About this file
This is a Questions and Answers document for solicitation W911N2-25-R-0010 for an X-Ray/Computed Tomography System for the Department of the Army at Letterkenny. The document clarifies several key technical and administrative requirements.
The Q&A addresses operational requirements, specifying that "100 Hours of Continuous operation" means the machine must run for 100 hours without breakdown or failure, not necessarily consecutively. It clarifies the 14-day acceptance period, explaining that Letterkenny can reject an asset if it fails to perform for over 14 days or 100 hours of use, with specific provisions for filament failures and maintenance. The document also confirms that Letterkenny will provide a power disconnect switch (240/60Amp/Single Phase) within 25ft of the CT Scanner location, with the vendor responsible for connections from the disconnect to the unit. Payment terms are specified as 100% upon final acceptance, with appropriate FAR and DFARS provisions included in the amendment.

Question: Can you please advise to what 100 Hours of Continuous operation would mean?
Answer: The word continuous in this section refers to the machine running for 100 hours without a breakdown or failure, not the machine running continuously for 100 hours straight.
Question: Could we get more clarity on what the 14 days means so it’s documented and not left to interpretation by other? I say this because the system could pop a filament, the high voltage cables could require maintenance during that 14-day time period.
Answer: The final acceptance section allows Letterkenny to reject an asset if it determined to be unable to perform its function for a period of over 14 days or 100 hours of use. If a filament pops and it is operator error, then the vendor will not be held responsible and the 14 day period will continue without starting over, but if the unit continually pops filaments after an hour of use and it is determined to be an issue with the system itself, then Letterkenny can go back on the vendor and restart the 14 day 100 hour use counter again. A filament is not a warrantied item, and therefore without this section, Letterkenny could be responsible for replacement even though it is an issue with the unit. As far as service, any service will be conducted in accordance with manufacturers requirements and guidelines and would not be the responsibility of the vendor for this contract.
Question: Item 2.0 Government Responsibilities:
2.4: Utility Installation: KTR Requirements is 240/60Amp/Single Phase- We typically require the client (LEAD) to connect the hardwire to the system. Will LEAD perform this function?
Answer: Letterkenny will be providing a power disconnect switch with the required voltage/amperage for unit operation within 25ft of the CT Scanners location. The vendor will be responsible for all connections from the disconnect to the unit.
Question: Per the item 7.0 Final Acceptance, can you advise how payment terms will be defined? Can you please advise the structure of Payment Terms?
Answer: The solicitation is currently written as 100% payment at final acceptance. The Government has added the appropriate FAR and DFARS provisions and clauses in this Amendment.
