SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
QUESTION & ANSWER
Q1: We want to confirm PWS paragraph 5.8 applies to all 44 machines listed on Appendix A, and if not, which machines does it apply to?
A1: Paragraph 5.8 refers to only the Waterjet Machines. Paragraph 5.8 is updated as follows:
“5.8 PREVENTIVE MAINTENANCE (30 Day PM for WATERJETS) The contractor shall perform a PM within 30 days after award of contract and every 4,000 hours thereafter. The PM shall be performed during LEAD duty hours and as described in the specific OEM Manual, Technical Exhibit 1 thru 4 & LEAD PM Checklists (Attachment A).”
Annual PMs for ALL other machinery shall be coordinated with the designated Contracting Officer’s Representative (COR) in accordance with Technical Exhibit 1 thru 4.
Q2: As it relates to PWS paragraph 5.13, we wanted clarification for:
Q2a: How should we understand “timely manner”? How is it going to be determined?
A2a: Paragraph 5.13 will be updated to read within 48 Hours:
“5.13 REPAIR/OEM RESOLUTION: The contractor shall be contacted when the COR determines that a machine requires maintenance support (see paragraphs 3.0 through 3.6 and 5.0 through 5.1). The COR or LEAD’s Technical Advisor shall determine if the contractor has repaired a machine back to its normal operating condition. Should an ongoing problem continue to re-occur and the contractor is unable to identify and/or resolve the issue within 48 Hours, the COR may submit a formal request that the contractor schedule a certified OEM technician to correct the failure at NO additional cost to the government.”
Q2b: Currently, if we don’t initially work on a job, the practice is LEAD calls the OEM and we handle the paperwork with a 10% mark-up. Is that going to still be the procedure?
A2b: The government will have the option to request the OEM technical support directly and/or request that the contractor contact the OEMs to schedule OEM technical support. If the contractor does not initially start the job, they shall submit a service call to schedule the OEM for maintenance parts and/or technical support.
If the contractor agrees to these terms, the contractor will have the option to include charges for any additional services requested by the government and be responsible for the completion of work thereafter.
The contractor shall ensure the correct parts and services are ordered and, delivered in accordance with the work order. The contractor shall monitor their OEM sub-contractor’s progress and are responsible for work that is non-compliance with the SOW.
Q2c: OEM parts – when are we responsible for those versus the government? Will the 10% mark-up continue to apply?
A2c: The government shall request a quote for OEM part(s) to the contractor in writing via email, memo or text. The contractor shall provide the government with a quote that may include a service charge and copy of the distributors quote or bill for services rendered.
The contactor shall provide the government with an itemized invoice(s) that list all charges to the government. Charges on the invoice may include all delivery fees along with charges for service upon the delivery of parts or goods to be approved by the COR. The COR shall approve all charges which exceed $50.00 (Per 5.12.1)
Note: The contractor shall not list or submit any charges for taxes on any invoices.
