Q&A Q1. Ref Appendix A, page 20/21
a) We noted a number of equipment with the same description, yet there are different Bar Code numbers assigned to each (e.g., Three "Hand Cabinet (Glass Beads)" for building 37 (R4982, S0212, and R5925). Are these duplicates or different systems?
ANSWER - Each number listed is for a different system. There are a few makes of hand cabinets on the depot but all similar equipment.
b) Will the Government provide brief description of the materials used and equipment make/model?
ANSWER - This will be provided to the award winner during the dust hazard report fact gathering at the depot.
Q2. Ref Section 5.1.5, page 13
How should we address some of the report elements if NFPA does not require based on the equipment or process used (e.g., Limiting Oxygen Concentration (LOC) is only used if inert gas blanketing is used as a means of ensuring safety).
ANSWER - If not required by NFPA for a particular piece of equipment it is okay not to include in the DHA. This should be mentioned in your submittal.
Q3. Ref Section 5.2.2, last bullet, page 13/14
Does the Government require a complete evaluation of the process safety management program (which is not part of a DHA requirement) to be included in the DHA?
ANSWER - If not a DHA requirement, it is not required. This should be mentioned in your submittal. Finding anything determined in site survey that is critical to a safe operation is the intent.
Q4. Ref Section 1.1, page 5
Why does the Government want DHAs performed more frequently than the NFPA requirement?
ANSWER - Subsequent option years of the contract are for 25% of sites each year so that every 4 years, all assets will be receiving a DHA. The requirement is for a new DHA every 5 years. The reason for a follow-on completion every four years is for insurance for unforeseen circumstances to allow for extra DHA's annually when required due to equipment changes and/or media changes.
Q5. Is there an incumbent firm that has previously completed a similar assignment for the Letterkenny Army Depot, or is this a new scope award? If there is a previous DHA, would copies of representative reports be available to reference as part of the RFP process?
ANSWER: No, this will be the first contract.
Q6. PWS 1.4.4.2 AT Level 1 Awareness Training – What is the duration of this training? How is it administered (online or onsite?)
ANSWER: This is an online course. The link is in the solicitation. The course is approximately 2 hours in length.
Q7. PWS 1.4.4.3 iWATCH Training– What is the duration of this training? How is it administered (online or onsite?)
ANSWER: This is an online course. The link is in the solicitation. The cousre is approximatlye 1 hour in length.

ANSWER: This is an online course. The link is in the solicitation. The course is approximately 1 hour in length.
Q9. PWS 1.4.5 Special Qualifications: The contractor shall ensure that all personnel and sub-contractor personnel performing under this contract are fully trained, licensed, and qualified to perform complex analysis of the equipment listed in this contract. – Outside of Lockout Tagout, Confined Space Entry, HAZWOPER and training on the sampling and analytical plan, are there any other pre-qualifications or certifications expected?
ANSWER: Provide list of personnel qualifications, along with similar work performed in Pennsylvania in similar work environments/other military locations. This will be evaluated as part of the proposal.
Q10. PWS 1.4.6.1 Job Safety Analysis and Safety Plan-The LEAD Safety Office will then review and approve or not approve the contractor’s JSAs and Safety Plan prior after award of contract. Should this be “after award”?
ANSWER: After award, but prior to performing work at LEAD.
Q11. PWS 1.4.6.2 Letterkenny Operation SOPS for Applicable Operations: Are these SOP(s) developed? If yes, can they be reviewed?
ANSWER: They will be available for review after award.
Q12. PWS 1.4.10 Dust Sample Collection and Disposal: All dust samples collected for testing as part of this contract shall be coordinated through the COR. LEAD environmental personnel shall be copied on all correspondence. All LEAD safety and environmental requirements for collection, removal, shipping of test samples shall follow LEAD safety regulations – Please provide a reference for LEAD Safety regulations.
ANSWER: A copy of the LEAD safety regulation will be provided to the Awardee at contract award.
Q13. PWS 1.4.13 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the Contracting Officer (KO) in accordance with Federal Acquisition Regulations Subpart 42.5. Number of meetings is not defined in the PWS or Subpart 42.5. May subcontractors specify anticipated number of meetings?
ANSWER: The awardee will have input in meeting timing.
Q14. PWS 5.1.3 DETERMINATION OF EXPLOSIBILITY references determining combustibility by “Go/No-Go” screening test methodology described in ASTM E1226 and ASTM E1515, Standard Test Method for Minimum Explosible Concentration of Combustible Dusts, but 5.1.5 states that the DHA report shall include, but not be limited to, the following: - Determining the combustibility and explosibility hazards of materials, Combustible material data (such as explosibility index (Kst), minimum explosible concentration (MEC), minimum ignition temperature (MIT), limiting oxygen Concentration (LOC), minimum autoignition temperature (MAIT), minimum ignition energy (MIE), standard dust burn rate, standard dust burn rate screen test, percent combustible material (PCM), particle size analysis, combustibility and explosibility screening for metal powers). Please clarify the exact parameters that should be considered for pricing consideration.
ANSWER: 5.1.3 is regarding the determination of explosibility for all samples.
5.1.5 is regarding language in the DHA’s for each source after testing for explosibility and the added language would refer to additional findings from the source review onsite as well as further testing for any sources that exceed explosibility limits.
Q15. PWS 5.2 DUST HAZARD ANALYSIS - Will the DHA report require risk ranking based on Severity and Likelihood? If yes, will LEAD personnel provide input on likelihood accounting for past incidence experience?
ANSWER: If assistance is required by LEAD personnel in assessment for completion of the DHA reports; this will be provided to the awardee.
Q16. PWS 5.4 WARRANTY OF PARTS/MATERIALS: A standard commercial warranty shall be furnished with the dust hazard analysis services. The warranty shall cover all dust sample collection support, dust sample analyses, dust hazard analysis evaluations and technical support. Can LEAD provide and sample warranty and warranty term?
ANSWER: Contractor shall provide the standard commercial warranty that is currently offered to customers/commercial market.
Q17. PWS 6.1 TECHNICAL MANUALS: A copy of all manuals and OEM specs can be obtained from Building 389, Letterkenny Army Depot, for use. How will these documents be obtained or transmitted? IN person or electronically via email? Will contractors be responsible for reproduction?
ANSWER: Either electronic or hard copies will be provided. Any copies would be the vendor’s responsibility.
Q18. Page 19 of 57 states that dust analysis report will be transmitted to LEAD within 20 days of sample testing. Is the expectation that all 48 dust samples will be collected over a certain time frame? What is that timeframe? Will LEAD allow partial sample collection (for example 12 samples per site visit over a timeframe of two months?
ANSWER: LEAD will be flexible with the awardee. The timeframe for collection of samples, as well as site visits for all the locations, will be developed and submitted for review with LEAD staff after award. The 20 day requirement would be upon completion of both.
Q19. Please provide a Base Map indicating the relative locations of each of the Buildings specified on pages 20 & 21 of 57.
ANSWER: This information will be provided by LEAD after award.
