The offeror shall submit pricing information to support the reasonableness of their proposed prices for all CLINs with the exception of CLINs 0003, 1003, 2003. Failure to comply with the RFP requirements for Price information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Information shall be segregated by the performance periods and the total price for each CLIN as specified in the solicitation.

1. Basis of Award:

A. Award will be made to the quote that is determined to provide the best value to the

Government, in accordance with FAR 8.405-2(d), and the procedures specified in the RFP.

Offerors must meet the entry gate criteria (see B. Entry Gate Criteria) in order to proceed to full quotation evaluation (see C. Factors to Be Evaluated). Those Offerors meeting the entry gate criteria will be evaluated based on the following three (3) factors: Technical, Past Performance, and Price. The Technical factor is more important that than the Past Performance factor, which is more important than the Price factor. Note: All non-priced factors combined are significantly more important than price. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor and a rating of no less than “Satisfactory Confidence” or “Unknown Confidence” must be achieved for the Past Performance factor.

Proposal risk is integral to each evaluation element within these areas; however, the Government shall assess the risk associated with the Offeror’s overall proposal when determining which proposal offers the best value to the Government. Inconsistencies between an Offeror’s technical capabilities, past performance, or price will indicate risk, which could reduce an Offeror’s chance of being selected for award. Offerors are cautioned that the award may not necessarily be made to the lowest priced Offeror or to the highest rated technical Offeror.

The Government intends to make award based on the initial proposal submissions without conducting discussions. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold discussions if, during the evaluation, it is determined to be in the best interest of the Government. Discussions are fluid interaction(s) between the Contracting Officer (KO) and the offerors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct discussions using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision. Discussions may be conducted with one, some or all offerors as the Government is not required to conduct discussions with any or all contractors responding to this RFP.

B. Entry Gate Criteria: The Offeror must be rated acceptable for the following criteria in order to proceed to full quotation evaluation:

-Signed dated offer with proposal and pricing separately submitted and completed as required in FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) and in the Instructions to Offerors.

Evaluation Factors

Responses will be evaluated against the following factors and sub-factors:

Factor 1: Technical Sub-factor 1.1: Management Plan Sub-factor 1.2: Caterpillar Certification and Data Rights

Factor 2: Past Performance Factor 3: Price

FACTOR 1: Technical.

The technical proposal should demonstrate the contractor’s ability to perform the technical requirements of the PWS.

Sub-Factor 1.1 – Management Plan – Submittal Requirements and Sub-Factor 1.2-

Caterpillar Certification and Data Rights: These sub-factor will evaluate the offeror’s understanding and management methodologies to fulfill the requirements set forth in the Performance Work Statement. Letterkenny Army Depot emphasizes the need for a high morale and qualified work force. During evaluation of each proposal, the Government will assign each sub-factor a rating as shown below. The government will assign an overall rating to the Technical factor. A rating of unacceptable in one or more sub-factors will constitute an overall rating of unacceptable for the technical evaluation. The management plan sub-factor is more important than the Past Performance and Price.

The following ratings will be utilized:

COMBINED TECHNICAL/RISK

RATINGS

Color Rating Description

Blue

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Green

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of risk of unsuccessful performance is no worse than moderate.

Yellow

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable.

Proposal is unawardable.

Factor 2: Past Performance A. The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the

PWS.

B. Offerors shall submit all information on Government and/or commercial contracts, Factor 2 for the prime offeror and each major subcontractor, those subcontractors expected to perform twenty (20) percent or more of the proposed effort, in performance or awarded during the past four years, from the issue date of this FOPR, which are relevant to the efforts required by this RFP. The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all of the information available.

C. Offerors shall include the most recent and relevant efforts (within the past four years) in their proposal. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services as compared to the North American Industry Classification System (NAICS) 561210. Data used in conducting performance risk assessments shall not extend past three years prior to the issue date of the RFP, but may include performance data generated during the past three years without regard to the contract award date.

D. The past performance factor considers each offeror’s demonstrated recent and relevant record of performance in supplying services that meet the contract requirements. There are two aspects to the past performance evaluation: relevancy and performance confidence assessment.

(i) ) R ELEVANCY: The first aspect of the past performance evaluation is to assess the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the following criteria will be used to establish what is relevant which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.

Past Performance Relevancy Ratings

Rating Definition

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

QUALITY ASSESSMENT: Assess the quality of the offeror’s past performance on those recent efforts that were determined relevant by determining how well the contractor performed on the contracts. Documented results from Past Performance Questionnaires, CPARS, and other sources form the support and basis for this assessment.

P ERFORMANCE CONFIDENCE ASSESSMENT: The final step is for the team to arrive at a single consensus performance confidence assessment for the offeror, selecting the most appropriate rating from the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered. Ensure the rationale for the conclusions reached are included.

Performance Confidence Assessments

Adjectival Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 3: Price

A. Price proposals will be evaluated for (1) Total Evaluated Price (TEP),

(2) compliance, (3) reasonableness and (4) unbalanced pricing. Offerors whose price is determined to be unreasonable will not be considered for award.

B. The TEP will be calculated as the sum of the contractor’s proposed prices and the plug pricing set by the Government for the extended prices of all CLINs including the base period all option periods and all optional CLINs. Evaluation of options or optional CLINs shall not obligate the Government to exercise such options or optional CLINs.

C. The six-month extension of services is IAW FAR 52.217-8, "Option to Extend Services" and will only be utilized if necessary. The six-month extension of services is not to be considered part of any option period and will be a separate option exercised if it is utilized. Evaluation of options or optional CLINs shall not obligate the Government to exercise such options or optional CLINs.

D. Compliance: The Price proposal submitted by the offeror will be evaluated for compliance based upon the Proposal Submission requirements for the Price volume contained within the FOPR.

E. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).

F. Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
