2. Basis of Award:
A. AWARD
Award will be made to the quote that is determined to provide the best value to the Government, in accordance with FAR 8.405-2(d), and the procedures specified in the FOPR. Offerors must meet the entry gate criteria (see B. Entry Gate Criteria) in order to proceed to full quotation evaluation (see C. Factors to Be Evaluated). Those Offerors meeting the entry gate criteria will be evaluated based on the following three (4) factors: Prime Contractor Experiences, Sub-Contractor Experiences, Past Performance, and Price. The Technical factors are more important that than the Past Performance factor, which is more important than the Price factor. Note: All non-priced factors combined are significantly more important than price. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factors (1&2) and a rating of no less than “Satisfactory Confidence” or “Unknown Confidence” must be achieved for the Past Performance factor (3).
Proposal risk is integral to each evaluation element within these areas; however, the Government shall assess the risk associated with the Offeror’s overall proposal when determining which proposal offers the best value to the Government. Inconsistencies between an Offeror’s technical capabilities, past performance, or price will indicate risk, which could reduce an Offeror’s chance of being selected for award. Offerors are cautioned that the award may not necessarily be made to the lowest priced Offeror or to the highest rated technical Offeror.
The Government intends to make award based on the initial proposal submissions without conducting discussions.
Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold discussions if, during the evaluation, it is determined to be in the best interest of the Government. Discussions are fluid interaction(s) between the Contracting Officer (KO) and the offerors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct discussions using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Discussions may be conducted with one, some or all offerors as the Government is not required to conduct discussions with any or all contractors responding to this RFP.
B. Entry Gate Criteria
The Offeror must be rated acceptable for the following criteria in order to proceed to full quotation evaluation:
Entry Gate Criteria: The Offeror must provide a copy of their active secret facility clearance for your organization.
Those individuals without U.S. Citizenship will not be granted access to the depot.
C. Evaluation Factors
Responses will be evaluated against the following factors and sub-factors:
Factor 1: Prime Contracting Experiences with the Government Factor 2: Past Performance with the Government Factor 3: Price
FACTOR 1: Prime Contractor Experiences Technical.
The technical proposal should demonstrate the contractor’s ability to perform the technical requirements of the PWS.
Factor 1: This factor will evaluate the offeror’s understanding and management methodologies to fulfill the requirements set forth in the Performance Work Statement. Letterkenny Munitions Center emphasizes the need for a high morale and qualified work force.
During evaluation of each proposal, the Government will assign each factor/sub-factor a rating as shown below. The government will assign an overall rating to the Technical factors. A rating of unacceptable in one or more sub-factors will constitute an overall rating of unacceptable for the technical evaluation in that factor. The management plan sub-factor is more important than the Phase-in/Phase-out plan sub-factor.
The following ratings will be utilized:
Factor 2: Past Performance
A. The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.
B. Offerors shall submit all information on Government and/or commercial contracts, Factor 2 for the prime offeror and each major subcontractor, those subcontractors expected to perform twenty (20) percent or more of the proposed effort, in performance or awarded during the past four years, from the issue date of this FOPR, which are relevant to the efforts required by this RFP. The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all of the information available.
