a minimum, the information listed below:

a) Contractor name and business address

b) Contract Number

c) Date of report

d) Period covered by report

5.2 Contents of Reports:

The content of each document produced by the contractor must contain, as a minimum, the information listed below:

a) Man-hours expended by discipline for the reporting period, and cumulatively during the contract

b) Description of progress made during period reported, including problem areas encountered, and recommendations, if any for subsequent solution beyond the scope of this contract

c) Trips and significant results

5.3 Deliverables:

1. (A001) Monthly status reports to be delivered via email and be readily compatible with either MS Word or Adobe Acrobat.

2. (A002) Final technical report to be delivered via email and be readily compatible with either MS Word or Adobe Acrobat.

Receipt of deliverables will be acknowledged via email. Once an invoice is submitted, acceptance of the deliverable will be signified by approval of the invoice in iRAPT.
