About this file

This is a Request for Quote (RFQ) for an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price contract to supply various quarry materials to Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania over a five-year ordering period. Solicitation number W911N226QA010 was issued on 17 August 2026 with an offer due date of 01 September 2026 at 12:00 PM. The contract is designated for Women-Owned Small Business (WOSB) concerns, though this specific solicitation is not set aside for small businesses. Quotes must be submitted by email to lawrence.r.mark2.civ@army.mil and nathan.d.wienhoff.civ@army.mil with pricing for all 19 line items including sand, asphalt products, concrete mixes, various stone grades, and limestone products. The government will evaluate offers based on three factors: company experience supplying similar materials to government and non-government customers, past performance information within the past three years (using CPARS and SPRS data), and price, with lowest priced technically acceptable offers not being used as the evaluation method.

Contractors must provide firm-fixed-price unit pricing for the entire five-year ordering period, with the option to submit pricing schedules with different unit prices for specific time periods of no less than 12 months each. All estimated quantities are based on five-year forecasts, with annual and total estimates provided per line item. Delivery is included in the price and must be made to LEAD during normal business hours (6:00 AM to 4:00 PM, Monday through Friday). The contract includes a $500.00 minimum guarantee and allows ordering via Government Purchase Card up to $25,000 per order. Large businesses must submit a subcontracting plan per FAR clauses 52.219-9 and 252.219-7996. All contractor personnel must complete required security training (AT Level I Awareness, iWATCH, and OPSEC within 30 days) and comply with LEAD's Safety Management System standards. The solicitation incorporates numerous FAR and DFARS clauses by reference and includes provisions regarding child labor certifications for stone products from India and Nepal.
