Question 8) Within the Performance Work Statement (PWS) do paragraphs: 1.4.7 AT Level 1 Awareness Training,
1.4.8 iWATCH Training, & 1.4.9 OPSEC Training: Per AR 530‐1 refer to online training courses? Answer: Yes. The hyperlinks for all three trainings are within each of the aforementioned paragraphs.
Question 9) Paragraph 3.0 of the Performance Work Statement (PWS) states “Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The Government will provide the facilities, equipment, materials, and/or services listed below:”
Paragraph 3.4 of the Performance Work Statement (PWS) states the Government will furnish a “Digital copy of the current Course Material……” ▪Does this infer that there will be no course material development necessary for this project by the contractor?
Answer: No, the Government will not be providing a digital copy of course material. Draft PWS, Paragraph 3.4 has been revised to reflect such.
▪Will the contractor’s instructor will merely teach the current, existing material provided by the Government?
Answer: No, the contractor will teach from their own curriculum. Draft PWS revised in 4.2 to include “Contractor will provide all instructional material”.
▪What material is included in the current course material, e.g. Instructor Guides, Student Guides, etc.?
Answer: No course material will be provided by the government. Draft PWS, Paragraph 3.4 has been revised to reflect such.
▪Are PowerPoint slides and/or other teaching aids included in the current course material?
Answer: No slides or other teaching aids are provided. Draft PWS, Paragraph 3.4 has been revised to reflect such.
▪If the contractor is expected to develop/update the current course material provided by the Government; will editable, electronic files of the current course material, photos, illustrations, training manuals, OEM manuals, etc.

What equipment is the contractor expected to provide? Answer: The Contractor will need to provide all radio equipment, receivers, test equipment, etc. required for the training. Draft PWS has been revised to include in 4.3, “The Contractor will provide radio equipment, receivers, test equipment, etc./all RF equipment in support of curriculum to meet the training requirement in 5.7”.
Question 11) Paragraph 4.1.1 of the Performance Work Statement (PWS) states “Contractor must bring their own laptop”. Is it expected that the contractor’s laptop will be turned over to the Government at the end of the contract period? Answer:

▪Is it correct to interpret this to mean that there will be multiple sessions of this “one class” presented over the course of the 12 month Period of Performance (PoP)?
Answer: No, there will only be one course session, with multiple dates, to accomplish the single course.
▪If yes, is it correct to quote the complete training effort based on a “per session” basis? Answer: The quote is for one session.
