This list will change according to the mission requirements as equipment is replaced and/or purchased during the course of the contract. There are currently approximately 160 different units that will require PM and/or service repairs.

5.2 Preventative Maintenance: The routine, scheduled maintenance, shall not include travel time or expenses to reach the site, and the chargeable time starts when the technician arrives at the site of the machine. The maintenance process shall consist of manufacturer specific oil and fluid, and all applicable parts, for each individual MHE. The maintenance will be conducted according to the Original Equipment Manufacturers (OEM) Standards and any/all operator’s manuals. The COR can also schedule any maintenance between the mentioned intervals. Any conditions or issues requiring repair, identified by the contractor, during the maintenance procedure, shall be provided to the COR in writing within 3 days and the COR will either approve and schedule, or deny the proposed repairs. An example of a typical maintenance schedule is: annual, semi-annual PM and load test. The contractor must correct deficiencies created or identified during this maintenance by the LEMC COR that the contractor is responsible for at no cost to the government. Any fluids that are spilled or removed from the MHE will be the responsibility of the contractor to dispose of this fluid. LEMC will not be responsible for the fluids spilled or removed from the MHE during repairs. The fluids include, but are not limited to antifreeze, motor oil, transmission fluid, hydraulic fluid, battery acid, etc. The maintenance inspection/service shall encompass all listed equipment in accordance with the OEM standards and the Preventative Maintenance Inspection/Service:

5.3 Repairs: The routine, scheduled repairs, shall not include travel time or expenses to reach the site, and the chargeable time starts when the technician arrives at the site of the machine. The contractor shall conduct repairs to the equipment listed in 5.1.1 within a twenty-four (24) hour period of being reported by the LEMC COR. This will not include any emergency repairs. This is only scheduled repairs. The work will be conducted on-site at LEMC. The hourly rate will have a separate CLIN and be described as conducting maintenance and repairs in 60-minute increments during the hours of 0700 to 1600, Monday through Thursday, excluding Federal Holidays listed in 1.4.2. Hourly rates shall not apply for the time spent by the contractor personnel after arrival at the site awaiting arrival of additional contractor personnel and/or delivery of parts or equipment etc.

5.4 Parts/Materials: Parts and materials for the maintenance and repairs will be provided by the contractor at purchased cost, without any type of mark up or profit and are only new standard parts or parts equivalent to new as described by the manufacturer. The parts/materials replaced under the contract shall be subject to the commercial warranty applied to that specific item. This includes any software/programs already installed on the equipment. The parts and materials will have a separate CLIN and will be charged to the government by each(s). If the parts and materials do exceed $500 dollars each then the parts and materials will have to be approved by the LEMC COR before they are placed on the equipment for maintenance or repair. The parts will be listed on the invoice as a separate line. If the parts/materials require a core charge, then the contractor will not be allowed to charge the government for the core charge. If the parts/materials are a battery, then the contractor must dispose of the expended/expired or malfunctioning battery and all the applicable fluids and/or acids off site, at their cost, without transferring any expenses to the government.

5.5 Equipment Transportation: Equipment will only require transportation if it cannot be repaired on site. This cost will have a separate CLIN and the LEMC COR must schedule and approve all transportation of all the equipment listed in 5.1.1. The contractor shall be responsible for the loading, offloading and transport of equipment that cannot be repaired on site to an offsite facility and for return of equipment back to LEMC. This includes hauling equipment, permits, escort vehicles, fees, tolls, driver of another vehicle, etc.

5.6 Rental: This will include but not be limited to the rental of the following equipment:

The rental period shall be defined by the LEMC COR, and it will include transportation of the equipment to and from, with unloading and loading requirements, on site at LEMC. LEMC will only be responsible for consumed fuel during the rental period. LEMC will not be responsible for the maintenance or repairs of the unit during the rental. LEMC will also never be responsible for transportation of the unit.
