SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
CONCERNS & RESPONSES
The following concerns were raised in regards to four paragraphs within A-A-52520_B (HARDWOOD -
FLOORBOARDS AND PLATFORMS FOR MILITARY VEHICLES (METRIC)).
Paragraph 2.1.1 - Hardwood states, "Hardwoods shall conform to NHLA Rules for the Measurement and inspection of hardwood and cypress lumber."
Concern: We do not ask for a cert when we buy lumber. Nor is a cert required.
Response: There is no cert required for buying the lumber. However according to A-A-52520, Paragraphs 2.4 and 4.2, the contractor is responsible for inspecting the wood received, to ensure that it meets all of the sub-paragraphs of 2.4. So just certify that this was done.
Paragraph 2.2 - Moisture content states, "... dried to a maximum moisture content of 15 percent or less at time of treatment. This shall be verified when tested to ASTM D4444."
Concern: We make these with White Oak or Ash Kiln dried lumber with 6% moisture content.
You cannot pressure treat a piece of finished lumber, as it blows it up with all the liquid forced into the wood.
Response: We understand that you need a low moisture content to pressure treat a piece of finished lumber.
That is why the spec states 15% or less at time of treatment. If the contractor knows that all their dried lumber has a 6% moisture content, they must have tested it to come up with that number. All they need to do is present the data showing that they tested it to ASTM D4444 and it has 6% moisture content.
Paragraph 2.3 - Preservative treatment states, “Hardwood preservative treatment shall be monitored, tested, and checked using the appropriate procedures of AWPA C2.”
Concern: AWPA C2 & AWPA P8 no longer exist.
Response: AWPA C2 may no longer exist, however the paragraph just states to “monitor, test and check using the procedures of AWPA C2”. I am sure the procedures called out in AWPA C2 still exists. If not, the contractor should have their own internal procedures of preservative treatment. The contractor’s Quality Department should have documented evidence that the procedures were followed.
Paragraph 4.2 - Responsibility for inspection states, “The contractor is responsible for the performance of all inspections (examinations and tests).”
Concern: What you buy from us will be I/A/W all the current specifications for Sawn Products and treated and painted I/A/W the correct material including final finish CARC Paint I/A/W Mil DTL 53039 Type IX.
Response: In regards to the “current specifications for Sawn Products” I would assume they are similar to A-A- 52520. MIL-DTL-53039 has nothing to do with inspecting and pressure treating the raw lumber to be used for this contract, A-A-52520 does.
