W25G1Q706501Y8 Harris LMR Software
Acquire annual renewal of the Software FX/SUMS (Security Update Management Service) software maintenance and Priority Technical Assistance Center (TAC) services for the existing P25 system in use at Letterkenny Army Depot (LEAD). Software FX/SUMS provides periodic updates, patches, and upgrades for active Harris licensed software and TAC provides priority 24/7 telephone support within one or two hours. These updates allow LEAD to continue to communicate with other government agencies during emergencies. The Period of Performance (PoP) is 1 Aug 17 to 31 Jul 18. Current software maintenance under Purchase Order W911N2-16-P-0164.
Harris is the owner of this proprietary software and retains exclusive rights to its use. For this reason, it can only be purchased directly from Harris’ Software Services group. Market research utilizing searches of Computer, Hardware, Enterprise Software Solutions (CHESS), General Service Administration (GSA) Advantage and the Internet by , Contract Manager, in Dec 2016 demonstrates that no other sources exist.
Harris is the only company that can provide the proprietary software maintenance on the existing software in order to maintain the system integrity, reliability, and security. There are no other authorized resellers or third party distributors capable of maintaining Harris’ software, therefore an adequate purchase description cannot be developed. In order to utilize software from another source, LEAD would have to replace the entire LMR system and equipment and train its employees. New LMR system 160 radios, antennas, software, consoles, re installation and training is estimated at $3,500,000 to $4,000,000.
Currently, no action is being taken to remove or overcome barriers. At this time Harris hardware and software are installed and in use at LEAD. When the equipment has reached its end of life, the replacement system requirements will be posted on Federal Business Opportunities in order to identify potential sources of the supplies.
