QUESTIONS AND ANSWERS
Q1. Can you provide the anticipated number of Key Team Members required to adequately perform all tasks associated with the PWS?
A1. We anticipate the majority of services will require 1 interpreter for 2 hours or less.
Q2. Can you guide the level of effort expected (Total Labor Hours, Labor Hours by Key Team Members, etc.) to complete the PWS?
A2. See A1.
Q3. Does the Army anticipate that interpreters supporting W911N2-20-Q-0050 work remotely or on client site at Letterkenny Army Depot? Are there any anticipated arrangements for providing virtual interpretation services as a result of COVID-19?
A3. At this time there is no provision for virtual interpretation. All services will be performed in person at Letterkenny Army Depot.
Q4. Are any other direct costs (ODCs) to be included in our pricing? If not, should we still provide an estimate of such ODCs?
A4. We will award a firm fixed price purchase order. Pricing should include all costs associated with the service.
Q5. Can the Government provide specific guidance on proposal formatting for each required volume (Technical, Past Performance, Price, etc.), including font size, graphics/tables font size, margins, and page limitations?
A5. There is no formatting requirement for information submitted for the technical evaluation.
Q6. Should/Can Past Performance/Relevant Experience information be included in the Technical Proposal Volume, or should Offerors provide a separate Past Performance/Relevant Experience Volume for response to W911N2-20-Q-0050?
A6. Past performance information should be included as a separate document.
Q7. Can you provide information regarding the method of submission of quotes (i.e. email to contact)?
A7. Per Note 9 in the Request for Quotation, all proposals shall be submitted electronically via email to Laura Buehler, Contract Specialist.
Q8. What is the security clearance required to provide services under this contract?
A8. There is no requirement for a security clearance.
Q9. Does this requirement stipulate that the proposed bidder must hold an active Form DD254 (Top Secret) Facility Clearance "Before BEING AWARDED” this contract?
A9. There is no requirement for a security clearance.
Q10. If an active Form DD254 (Top Secret) Facility Clearance is required will arrangements be made to assist and provide adequate time to process the required paperwork or are bidders without DD254 (Top Secret) Facility Clearance not advised to participate?
A10. See A8 and A9 above.
Q11. Is this the first issue of this solicitation (is this a re-compete of an existing requirement or a new requirement)?
A11.This Request For Quotation is a new requirement.
Q12.C an you advise on if there were/are an incumbent provider(s) for these services? If Yes – Who is/are the incumbent(s) and can you provide a previous contract number?
A12. There is no incumbent contractor. Services were previously performed under W911N218F0090. Order was awarded to Languages Unlimited.
Q13. If there is an incumbent, is there a reason the known incumbent may be precluded from bidding on this new or existing requirement?
A13. See A12.
Q14. Is this requirement part of a Multiple Award Schedule/Contract or a Single Award Schedule/Contract?
A14. We will award one purchase order to the lowest price, technically acceptable contractor.
Q15. Has Letterkenny Army Depot held preliminary meetings with specific contractors interested in responding to this solicitation?
A15.No.
Q16. Is it estimated that full funding exists for this solicitation? If so, is there an intended Maximum/Minimum funding threshold?
A16. One purchase order will be awarded to perform these services. Purchase order will be funded for the base year. There is not maximum/minimum funding threshold.
Q17. It is a Sign Language Interpreting industry standard and best practice for service providers to bill Contractors and for Contractors to bill the Government for a 2-hour minimum. Will the Government consider adhering to the industry standard of a 2-hour minimum for billing of interpreting services?
A17. PWS was revised to show a guaranteed 2 hour minimum for each assignment.
Contractor is allowed to invoice in 15 minute increments after the first 2 hours. See the PWS, paragraph 8.
Q18. It is interpreting industry standard and best practice for service providers and Contractors to bill for the total number of hours that were originally requested and confirmed for an assignment (i.e., the full assignment time), rather than the actual number of hours of performance. Because interpreters commit to the total number of hours they are contracted for, it is standard for service providers to bill Contractors for the total assignment time, even if the actual number of hours performed is fewer. Will the Government consider allowing Contractors to bill for the full assignment time (i.e., the total number of hours originally scheduled), or the 2-hour minimum, whichever is greater?
A18. PWS was revised to show a guaranteed 2 hour minimum for each assignment.
Contractor is allowed to invoice in 15 minute increments after the first 2 hours. See the PWS, paragraph 8.
Q19.It is industry standard for interpreters to bill at 15-minute increments for services provided after the first 2 hours of an assignment. Will the Government consider allowing for billing of services provided after the first 2 hours at 15-minute increments?
A19.See A18.
Q20. Who is the current incumbent? What are their rates?
A20. There is no incumbent contractor. Services were previously performed under W911N218F0090. Order was awarded to Languages Unlimited.
Q21. Will this solicitation be awarded to multiple vendors? If so, how will the work be distributed?
A22. We will award one purchase order to the lowest priced, technically acceptable contractor.
Q23. It is industry standard for on-site sign language interpreters to be secured a 2 hour minimum for each assignment. I do not see this language in the solicitation, would you consider adding it?
A23. See A18.
Q24. How many last minute (less than 24 hours notice) assignment cancellations by the Letterkenny Army Depot were made in 2019?
A24. 0
Q25. How many deaf/hard of hearing employees are employed at the Letterkenny Army Depot?
A25. We have approximately 18 employees (self-identify as Deaf/Serious Difficulty Hearing and/or Hearing impaired/Hard of Hearing) who the LEAD EEO Office provides services to.
However, we do not know how this population may change or if all in the population have self-identified.
Q26. Page 1 of the solicitation lists Laura J. Buehler as the contact person. However, page 3, note 3 lists the Contracting Officer as Jessica Horst. Can you please clarify this discrepancy?
A26. Jessica Horst is the Contracting Officer. Laura Buehler is the Contract Specialist.
Q27. Due to the ongoing COVID-19 pandemic, will the Letterkenny Army Depot consider utilizing video remote interpretation services as well?
A27. At this time there is no provision for virtual interpretation. All services will be performed in person at Letterkenny Army Depot.
