PERFORMANCE WORK STATEMENT (PWS)

FOR

Plating/Metal Treatment Services

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, quality control and other items and non-personal services necessary to prepare then plate or chemically treat metal surfaces on U.S.

Army equipment parts as defined in this PWS, except as specified in Paragraph 3.0 as Government Furnished. The contractor shall perform to the standards in this contract.

1.2 Background: Many U.S. Army equipment parts have critical surfaces that require properties not normally present in the base metal. The parts used by Letterkenny Army Depot in the maintenance of U.S. Army equipment include both remanufactured parts reclaimed from the equipment and new parts fabricated as replacements. Contract services are required to remove existing plating, prepare, treat, and finish these surfaces to ensure required performance over their service lives.

1.3 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and four 12-month option years. The Period of Performance reads as follows:

1.3.1 Base Year: 15 August 2024 to 14 August 2025

1.3.2 Option Year One: 15 August 2025 to 14 August 2026

1.3.3 Option Year Two: 15 August 2026 to 14 August 2027

1.3.4 Option Year Three: 15 August 2027 to 14 August 2028

1.3.5 Option Year Four: 15 August 2028 to 14 August 2029

1.4 General Information:

1.4.1 Quality Control (QC): The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QC program is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary. After acceptance of the QC Plan, the contractor shall obtain the KO’s (KO) acceptance in writing of any proposed changes to its QC system.

1.4.2 Quality Assurance (QA): The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)).

1.4.2.1 Finished part lots returned from the contractor will be inspected by LEAD’s QA Personnel for quality of the plating and required documentation. Sampling procedures will be performed in accordance with ANSI Z1.4, Sampling Procedures and Tables for Inspection by Attributes.

1.4.2.2 Finished parts will be accepted only if they are found to be in compliance with the requirements given in the specification(s) on the delivery order and drawing(s). Compliance with these requirements includes testing required by the referenced specification(s).

1.4.2.3 Remanufactured parts shall meet requirements for coverage, thickness, continuity, adhesion, and lack of corrosion products or powdery finish given in the specification(s) on the delivery order and drawing(s). Evidence of contamination or improper operation of equipment used to produce the plating deposits, such as excessively powdered or darkened plating shall be cause for rejection.

1.4.2.4 Variations in finish such as a dull appearance or minor surface profile are allowable for remanufactured parts as long as the part meets the dimensional and performance requirements. An example of an unacceptable finish variation is a rough finish on a sealing surface that would damage the seal and allow leaks.

1.4.2.5 Superficial staining resulting from rinsing or dripping of solutions including post-plating seals or treatments is allowable. Similarly, minor areas of lighter coverage in post-treatments on remanufactured parts resulting from rinsing are allowable. Areas with no coverage of plating or post-treatment accompanied by evidence of adhesion failure shall be cause for rejection.

1.4.2.6 Slight discoloration resulting from required drying or baking operations is acceptable.

1.4.2.7 Parts that do not meet the acceptance criteria will be returned to the contractor for corrective action at the contractor’s expense.

1.4.3 Recognized Holidays: The following are recognized US holidays and the date for each can be found at the following website: http://www.opm.gov/Operating_Status_Schedules/fedhol/index.asp. The contractor shall not perform services on these days:
