About this file
This document is a Request for Technical Literature for the X1100 Oil Pump Test Stand, specifying detailed requirements for bidders submitting technical documentation. The document mandates that bidders provide descriptive marketing literature demonstrating how their proposed transmission test stand meets specific specification requirements across 20 different areas, including test stand utility, components, systems, instrumentation, performance requirements, construction, and warranty. Bidders must comprehensively address each referenced paragraph, with failure to adequately describe product features potentially resulting in bid rejection.
Key requirements include providing precise documentation that explicitly shows conformance to solicitation specifications, without vague statements like "specifications subject to change". Bidders using product catalogs must clearly highlight applicable model numbers and pages, and include bid prices. The document indicates a reasonable delivery timeframe of 360 days, and is associated with a small business set-aside procurement by the Department of the Army Materiel Command Contracting Command Detroit Arsenal for an X1100 Oil Pump Test Stand to be installed at the Anniston Army Depot in Alabama.

REQUEST FOR TECHNICAL LITERATURE
X1100 Oil Pump Test Stand
a. The bidder shall provide, with its bid, descriptive literature that has previously been used to market the proposed transmission test stand. The literature will be used to technically evaluate the bid and shall describe how the transmission test stand meets requirements of the specification; specifically the paragraphs:

4.5.1 4.5.2

b. The features, which must be addressed in the descriptive literature, are necessary to consider the bid responsive. If the bidder’s preprinted literature does not show all these features, the bidder must attach a letter of supplemental information to the literature describing in detail those required features.
c. The failure of descriptive literature to show that the product offered conforms to the requirements of this solicitation will require rejection of the bid.
d. Descriptive literature furnished under this solicitation that contains statements similar to ‘specifications are subject to change without notice’, ‘bid is subject to the following conditions’, or ‘prices are subject to change without notice’ shall not be considered for an award. The government has no assurance the products offered will conform to the specification; therefore, the bid is not considered a firm bid and will not be considered for an award.
e. Bidders who furnish a product catalog to satisfy this requirement must indicate which item is the subject of the bid by citing (highlighting, marking, etc.) model numbers and page numbers from the catalog in Section B of the solicitation along with the bid price.
Bids that fail to clearly establish what item or items are bid will be considered as non-responsive. Bids that only respond in the affirmative with no explanation of how the requirement will be met will be considered non-responsive.
